Short-term rentals ("AirBnB" type lodging): back in the spotlight at City Hall and things are moving fast

Events are gaining speed along 2 pathways as New Orleans prepares to address the short term rental issue.  Renewing her initiative to legalize and regulate short term rentals throughout New Orleans, Councilmember-at-Large Stacy Head introduced a motion to require the City Planning Commission ("CPC") to receive public comment and develop proposals (M-15-391, August 20, 2015).  CM Head stressed that the CPC activity relates only to land use, and that she is pursuing permits and regulations separately.

The clock is ticking for neighborhood input.  The CPC will hold a public hearing on September 29 at 5:00 PM at City Hall. The CPC is to deliver its report and recommendations to the City Council within 120 days of the original motion with its proposals, currently planned for December 8.  This renewed push is a major game-changer for neighborhoods. Don't miss your chance to tell the city what you think about the many residential issues that short term rentals create.

The Good and the Bad.  The motion and oral remarks from City Council members at the August 17 Community Development Committee meeting suggest that the city may be starting to recognize how complicated and far-reaching the issue of short-term rentals is.  That would be progress from the earlier "cram-dow n" approach to legislation, which would have modeled a New Orleans ordinance after legislative failures in other cities.  Referral of at least some of the issues to the CPC with its expert staff, plus the wide latitude that the motion grants the CPC and staff suggest that the City Council is serious about trying to get this right.  That is good. What is not so good: (1) CM Head's strong indication that she is running out of patience in dealing with the issues; (2) the fuzzy distinction between "land use issues" that the CPC will examine and "regulatory issues" that are excluded; (3) the city's silence on how to restructure enforcement; and (4) the lack of transparency about the process by which the many non-CPC issues will be considered (or ignored) as ordinances are prepared without any published method for the public to participate at the drafting stage.

CALL TO ACTION - Learn the Issues. 
Short-term rentals in neighborhoods pose many concerns for residents, especially when they are being operated as businesses by absentee landlords.  Many of the owners are corporate investors.  Amplified through internet platforms like AirBnB, HomeAway, VRBO, etc., the issues become surprisingly complex and are no longer addressed by existing regulation of fixed-facility hotels.  Examples include: infrastructure strain; impact on crime and public services; parking, including Residential Parking Permit program abuse; revenue and tax generation and collection; and middle-man accountability from internet platforms.  Here are some important considerations.

1. There are different types of short-term rentals -- and they need to be separated for different treatment.  It is one thing for a homeowner to rent a room out during Mardi Gras or Jazz Fest.  It is an entirely different thing for the homeowner of a 4-plex to run the year-round business of weekend tourist rentals in 3 of his 4 units.  Even worse is a part-time resident or an absent investor who isn't even present as the transients come and go weekend-after-weekend.  The advocacy group Alliance for Neighborhood Prosperity ("ANP") is committed to lumping all types of short-term rentals into one bucket and calling it "Private Home Rentals" even though many (and perhaps most) of its members are not living in the rented premises. This confusion is dangerous and leads to the worst examples of bad regulation.  If you believe that a private home is the place where the private homeowner resides full time, then you need to be active in this debate.

2. Each neighborhood's residents and voters deserve the largest voice in how their neighborhood should develop.  The distinctive attraction of New Orleans culture comes organically from within its different neighborhoods, and each neighborhood is different.  One size does not fit all.  A city-wide rule for short term rentals may be the easiest thing for politicians to do, but it may not be the best thing for every neighborhood.  If you believe that your neighborhood should control its own cultural and lifestyle pathway, then you need to be active in this debate.

3. Enforcement in New Orleans must be completely restructured.  Without enforcement nothing happens.  Rampant illegal rogue hotels without city enforcement is not from a lack of city will or a lack of city resources. It is due to an enforcement structure that is fatally defective and flawed. In July the attorneys who represent ANP demonstrated this unfortunate reality in court filings.   As a result, the city stopped the few enforcement proceedings that it had begun.  Adding more resources to the existing process will not create more enforcement.  If you believe that neighborhoods need greater power to get fast, effective enforcement of laws (existing or new ones), then you need to be active in this debate.

