Sewer Project Update  sewer

The District is well into the planning process to begin construction on Phase 1 of the Sewer Project. Currently, the project remains on schedule to break ground in July 2016.

Treatment Facility 
A progressive design-build team has been selected through a public bidding process to design and construct the Wastewater Treatment and Reclamation Facility.  The construction firm W.M. Lyles Company has teamed up with engineers from Kennedy Jenks to design and build the modern membrane treatment plant. This team's previous work includes the treatment facility serving residents in Fillmore, California ( click here to tour the facility).

Collection System & Private Property Connections
Design of the collection system is near completion and construction will begin this summer. Construction will then move forward in stages (A-D), beginning with "Package A" located on the east part of the Phase 1 boundary. Private property connections will begin once the treatment facility and "Package A" and "B" of the collection system are complete ( click here to view a map of the stages).

Package A - East End of Phase 1
Package B - Three (3) Pump Stations
Package C - Central Area of Phase 1
Package D - West End of Phase 1

Septic Prohibition Dates
Pending approval from the Regional Water Quality Control Board (RWQCB), Colorado River Basin, the septic discharge prohibition dates will be revised and Hi-Desert Water District's phase boundary map (click here to view map) will be adopted.  The current prohibition dates are set for Phase 1, 2016; Phase 2, 2019; and Phase 3, 2022. In order to accommodate the construction schedule for the Sewer Project, these dates will be revised to Phase 1, June 30, 2021; and Phase 2 and 3, December 31, 2025.  These items are scheduled to go to the RWQCB on March 10, 2016 at the Yucca Valley Community Center (click here to view notice).

Capital Improvement Project CRP

The Capital Replacement Crew has been installing new water mains throughout town.  All old steel water mains are being replaced with blue, PVC pipes within Phase 1 of the Sewer Project.  Crews have been working in the area bordered by Palomar and Yucca Trail, and are near completion.  Next, the crew will be moving to the area bordered by Indio Avenue and Camarilla Avenue adjacent to Monterey Business Center.  To date, the crew has replaced approximately 40,000 feet of water mains within Phase 1 of the Sewer Project.

California Drought News Drought

On Tuesday, February 2, 2016, the State Water Resources Control Board (SWRCB) announced that it has extended water conservation regulations, as well as lowered mandatory water use goals. 

State Regulations Extended
The current water use restrictions and drought regulations were originally scheduled to expire in April, but that date as been extended to October 31, 2016.  Although many parts of California are above average for rainfall and snow, it hasn't been enough to fully recover from four years of drought. But the State will continue to closely monitor snowpack and water levels this season, and make adjustments to the regulations accordingly.

Revised Water Use Standards
In addition to extending drought regulations, the SWRCB has also released new water reduction goals for water districts. An adjustment was made to the recent goals due to evapotranspiration rates for areas that experience extreme heat.  As a result, Hi-Desert Water District's standard was reduced three percentage points from 16% to 13%.

Essay Contest offering up to Contest $5,000 in Scholarships

Mojave Water Agency is seeking a student with a vision to be featured as a speaker at the High Desert Water summit. The winner will be selected through an essay contest and will receive a $5,000 scholarship. Four runner-ups will be also receive a scholarship for $1,000. The essay will answer the question, "What Does the High Desert's Water Future Look Like in 2036?"

Students in grades 9-12 and who are in their first or second year of college are eligible to enter.
