City to Hold Public Workshop on Wave Waterpark Improvements


At its February 11 meeting, the City Council reaffirmed its commitment to maintaining ownership of the Wave Waterpark. As part of this commitment, the Council approved the purchase of new chlorinators for the entire park and scheduled a public workshop to discuss a phased approach to improving Vista's popular attraction.

 

The workshop will take place on Thursday, June 5, 2025, at 5:30 pm in the Council Chambers at the Vista Civic Center, 200 Civic Center Drive. Residents will learn about the detailed cost analysis for making improvements to the Wave Waterpark. Community members are encouraged to attend in person, participate via Zoom, or watch live on YouTube. The City of Vista invites public input and encourages residents to submit comments in writing before the meeting if they cannot participate in person.

 

The agenda packet, including participation instructions, will be available on the City’s website at the "View Council Agenda" link on the homepage 72 hours before the meeting.

City Now Accepting Applications for Short-Term Rental Permits


On May 28, 2024, the Vista City Council approved a code amendment to permit and regulate short-term rentals. Effective July 1, 2024, the amendment creates a permitting process for short-term rental operations to ensure compatibility with and to safeguard the peace, safety, and general welfare of existing residential neighborhoods.


Short-term rentals (STR) are dwelling units that are approved for development under separate provisions of the Vista Development Code, and transient occupancy is currently subject to the payment of Transient Occupancy Taxes (TOT) under Chapter 3.24 of the Vista Municipal Code.


STRs within the city limits of Vista are required to hold a valid STR permit and remit Transient Occupancy Taxes (TOT) quarterly for nights that the property is occupied by guests for 30 consecutive calendar days or less.



Per our Vista STR ordinance, STR excludes any accessory dwelling unit (ADU). Per state law, rentals of ADUs must be for terms longer than 30 days.

Community Invited to Learn About Vegetation Management at Upcoming Fire Safety Meetings


Vista Fire Rescue and the Vista Fire Protection District will host two community meetings that are open to the public as follows:


  • Tuesday, April 8, from 12 pm to 2 pm at The Vistonian, 306 S. Santa Fe Avenue, Vista.
  • Wednesday, April 16, from 11 a.m. to 1 p.m. at The Havens Country Club, located at 29354 Vista Valley Drive. The event is open to both club members and the general public.


These meetings will focus on upcoming policies and ordinances related to vegetation management, a critical component of wildfire prevention and community safety. Residents will have the opportunity to hear directly from local fire officials and participate in an open discussion about fire safety and preparedness.


In addition, insurance company representatives will be on hand to answer questions about coverage, risk mitigation, and how new policies may affect homeowners. Light snacks will be provided.


“This is a chance for residents to hear firsthand about the steps we’re taking to keep Vista safe from wildfire threats,” said Vista Fire Chief Gerard Washington. “Our goal is to work hand-in-hand with the community to reduce risk, improve safety, and ensure everyone understands what these changes mean.”


Community members are asked to RSVP by April 4 for the meeting at The Vistonian, and by April 11 for the meeting at The Havens by emailing vfpd.manager@gmail.com.

Explore Vista’s Household Hazardous Waste Facility with Councilmember Jeff Fox


In an effort to educate and engage residents on proper hazardous waste disposal, the City of Vista is proud to share a new video tour of the Household Hazardous Waste Facility, led by Vista City Councilmember Jeff Fox. Click on the video above to watch on YouTube.


In the video, Councilmember Fox walks viewers through the facility, highlighting the importance of safe disposal of items such as batteries, paint, motor oil, pesticides, and electronic waste. He also explains how the facility helps protect our local environment and water supply by preventing hazardous materials from ending up in landfills or storm drains.


The Household Hazardous Waste Facility, located at 1145 East Taylor Street, is open to Vista residents by appointment. The video provides a behind-the-scenes look at how the facility operates and what residents can expect when dropping off waste.

Vista Irrigation District Seeks Applicants for Board Vacancy in Division 2


The Vista Irrigation District has announced a vacancy on its Board of Directors and is currently accepting applications to fill the Division 2 seat. This division includes the central and western portions of the District’s service area north of State Route 78 and Vista Village Drive, west of North Santa Fe Avenue, and south of West Bobier Drive.


Registered voters who reside within the boundaries of Division 2 are encouraged to apply. Interested individuals should contact the District’s Board Secretary at 760.597.3128 to request an application packet or to confirm eligibility. Applicants must reside in Division 2 to qualify for consideration.


The deadline to submit applications is Friday, April 11, 2025, at 3 pm. The Board of Directors will conduct interviews with qualified applicants on Monday, April 21, 2025, with the interview schedule to be announced.


The Vista Irrigation District plays a critical role in delivering reliable water service to the community. Serving on the Board provides an opportunity to directly contribute to decisions that impact local water resources, infrastructure, and long-term planning.

Clean Energy Alliance Seeks Public Feedback on its 2025-27 Strategic Plan


The Clean Energy Alliance (CEA), the community choice energy provider serving the City of Vista and other North County cities, is inviting residents to weigh in on its draft 2025–27 Strategic Plan. As CEA looks ahead to the next two fiscal years, the organization is seeking community feedback to help shape its goals, priorities, and initiatives.


Formed in 2019, CEA began by serving the cities of Carlsbad, Del Mar, and Solana Beach. Since then, it has successfully expanded to include Escondido, San Marcos, Oceanside, and Vista. With its membership now firmly in place, CEA is shifting its focus toward long-term planning and development.


The 2025–27 Strategic Plan outlines the agency’s core guiding principles, mission statement, goals, and objectives. These elements will inform a comprehensive work plan that sets the direction for CEA staff, guiding both operational priorities and budget development for the upcoming two years.


CEA is encouraging its customers to review the draft Strategic Plan and share their input by completing a community feedback form. The feedback received will play an important role in finalizing the Strategic Plan, which is scheduled for review and potential adoption by the CEA Board of Directors at its April 20 meeting.


Vista residents can access the draft plan and submit their feedback online. The deadline to complete the form is Friday, April 14, at 5 pm.