4. The City Planning Commission can address only some of the short-term rental issues.  With limited resources the staff will probably have to prioritize, and dig into only the top issues.  There is no guarantee that the concerns of residents and neighbors will make the cut, such as: Neighborhood Voice in the approval process; Quality of life; Resident displacement; Housing availability and affordability; Traffic and parking impact; Density, frequency and intensity of transient rentals; Transition and avoiding unlimited "grandfathering" of existing violators; Multi-unit housing.  If you believe that any of these concerns are important, then you need to be active in this debate.

CALL TO ACTION - Pick Your Issues and Speak Up!   
This is a big deal.  Tell the City Planning Commission what issues are important to you and make sure they are addressed in their recommendations to the City Council. Join with your neighborhood association and take a stand on the issues of short-term rentals that are important to you.  Keep an eye on short term rental activity at the CPC and City Council.

·       Let your neighborhood association know that you want it to take a stand.

·       Engage with the Short Term Rental Committee, composed of people from across New Orleans who advocate for the protection of neighborhoods from the intrusion of illegal short-term rentals, which introduce commercial uses into residential areas, displace actual residents, and undermine the building blocks of our city.   [email protected]

DEPARTMENT OF JUSTICE AWARDS $150,000 TO THE CITY OF NEW ORLEANS TO DEVELOP AND STRENGHTEN CRIMINAL JUSTICE AND COMMUNITY PARTNERSHIPS TO ADDRESS SEXUAL ASSAULT, DOMESTIC VIOLENCE, DATING VIOLENCE, AND STALKING
NEW ORLEANS - U.S. Attorney Kenneth A. Polite announced today that, as part of 44 awards totaling over $26 million in funding through the Department of Justice's Office on Violence Against Women's Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program, the City of New Orleans was awarded $150,000 grant. The City will use the grant to continue an established process to evaluate and assess the criminal justice system's response to domestic violence criminal cases and a unified agreed upon protocol that will hold accountable a system response that adheres to the six foundational principles of the Blueprint for Safety model.
 
The Blueprint for safety is a set of plans for interagency case processing in the criminal justice system, anchored in six foundational principles:
 
*             Adhere to an interagency approach and collective intervention goals;
*             Build attention to the context and severity of the abuse into each intervention;
*             Recognize that most domestic violence is a patterned crime requiring continuing engagement with victims of abuse and offenders;
*             Ensure sure and swift consequences for continued abuse;
*             Use the authority of the criminal justice system to send messages of help and accountability; and
*             Act in ways that reduce unintended consequences and the disparity of impact on victims and offenders.
 
"Sexual assault, domestic violence, dating violence, and stalking are serious crimes that require a robust criminal justice system response in coordination with community based organizations and victim service providers," said Deputy Attorney General Sally Quillian Yates. "This program challenges the whole community to work together to identify barriers and develop solutions that enhance victim safety and hold offenders accountable."
 
"I thank the Office on Violence Against Women for this grant award," stated U.S. Attorney Polite.  "It will assist the City of New Orleans in its efforts to combat domestic violence, which often appears as a root cause of the city's larger violence issues."

MAYOR LANDRIEU TO LAUNCH 'BUILD NOLA' TRAINING PROGRAM FOR SMALL AND DISADVANTAGED BUSINESSES
 
NEW ORLEANS - On Tuesday, Sept. 29, 2015, Mayor Landrieu will launch "Build NOLA", a training program to prepare local small and disadvantaged businesses to compete for large-scale public and private contracts. The program will expand the city's pool of competitive and qualified bidders, and maximize contracting opportunities for Disadvantaged Business Enterprises (DBE).
From 2010 through 2014, DBE firms were awarded over $400 million in business opportunities with the City of New Orleans, New Orleans Aviation Board, Sewerage and Water Board, and the Regional Transit Authority. Build NOLA will prepare local small and disadvantaged businesses for sustainable growth measured by increased business revenues, new contracting opportunities and job creation.
The first Build NOLA cohort is currently underway with 31 individuals participating.

HousingNOLA is the result of New Orleanians coming together to create a visionary document that reflects upon housing in the past, analyzes our present state of housing, and recommends strategies for making better housing-policy decisions in the future. If Katrina taught us anything, it's that local wisdom and the resiliency of its people are this city's greatest resources. The Plan is divided into two distinct reports: the release of the Preliminary Report in August 2015, and the final HousingNOLA Plan scheduled for release in November 2015.

