Government Relations Updates

Modernize Copyright Laws

Brisette Lucas

Although many stakeholder groups including EFC lobbied the government for more time to make changes to some provisions of the Act, the Senate passed Bill C-11 on Friday as widely expected.

Some of the major highlights of the Act include:

  • Fair dealing being extended to education, satire, and parody use.
  • Time shifting officially allowed if the work was obtained legally.
  • Internet Service Providers being required to notify users that they may be infringing copyrights if the ISPs are alerted to it.
  • Individual liability for damages to $20K for commercial use to $5K for non-commercial use.
  • Express prohibition from breaking digital locks, even where the work was obtained legally.

Your organization should be diligent in managing images used on a website and in magazines and brochures.

For more information, contact blucas@electrofed.com for further information.

No Fees on Memory Cards

Federal Government will put in place regulations exempting microSD memory cards from copyright levies. Read more

New CSA standard: Building Energy Estimation Methodology (BEEM- C873)

CSA held a stakeholders meeting last week to introduce and solicit interest in forming a new technical subcommittee as part of its ongoing Energy Efficiency Program. This new standard is expected to be completed in time for referencing by the 2015 edition of the Canadian "National Energy Code for Buildings" (NECB) for Commercial and Institutional (C/I) buildings only, which are responsible for about 1/3 of all the electrical energy consumed in buildings in Canada.

A standard for an integrated building design process is needed to determine the impact of design decisions in a relatively quick and cost effective way. The proposed standard would be a Canadianized version of an 8 part German standard DIN V-18599:2007-02 "Energy efficiency of buildings", is expected to be a cost effective process to be based on a methodology that allows a quick and relatively accurate evaluation of a given situation. This would allow designers to compare the overall energy impact of the various design options while keeping the overall costs for the project within acceptable limits.

The methodology considers various end uses such as heating, ventilation, air-conditioning, domestic hot water and lighting as well as boundary conditions like geographical and meteorological conditions as well as building use, operating hours and exterior obstruction.

The first CSA C873 TSC meeting has been scheduled for Wednesday, July 11th at CSA's Spectrum Way office in Mississauga. For more information, or interest in joining this committee, please contact CSA Group Project Manager, Energy Efficiency Mike Hopkins mike.hopkins@csagroup.org or 417-747-2733.
