Vista City Council to Consider Updates to the City's Vegetation Management Ordinance Aimed at Reducing Wildfire Risk


At its April 22 meeting, the Vista City Council will consider updating the City's ordinance related to Vista's vegetation management and defensible space requirements—an effort aimed at reducing wildfire risk and enhancing public safety. The ordinance is part of the City’s wildfire prevention strategy and reflects a continued focus on community resilience. Also on the agenda are several public hearings, including the proposed 2025–2029 Community Development Block Grant (CDBG) Consolidated Plan and the 2025–2026 Annual Action Plan, which outline how federal funds will be invested in local programs and services. Councilmembers will also consider a code amendment to allow A-frame signs in certain business districts and review a wayfinding signage concept to support local tasting rooms.


An update to the Citywide Facilities Master Program will be presented under discussion items, along with the Consent Calendar, which may be adopted in a single motion unless individual items are pulled for separate consideration.


The meeting is open to the public, and community members are encouraged to attend and participate either in person or online. The meeting will be broadcast live on the City’s YouTube channel and via Zoom. The Zoom platform also provides the opportunity for the public to offer comments on agenda items during the meeting.


In addition, the Council will recognize upcoming observances with proclamations declaring April 25 as Arbor Day and May 3 as Wildfire Community Preparedness Day in Vista. A presentation by the Vista Chamber of Commerce is also scheduled.

Temporary Power Outage at the Vista Civic Center this Friday for Solar Panel Project Work


The Vista Civic Center will be closed on Friday, April 25, as part of the City’s regular alternate Friday schedule. However, a planned power outage will also take place that day to allow crews to connect the new solar energy system to the Civic Center’s electrical infrastructure. As a result, Civic Center phone lines will be shut off and the VisTix and Recreation offices will be closed.


This work is part of the City of Vista’s ongoing solar project. Once completed, the new solar panels will generate clean energy to power the Civic Center and are expected to save the City approximately $20,000 each month in electricity costs.

Vista Expands Efforts to Address Homelessness with New Youth Transitional Housing Facility


The City of Vista is expanding its efforts to address homelessness with the launch of a new transitional housing program for young adults. The VisTAY House, located in District 3, will serve youth ages 18–24 who are experiencing homelessness, providing a safe living environment, individualized support services, and access to education and job training. The 12-bed facility, operated by nonprofit Urban Street Angels, is designed to help up to 17 participants build life skills and transition into stable housing through a structured nine-month program.


Funded in part by private donations and supported by a recent grant from Las Patronas, the program offers case management, trade school scholarships, workforce development, and transportation assistance. With the VisTAY House expected to open later this spring, the City continues its commitment to addressing homelessness through targeted, compassionate, and forward-thinking solutions.

Share Your Voice on Vista's New Park Plans


The City of Vista invites residents to help shape two future park sites by reviewing and sharing feedback on newly released conceptual master plans. Plans for the Breeze Hill Road (Courthouse) site and the Matagual Drive site are now available online at the link below. Share your thoughts using the “Your Ideas” section and select the specific park plan from the drop-down menu.


Residents are also encouraged to attend a community workshop on Thursday, April 24, in the Morris B. Vance Community Room at the Vista Civic Center, 200 Civic Center Drive, to review and discuss the designs:


  • 5:30–6:30 pm: Breeze Hill Road site (6-acre park next to the County Courthouse)
  • 6:30–7:30 pm: Matagual Drive site (2-acre corner park at Matagual and Hacienda Drives)


Your input plays an important role in shaping Vista’s future park spaces.

Free Tree Giveaway Program Applications Open on April 23


The City of Vista is happy to resume the Free Tree Giveaway program starting on Arbor Day, April 23. This program offers Vista residents and now active, licensed Vista businesses with free trees. These trees range from changing climate, regionally and utility friendly, street, fruit trees and pollinators to keep Vista beautiful. Last year, the City gave away over 300 trees to residents and is eager to expand this opportunity to businesses. Participants can have their tree delivered at no additional cost, redeem a tree using a voucher at Devil Mountain Nursery, or receive up to a $100 reimbursement for a tree or pollinator plant purchased from another nursery with an active Vista business license.

Help Keep Vista Beautiful at the Creek to Bay Cleanup this Saturday


Join the effort to protect Vista’s natural spaces during I Love A Clean San Diego’s annual Creek to Bay Cleanup on Saturday, April 26, from 9 am to 12 pm. This year’s local cleanup site is at the Buena Vista Creek Trail, located across the street from 1280 Hacienda Drive.


Since its founding in 2002, the Creek to Bay Cleanup has grown into one of the largest single-day environmental volunteer events in San Diego County. It’s a great opportunity to give back, connect with neighbors, and help preserve our local environment.


Volunteers of all ages are welcome. Bring your reusable gloves and water bottle, and get ready to make a difference.

Free Movies in the Park Return to Vista This Summer


Vista’s popular Movies in the Park series is back for summer 2025, offering free family-friendly films under the stars! Gather your blankets, lawn chairs, and favorite snacks, and join neighbors for an unforgettable evening of cinema and community.


This year’s lineup features three blockbuster hits: "Transformers One" on June 14 at the Buena Vista Park Ball Fields, "Despicable Me 4" on July 12 at Brengle Terrace Park, and "Moana 2" on August 9, also at Brengle Terrace Park. All movies begin at dusk and are free to attend—no tickets required.


Presented by the City of Vista in partnership with the County of San Diego, these movie nights are a fun and relaxing way to enjoy the warm summer evenings with family and friends.

City Offering E-Bike Safety Program with Training, Rebates, & Free Helmets


The City of Vista is offering its E-Bike Safety Training & Rebate Program to help residents ride safely while encouraging sustainable transportation. The program combines safety education with financial incentives, providing both virtual and in-person training sessions, plus rebates for eligible Vista residents who complete the program.


In partnership with the San Diego County Bicycle Coalition, training covers e-bike classifications, riding laws, and safety tips. Hands-on training is offered monthly at the Vista Civic Center on the following Saturdays: May 3, May 17, May 31 (Spanish), June 28, July 26, August 23, September 27, and October 25. Participants who attend in-person sessions will also receive a free helmet. Rebates on e-bike purchases are available to those who complete training, with additional incentives for qualifying low-income residents.

Help Shape the Future of Downtown Vista-Join Us on April 29 for the Next Downtown Vista Committee Meeting


The City of Vista invites residents and business owners to attend the next meeting of the Downtown Vista Committee on April 29 at 6 pm in the Morris B. Vance Community Room at the Vista Civic Center, 200 Civic Center Drive.


This newly formed advisory group is exploring ways to improve traffic circulation and enhance the downtown experience for everyone. The committee is evaluating ideas such as one-way streets, partial closures, and pedestrian-friendly improvements to support a more vibrant, accessible downtown.


At this meeting, attendees will have an opportunity to participate in a hands-on exercise to help shape the circulation scenarios being considered. The committee will also select up to three preferred alternatives for traffic modeling and analysis, and open the floor for comments and questions related to future downtown planning.
