DC's Budget Effect on Real Estate

A Week In Review. DCAR had a busy week preparing to testify before the DC Council and for this week's REALTOR� Party Convention & Trade Expo in Washington, DC! First, the the Council is discussing the Mayor's budget, and DCAR was there to help push the District's real estate community to the forefront of those discussions. The Deputy Mayor for Education's Senior Policy Adviser also visited our DC office to give a presentation about the proposed school boundary revision.
Looking ahead to this week, DCAR will hold a REALTOR� happy-hour on May 15th at Murphy's of DC, which is just around the corner from the convention grounds! REALTOR� Issues in the 2015 Budget: Real Estate Guaranty Fund; Recordation & Transfer Taxes


Mayor Gray released his 2015 Budget proposal and two items of major importance to DCAR made it onto the 'wish-list,' priorities for the first time, which may get funded if revenues increase.


First, the 'wish-list' includes a proposal to restore about $500k into the Real Estate Guaranty and Education Fund. Nearly $3.5 million were previously taken from the Fund. Now, a portion of that money has a chance to get back to where it rightfully belongs. 


The Mayor also put lowering Deed Recordation and Transfer Taxes on the table. Even though this proposal is only for a slight decrease, DCAR's years of advocacy against these onerous taxes finally shined a spotlight on the issue.


DCAR's President-Elect Ed Wood and Government Affairs Staff Katalin Peter testified before the Council last Friday. They urged restoration of funding to the Real Estate Guaranty Fund and re-opened the dialogue on lowering Recordation and Transfer Taxes. These have been major accomplishments by DCAR with the hundreds of competing interests each Budget cycle,  but there are long fights ahead. DCAR will continue to need all the member support we can get-stay tuned!

Senior Policy Adviser Claudia Lujan from the Deputy Mayor for Education's office paid DCAR a visit to set the record straight on the proposed DCPS school boundary revisions. It has been 40 years since the last comprehensive review or revision of DC's Public School boundaries. 

Claudia gave an outstanding presentation, which outlined the theories, procedures and timelines for this massive endeavor. Here are few things you should know:
  • The committee overseeing the revision is composed of 23 members who are community members, District agency representatives and former educators.
  • Population and demographic shifts over the last 40 years have affected school supply and demand.
  • Any boundary changes made by the commission will take effect on the 2015-16 school year for DC public schools.
