ARPA Project Pulse Newsletter
 

Autumn has officially arrived! We are continuing to make progress towards completing projects as our spending deadline approaches.


This month we have updates about six projects that have completed, new project metric dashboards that have been released, updates about the Presumptive Eligibility program, resources for behavioral health providers, and upcoming stakeholder engagement opportunities.

3.02 Buy-In Analysis


HCPF now has educational materials available pertaining to both Working Adults with Disabilities (WaWD) and Children’s Buy-In. Materials for each program include brochures, infographics, posters, videos, a communication toolkit, and FAQs. 


All materials were developed after extensive research and focus group discussions with stakeholders to better understand identified areas of concern or lack of information about the Buy-In program.

3.03

Community Transitions Support

The project team successfully implemented Group In-Reach counseling, providing Group In-Reach to 100% of nursing facilities across the state, and created standardized materials and training for ongoing In-Reach services.


The In-Reach team also created materials and processes for ongoing diversion and rapid reintegration activities. The team continues to develop a new eligibility escalation process for cases needing immediate financial eligibility determination.

4.04

Tiered Residential Rates and Benefits

This project developed a higher reimbursement rate for Members with an assessed high medical or behavioral need requiring a residential placement within an Alternative Care Facility. The rate would allow facilities to provide enhanced care at a more equitable cost for service. 


Moving forward, if a future budget request is approved, the developed tiered rate will be available to Alternative Care Facilities across Colorado. Additionally, the State of Colorado and the Department of Health Care Policy and Financing plan to continue to look for future funding opportunities for children and adult residential settings.

6.14

Data Sharing with SUA 

HCPF worked with a vendor to determine future data-sharing capabilities with the Office of Aging and Adult Services (SUA) within the Colorado Department of Human Services (CDHS), as well as address gaps, opportunities, and barriers to data-sharing in Colorado and reporting on best practices used in other states.

8.07

eConsult to Improve Quality

Provider enrollment and revalidation now includes self-attested cultural competencies such as organization affiliations, language proficiency, American Sign Language proficiency, and telehealth availability.


In the future, this information will flow to the eConsult vendor to better inform the eConsult process.

8.08 CMS Quality Metrics

This project has created accessible, user-friendly, and interactive HCBS Quality Dashboards to share the NCI survey member experience responses and State of the Workforce provider responses. 


The dashboards will be made pubic on the HCPF website in the near future.

Upcoming Deadline - Public Comment Period on Amendments to Colorado's 1115 SUD Waiver Demonstration


HCPF is pleased to share that Colorado is requesting the Centers for Medicare and Medicaid Services (CMS) to extend the current 1115 “Expanding the Substance Use Disorder (SUD) Continuum of Care” Waiver. HCPF is proposing an extension to the current SUD demonstration, implementing all pending amendments, and including presumptive eligibility for long-term services and supports (LTSS PE).


Accordingly, HCPF is proposing to rename the demonstration, “Comprehensive Care for Colorado.”

The renewal is currently posted on HCPF’s 1115 Waiver website and open for public comment until October 10th, 2024, at 5pm MT.

ARPA Stakeholder Engagement Opportunities


Community First Choice (CFC) Council Meeting


The Community First Choice (CFC) Council is in place to collaborate with and advise the Colorado Department of Health Care Policy and Financing (the Department) on the design and implementation of a CFC option in Colorado. Primarily made up of individuals with disabilities, those 65 years or older, and their representatives, the council’s experience and expertise will help ensure that CFC is implemented in a way that best meets the needs of Coloradoans with disabilities.


The CFC Council meetings topic for October is CFC Rules and Regulations.

Long-Term Services and Supports (LTSS) Presumptive Eligibility (PE) Program Updates


During this session, we will provide additional information about the new LTSS PE program scheduled to be implemented in January 2026. We anticipate having updates to share in light of the 1115 public comment period which ends October 10, 2024. Attendees can ask program questions during the meeting, or ahead of time by emailing HCPF_LTSSPE@state.co.us

Criminal and Juvenile Justice Collaborative Meeting Series (Hybrid - Virtual and In-person)


The HCPF Criminal and Juvenile Justice Collaborative provides ongoing feedback to ensure robust stakeholder participation in the development of criminal justice projects including:

  • ARPA 8.10 - Criminal Justice Partnerships
  • Consolidated Appropriations Act (CAA) - Juvenile Justice
  • 1115 Re-entry Waiver


The Collaborative meets on the fourth Wednesday of the month at 1 to 2 p.m. MT. The specific location at 303 E. 17th Ave for the in-person meeting will be posted on the collaborative website prior to each meeting.
