EPA Notice of Intention to Reconsider Clean Water Act Section 401 Certification Rule

On June 2nd the United States Environmental Protection Agency (EPA) published its Notice of Intent to Reconsider and Revise the CWA Section 401 Certification Rule. The Section 401 Certification Rule under the Clean Water Act (CWA) was designed to give states and authorized tribes the authority to grant, deny, or waive certification of proposed federal licenses or permits that may discharge into waters of the United States if they determined that a project would have an adverse impact on their waters.

New Faces: Welcome Kaley, Tyler and Dalton

Kaley Muir joins Blackstone's Overland Park, Kansas, office as Environmental Chemist. She was born and raised in Shawnee, Kansas and graduated from the University of Kansas with a B.S. in Chemistry. Her experience includes work for the Kansas Geological Survey, which inspired her interest in environmental chemistry. She was also active in a computational chemistry research group that studied the effects of nonuniform curvature on surface thermodynamics of objects. In her free time, she enjoys playing with her dog and cat, working out, and playing games with friends and family.

Tyler Huff, EIT, joins Blackstone as a Project Engineer in our St. Louis, Missouri, location. He has a B.S. in Environmental Engineering from the University of Missouri Science and Technology. His experience includes work for Public Water Supply #2 in St. Charles, Missouri, where he assisted in the collection of ArcPad data for water utilities, inspected water main construction sites, and cataloged and organized as-built designs for digitization to increase information accessibility. Tyler was born and raised In St. Louis and spends his free time catching Blues and Cardinals games or hiking.

Dalton Archer joins Blackstone as an Environmental Scientist in the Overland Park office. He is from Buckner, Missouri and graduated from the University of Missouri-Columbia with a B.S. in Natural Resources Science and Management: Fisheries and Wildlife. He was active in Sigma Tau Gamma and the Boy Scouts of America, serving as a long-time camp staff member of H. Roe Bartle Scout Reservation and assistant scout troop master. His environmental experience includes renewable energy/environmental policy, research for Prairie Kingsnake and woodland amphibian movement studies, and evaluating private ponds to improve fish population for recreational fishing. His hobbies include fishing, golfing, and volunteering as a Boy Scout leader.

Congrats to Blackstone’s Mat Edwards, PG, who recently passed the Professional Geologist Exam and is now licensed in Kansas. Mat serves as an Environmental Geologist and Lead Field Geologist. He manages Blackstone’s Geospatial Analysis and Unmanned Aerial Vehicle services and is the technical lead for both. He also manages the Kansas Department of Health and Environment Storage Tank Monitoring projects, overseeing sampling activities, coordination with the analytical laboratory, and report preparation. Mat's experience includes a wide range of environmental projects including groundwater sampling and reporting; drilling oversight and well installations; lithologic logging and boring/cross-section interpretation; and hydrogeological site characterization.