Preliminary Report Highlights
There is a demand for approximately 33,600 units (new construction and rehab) over the next 10 years in New Orleans.
  • If homeownership and rental levels remain constant over the next 10 years, there will be an even split between new homeownership units (16,921) and rental units (16,672) needed.
  • Highest homeowner/buyer demand will be families earning between $29,717 and $44,575 and over $44,575  for 2 bedroom and 3 bedroom units.
  • Highest renter demand will be families earning less than $11,143 and over $37,146, for 1 bedroom and 2 bedroom units.
  • "Fair market rent" in New Orleans for a 1 bedroom apartment is $767 monthly or $9,204 yearly.
  • Median income in New Orleans is $37,146; median rent is $765; average home value is $183,700.
  • African American households disproportionately pay more of their income towards housing costs.
  • More than 70% of all households pa y more than one third or more of their income towards housing costs.
  • Between 2005 and 2015, the number of Housing Choice Vouchers given out by HANO has more than doubled.

In August Gov. Bobby Jindal selected Dr. Peter Cooley of New Orleans as Louisiana's poet laureate for the 2015-2017 term.
On Tuesday, September 29, the Louisiana Humanities Center hosts Dr. Cooley's inaugural reading. The event begins with a reception and Dr. Cooley will read from his work.

Doors open at 6:30pm for a reception. Dr. Cooley will read from his work at 7pm. The event is free and open to the public. 
Cooley is Professor of English and Director of the Creative Writing program at Tulane University. He is the author of ten full-length collections, eight through Carnegie Mellon University Press, most recently in 2014, and three chapbooks. His individual poems have appeared in over seven hundred magazines, including The New Yorker, The Atlantic, Poetry, and in over one hundred anthologies.

Ingredients
*4 medium sweet potatoes, peeled and cut lengthwise into quarters, then cut crosswise into 1/8-inch slices
*5 tablespoons unsalted butter, plus 3 tablespoons melted
*1 tablespoon fine sea salt
*2 teaspoons freshly ground black pepper
*3 medium baking apples, such as Sierra Beauty or Granny Smith, peeled, cored, and cut into quarters
*6 cups loosely packed braising greens such as kale, chard, or collard greens, stems removed and torn into 2-inch strips
*1/4 cup loosely packed fresh parsley leaves, coarsely chopped
Preparation
 
Preheat oven to 400°F.
 
On foil-lined baking sheet, toss potato slices with 3 tablespoons melted butter, 1 teaspoon salt, and 1/2 teaspoon pepper. Bake until cooked through and slightly caramelized, about 20 minutes. Keep warm.
 
In heavy medium skillet over moderate heat, melt 3 tablespoons butter. Add apples and sauté until tender and golden brown, about 15 minutes. Keep warm.
 
In heavy large pot over moderate heat, combine remaining 2 tablespoons butter and 3 tablespoons water. Add greens and sauté, stirring occasionally, until wilted, about 5 minutes. Lower heat to moderately low and add sweet potatoes and apples. Continue cooking, stirring occasionally, until warmed through, 3 to 4 minutes. Stir in parsley, remaining 2 teaspoons salt, and 1 1/2 teaspoons pepper. Serve hot.

Year of Remembrance Series Special PresentationJessica Greenberg presents "The Power of Community: Harry Nowalsky and Postwar Berlin-A Family Historian's Journey"

Join us tomorrow for the Museum's latest installment of its Year of Remembrance Series when Jessica Greenberg will share the story of her grandfather, New Orleanian Harry Nowalsky.
As a young Jewish American GI, Nowalsky was instrumental in resurrecting the Jewish community of Berlin by helping reopen the first synagogue in postwar Berlin. Through her research, which includes her grandfather's photos, documents, and letters, Ms. Greenberg will tell of her discoveries of her grandfather's role and how he helped in the adoption of a German Jewish orphan who would receive "Visa #1" to enter the US after the war. Jessica's research and journey culminated in connecting with and meeting this Holocaust survivor 70 years later.
In appreciation of his work and assistance, the American Joint Distribution Committee held a banquet in Nowalsky's honor and the Jewish community of Berlin presented him with a large collection of Judaic objects, which had been hidden at the beginning of the war. These items will be on display at the Museum to be viewed the evening of September 30.
The special guest of honor that evening will be Visa #1 recipient, Ms. Ruth Jaffe from New York City.

