Remembering Former Mayor and City Manager Morris B. Vance


The City of Vista is deeply saddened to announce the passing of Morris B. Vance, a dedicated public servant whose contributions to the community have left an indelible legacy. Mayor Vance, who served as both Vista’s City Manager and Mayor, passed away November 21 after a life devoted to improving the city he loved and the lives of its residents.


Mayor Vance’s remarkable career spanned more than four decades, including 30 years of service to the Vista community. His leadership and vision have shaped Vista into the thriving city it is today.


A Legacy of Leadership

Mayor Vance began his public service career in 1965 as an administrative assistant for the County of Los Angeles. He subsequently took on the role of Assistant City Manager in Carson, followed by serving as City Manager for Lomita, before becoming City Manager in Vista in 1981, a position he maintained for 17 transformative years. As City Manager, he oversaw numerous projects that revitalized the city, including:


  • The formation of the Vista Redevelopment Agency.
  • Development of the Vista Business Park and Industrial Park, now home to more than 800 businesses.
  • Construction of key infrastructure, including the Vista Village overpass and widening of State Route 78.
  • Building community assets such as the Vista Library, Senior Nutrition Center, Wave Waterpark, and several fire stations.


After his tenure as City Manager, Vance continued to serve Vista as its Mayor, elected in 2002 and re-elected in 2006. As Mayor, he championed significant community initiatives, including the A.S.K. Vista program, which fostered dialogue between city officials and residents. His leadership led to the successful passage of Proposition L in 2006, providing funding for critical projects like fire stations, a sports park, and renovations to the Moonlight Amphitheatre.


A Visionary for the Future

Under his leadership, Vista became a charter city in 2007, securing local authority and cost savings on capital projects. He also prioritized community-oriented projects, including Operation H.O.P.E., a collaborative winter shelter for homeless families and women. His commitment to public safety saw a tripling of law enforcement officers during his time as City Manager, alongside the introduction of San Diego County's first Community Oriented Policing Program.


Beyond his official roles, Mayor Vance dedicated himself to the Boy Scouts of America, embodying the organization’s values and celebrating the achievements of local Eagle Scouts. His dedication to community and family is clearly reflected in his personal life, which he shared with his late wife, Janice, for 48 years until her passing in 2011. He is also the proud father of their two sons, David and Tommy, and a devoted grandfather and great-grandfather. He and his wife Laureen, since 2013, have carried on the Vance love for the Vista community.


A Lasting Legacy

“Morris Vance’s vision and commitment to Vista have left a profound and lasting impact on our community,” said City Manager John Conley. “He was a remarkable leader and a beloved member of our city who cared deeply about every resident. His legacy will continue to inspire future generations.”


Morris Vance was born in Fairview, Utah, on September 20, 1939.


During this loss, the City of Vista extends its deepest condolences to the Vance family. The family requests that, in lieu of flowers, donations be made to the Vista-based non-profit Operation Hope at https://operationhopeshelter.org.

Vista Village Traffic & Railroad Safety Workshop: Your Input Matters!


The City of Vista and the North County Transit District (NCTD) are inviting the community to share their input at a Traffic & Railroad Safety Workshop on December 2 aimed at improving mobility and safety around the Vista Transit Center.


The workshop will focus on proposed solutions to separate the railroad tracks from the roadway at Vista Village Drive and Main Street crossings. Options such as grade separation—through bridges or trenches—will be discussed, along with potential improvements to roadways, transit facilities, and nearby properties.


This is a chance for residents, visitors, commuters, and local stakeholders to provide valuable feedback and ideas. Your participation will help shape the future of mobility in Downtown Vista, creating a safer and more accessible community for everyone.

Thanksgiving Holiday Schedule


In observance of Thanksgiving, all City of Vista offices will be closed on Thursday, November 28, and Friday, November 29.


  • Fire Department Services: There will be no changes to services provided by the Vista Fire Department. Emergency services remain available 24/7.
  • McClellan Senior Center: The McClellan Senior Center will host a special Thanksgiving lunch on Wednesday, November 27. The center will be closed on Thursday, November 28, and Friday, November 29.
  • EDCO Trash & Recycling: EDCO customers with Thursday or Friday service will experience a one-day delay.
  • City Parks: City of Vista parks will remain open regular hours on November 28 and November 29 for your enjoyment.
