York County Stormwater Authority Implementation Plan
 York County Planning Commission
 
The York County Planning Commission is seeking proposals from qualified firms to develop an implementation plan to create a county stormwater authority. The RFP is available for viewing and printing at www.ycpc.org . Five copies of the proposal are due for submission to the York County Planning Commission at the address above, no later than 4:00 p.m., November 15, 2017. The outside of the envelope must be designated with the following:

October is National Community Planning Month

What is National Community Planning Month?

The American Planning Association (APA) has developed a model proclamation to recognize the work of citizen and professional planners in communities across the country.  To download a draft proclomation for your community,

Established in 2006, National Community Planning Month is celebrated each October as a way to highlight the role of planners and the importance of good planning in our communities. Across the country, communities celebrate planning through a variety of avenues including have a mayoral proclamation declaring October as community planning month; planning department open houses; community tours; or photo contests. Planning is essential for our communities to prosper and maintain balance and cohesiveness.

Each year, a theme is identified to help a community plan highlight an aspect or outcome of planning. The theme can be used to organize events and activities within the community. This year, the theme is civic engagement. The theme underscores the necessity of engaging the public, elected officials and key leaders in discussions that shape the future of our cities. Thoughtful, local planning cannot happen without meaningful civic engagement.
 

 

 
PUBLIC PARTICIPATION OPPORTUNITY

YORK COUNTY COMPREHENSIVE PLAN AMENDMENT
GROWTH MANAGEMENT PLAN
 
The York County Planning Commission (YCPC) invites all interested parties to review and provide comment on a proposed amendment to the York County Comprehensive Plan. The amendment is a complete update of the Growth Management Plan component.
 
The draft Plan will be available for public review at the YCPC Office, 28 East Market Street, York, PA, 17401, during normal business hours, beginning October 23, 2017. The draft Plan will also be available for reviewat http://www.ycpc.org/public-participation-opportunities.html . Written comments must be submitted no later than December 5, 2017, to the YCPC, attention Anne Walko, at the YCPC office address, by email ( awalko@ycpc.org ), or through the OpenComment website ( http://ycpc.civicomment.org ).  
 
The York County Planning Commission (YCPC) will hold a Public Meeting to provide an overview of and take comment on the Growth Management Plan at 6:30 pm on Tuesday, November 21, 2017. It will be at the York County Emergency Services Center, 120 Davies Drive, York, PA 17402. 
 



 

 

PA Construction Codes Academy 

Announces a New Class


This four-day program is a comprehensive review of Chapters 34-43 of the International Residential Code.  It includes examples, exercises and case studies designed to illustrate daily practices performed by a Residential Electrical Inspector or Plans Examiner.  Material includes a review of how the UCC amends certain provisions of the IRC, especially with regard to residential alterations and exclusions.

Basic electricity concepts are introduced along with common electrical terms and materials plus an overview of basic wiring and protection is presented.  The relationship between the electrical provisions of the IRC and the NEC are discussed. Building permit issuance is discussed with an emphasis placed on the most important issues to be addressed and resolve during the review process. 

Interactive learning will be implemented through conducting virtual inspections. A checklist of critical issues associated with electrical installations will also be developed.  Emphasis will be placed on addressing electrical system installation issues that should be resolved at the permit application stage of the project.

PA Construction Codes Academy 
Announces a New Class

The focus of this full-day program is on challenges created for municipalities by types of special residential uses. A few of the uses explored will be: boarding houses, alcohol and drug treatment facilities, congregate care facilities, group homes, halfway houses, shelters, bed and breakfasts, adult and child care in residential dwellings. A close examination will be provided of these special residential occupancies from both a zoning and Uniform Construction Code perspective. Special emphasis is placed on how to properly classify the intended use using IBC Chapter 3 classifications and careful attention will be paid to the triggers for changing an R-occupancy to an I-occupancy, and their impact on the applicable code requirements.
 
Case studies and examples will be used to illustrate the most critical elements of the discussion.

How to Manage Residential Waste Guide
The York County Solid Waste Authority  has a publication to assist residents with questions they may have regarding how to manage various types of residential waste.  The  publication for your use is available to read here.
 
 
Statewide Grant Workshops and Webinars for DCNR's Recreation and Conservation Partnerships Grant Program
The Department of Conservation and Natural Resources (DCNR) Bureau of Recreation and Conservation (BRC) 2018 grant program for statewide, regional and local recreation and conservation projects will open on January 22 and close on April 11, 2018. Opportunities for training and technical assistance on this grant program are being offered through statewide workshops and webinars. On-line pre-registration is required for both the workshops and webinars. Visit DCNR's calendar of events webpage to register (http://events.dcnr.pa.gov/. )
 
 
Statewide Grant Workshops
 
In partnership with the Pennsylvania Recreation and Park Society, DCNR is offering free, in-person grant workshops at six locations across Pennsylvania between November 1 - 21, 2017.   These workshops will provide technical assistance to potential applicants on DCNR grants available for recreation, conservation, riparian buffer, trail, and community parks projects. Attendees will have the opportunity to interact with staff and receive information on grant program selection criteria, eligibility, and documents required for various types of applications. Community leaders, municipal officials, consultants, board members, trail managers, land conservation professionals, and park and recreation professionals are encouraged to attend. If you are interested in applying to this grant program, attending a grant workshop is strongly encouraged.