Whole Foods Market's Louisiana stores will host a series of Sea to Table events in October, highlighting Gulf seafood through demonstrations by local chefs and tours of store seafood departments.
 
Sea to Table attendees will be able to sample chefs' recipes featuring Gulf seafood, and can enjoy wine pairings. Cost is $25 per person, with all ticket sales benefiting Audubon Nature Institute G.U.L.F. and Louisiana Sea Grant. During the department tours, partners Audubon G.U.L.F., Louisiana Sea Grant and LSU AgCenter will share information on sustainable practices, and Whole Foods Market team members will discuss the company's sustainability efforts and ratings system.
 
"Sea to Table is a great opportunity to learn more about how seafood is sourced while tasting delicious recipes you can emulate at home," said Kristina Bradford, Louisiana community and media relations coordinator for Whole Foods Market. "These chefs are ready to show some of the ways they love to cook Gulf seafood while supporting these great community partners."

NEW ORLEANS  - Historically speaking,  there may not have been a stronger musical partnership than the one that existed between Antoine "Fats" Domino and Dave Bartholomew. The iconic collaboration would sell over 65 million records and rack up over three dozen top 40 hits. Yet, despite the staggering numbers and the longevity of their careers, there was no venue in the duo's hometown that was dedicated solely to preserving the quintessential New Orleans sound. Actor, director and co-creator Lucky Johnson decided to change that with "Walking to New Orleans", a "Vegas Style" musical tribute to the New Orleans natives.

Dine with Mosquito Supper Club
 
Two charming hosts (and fantastic cooks) serve up authentic Cajun food, family-style.
Martin brings her family's food from Chauvin, LA, to the city in a family-style setting. Platters are set down on the table, and everyone digs in. It's a dining style New Orleanians relate to, whether they're from Irish, German, Italian, or Afro-Caribbean families. Cajun music fills the dining room (limited seating, reservations only) as guests enjoy a five-plus course meal.
 
A sample menu, this one for fall, is quintessentially Cajun: doughy "Lagniappe Rolls" with Steen's Butter (as if butter isn't decadent enough, this one is laced with cane syrup from Abbeville, LA); crispy eggplant fritters; gumbo with shrimp, crab, and okra; cucumber and tomato salad with Steen's vinaigrette; stuffed Lousiana crabs; and blackberry dumplings with "Pop Rouge" ice cream for dessert. (Local folk of a certain age may remember the old "Pop Rouge" strawberry/cream soda from Lafayette.)
 
This fall, Mosquito Supper Club commences on Thursday nights at 810 N. Rampart Street, a light-filled, second-story space in the French Quarter with a can't-beat-it view of Armstrong Park. The 14th annual United Way of St. Charles Battle for the Paddle is scheduled for
 October 1 at the West Bank Bridge Park in Luling. The Battle for the Paddle Jambalaya and Gumbo Cook-off is a fun, family event where teams
from across the region compete for the titles of "Best Jambalaya" and "Best Gumbo."
 
This event serves as the official kick-off for the United Way of St. Charles annual fundraising campaign and helps raise awareness about the organization's services to the community.
 
The Battle for the Paddle is open to the public from 3:00-7:30 p.m. The $5 entry fee includes all-you-can-eat gumbo and jambalaya. Attendees and participants can also enjoy live music provided by Proclamation Audio Productions, Impulse Entertainment and The Mixed Nuts, games and more.
 
Free parking will be available at three locations on Judge Edward Dufresne Drive, with free bus transportation to and from a designated bus stop near the entrance gates.
 
All new teams who would like to participate are welcome to enter. Early team registration is available through Thursday, September 24th for $150 per category. Beginning September 25, the registration fee is $175.
 
Prizes are awarded to the top three teams in both the Gumbo and Jambalaya competition including the grand prize - an engraved wooden paddle. Attendees can also vote for their favorite team to win the "People's Choice" award. All team members will receive participation prizes.
 
Last year the event raised over $45,000 with a record breaking 7,000 attendees and 123 teams.

These resulting pages reflect on our relationship to history, memory and creativity, and ask what the practice of novel writing-and reading-might teach us today.

NORDC MOVIES IN THE PARK FALL SEASON 
NEW ORLEANS, LA - The New Orleans Recreation Development Commission (NORDC)
The Movies in the Park series features family-friendly, free outdoor movie screenings at NORDC playgrounds for residents across the City.  NORDC partners with playground booster clubs and community organization to host and promote the events.
The movies will begin at sunset (7:15-7:45 p.m.), weather permitting.  Movie goers are encouraged to arrive early for fun fitness activities with instructors from NORDC's Fit NOLA Parks program.
The screenings are free and open to the public. Moviegoers are welcome to bring lawn chairs and blankets, as well as items for a picnic.

The Schedule
To kick off the weekend, a patron party will be held on Friday, October 2nd at the George and Joyce Wein Jazz and Heritage Center (1225 N. Rampart St.) from 6 p.m. to 8 p.m. Then from 11 a.m. - 8 p.m. on Saturday, attendees can expect a full day of live music, art and more. Sunday morning will hold a Gospel Mass at 10 a.m., followed by the Gospel Extravaganza from 12 p.m.- 4 p.m., featuring St. Anna's Gospel Choir, St. Augustine choir and the Zion Harmonizers.
The Festival will also host a kid's fest with painting, building projects' and entertainment, as well as free health screenings and tours of St. Augustine Church.

BATON ROUGE - World-renowned artist OneRepublic will perform at halftime of the LSU-Florida football game this year, LSU Director of Athletics and Vice Chancellor Joe Alleva announced today. In addition, in the coming days, a second world-renowned act will be announced to perform at another Southeastern Conference home game. The Super Bowl styled performances will be held in conjunction with the Golden Band from Tigerland.

New Orleans Film Festival 2015 Lineup Announced
"The sustained growth of the festival demonstrates that Louisiana is an established hub of the entertainment industry."
 
 
The New Orleans Film Society released the list of the feature films selected for competition in the 26th Annual New Orleans Film Festival this year.
 
The festival will take place from Oct. 14 - 22, and marks the first year the NOFF is an Oscar-qualifying festival in the category of documentary shorts. Seven of the 24 films in the competition will have their world premiere at the festival, which will screen more than 170 movies total.
 
"The sustained growth of the festival demonstrates that Louisiana is an established hub of the entertainment industry," says New Orleans Film Society Executive Director Jolene Pinder, "and the New Orleans Film Festival serves as a barometer for what's happening in the state."
 
Here is a list of the movies that were selected for competition out of 3,4000 submissions, including descriptions of the films provided by the New Orleans Film Society.

Battle of the Shores ~ Beer & Brats Off

We Heart Veterans' "Battle of the Shores" is going to be a festival unlike any other! Imagine spending the day among some of the most sought-after breweries and chefs in both the North and South Shore areas! Come enjoy some of the best homemade brats around while listening to incredible live tunes by The Rick Samson Band.
Competition consists of two Squads: 1 squad represents North Shore, and 1 squad represents South Shore. The Squad winning the most categories will be named overall winner.  All judging conducted by the public in attendance. Votes tallied and winner announced at end of event with presentation of VICTORY TROPHY!
Entrance Fee charged day of event will be a donation to We Heart Veterans.

FESTIVAL OF BALLOONS BRINGS EXCLUSIVE BALLOON ART TO NEW ORLEANS FAMILIES
 
(Wichita, KS) - The Festival of Balloons, which features the world's largest and most elaborate displays by international balloon artists, announced that its biannual event will be held in New Orleans at the Hilton Riverside on Sunday, April 10, 2016, from 11 a.m. to 3:30 p.m.
 
The Festival of Balloons is an opportunity for the public to view the balloon art that will be created during the 2016 World Balloon Convention. The Pioneer Balloon Company is the organizer and host of the Festival of Balloons and the World Balloon Convention where hundreds of balloon professionals from countries around the world will gather to showcase the art, entertainment and education relating to the balloon industry. 
 
Large balloon sculptures, balloon dresses and other inflated masterpieces will be available for festival attendees to view and photograph, and single inflated balloons will be available for purchase. In addition to the amazing balloon sculptures, the Festival of Balloons will also feature captivating balloon entertainers, interactive balloon demonstrations and people draped in balloon costumes.
 
Tickets to the Festival of Balloons are $10 for adults and children 12 and under are free. Tickets can be purchased at the door or online at festivalofballoons2016.eventbrite.com.
