City of Vista Welcomes New Sheriff's Captain, John Malan
The City of Vista is proud to announce the selection of Lieutenant John Malan of the San Diego County Sheriff’s Office as the new Sheriff’s Captain for the Vista Station. Lieutenant Malan, who has served the Sheriff’s Department since 2012, officially assumed his role as Captain in December after former Captain John Boyce was promoted within the San Diego County Sheriff’s Office.
Lieutenant Malan’s career with the Sheriff’s Office spans over a decade, during which he has held positions as Deputy Sheriff, Sergeant, and Lieutenant. Most recently, he served as the Ramona Substation Lieutenant from July 2023 to December 2024. Notably, Lieutenant Malan has a deep connection to the City of Vista, having served as the Vista Station Patrol Supervisor from 2018 to 2020.
City Manager John Conley expressed confidence in Malan’s leadership and praised his dedication to the community. “John Malan’s extensive experience and proven track record in law enforcement make him an outstanding choice for this role,” said Conley. “His time as Patrol Supervisor here in Vista from 2018 to 2020 demonstrated his deep understanding of our community’s needs and his ability to lead with professionalism and integrity. We are thrilled to welcome him back to Vista in this important leadership capacity.”
Throughout his distinguished career, Lieutenant Malan has served in several specialized roles within the Sheriff’s Office, including assignments in Internal Affairs, the Major Crimes Division, Child Abuse and Sexual Assault Investigation Supervisor, Area Investigations, and the Special Enforcement Detail (SWAT). His exceptional performance in these demanding roles has earned him numerous accolades, including a Certificate of Commendation, Letters of Commendation, Exemplary and Outstanding Performance, and Meritorious Unit Citations. These achievements, combined with his extensive experience, reflect his unwavering commitment to public service and dedication to the highest standards of law enforcement.

Understanding Stormwater and its Impact on Local Waterways
What is Stormwater?
Stormwater is precipitation that flows over impervious surfaces like streets, sidewalks, and parking lots. As it travels, stormwater often picks up pollutants, carrying them through the storm drain system and into local waterways, such as creeks and rivers. To combat this, the City of Vista has a dedicated Stormwater Division focused on preventing pollution and safeguarding water quality.
Stormwater Management in Vista
The City of Vista's Stormwater Division works to comply with federal Clean Water Act regulations while protecting the health, safety, and environment of its residents. Key activities include the following:
- Business Inspections: Ensuring compliance with pollution prevention requirements.
- Illegal Discharge Prevention: Detecting, responding to, and enforcing regulations on spills and discharges.
- Development Plan Reviews: Assessing projects for stormwater management and pollution prevention.
- Construction Site Oversight: Inspecting erosion and sediment controls.
- Public Education: Hosting events and campaigns to engage residents in pollution prevention efforts.
- Water Quality Monitoring: Sampling and analyzing stormwater discharges.
- Stormwater Treatment Inspections: Maintaining treatment devices to ensure optimal performance.

The City of Vista is reminding residents about the Household Hazardous Waste (HHW) Collection Facility, which provides a safe and efficient way to dispose of materials that cannot go into regular trash.

"Out & About" Transportation Schedule
The Center's Out & About program offers ADA-compliant transportation services for grocery shopping and medical appointments. To schedule, call 760.643.5284 at least three working days in advance.
Grocery Shopping Shuttles
- Available on Mondays and Wednesdays (see schedule below for dates and locations). Seniors are picked up from their homes starting at 9 am and have approximately one hour to shop before being returned home.
Medical Appointment Transportation
- Provided for eligible Vista residents on Tuesdays, Thursdays, and Fridays, between 9 am and 1:30 pm.

Free Financial Check-Up Appointments
Kickstart 2025 with a stronger financial foundation! Susan Sager, Senior Representative at Primerica, is offering complimentary 30-minute financial check-up appointments every Wednesday morning at the Senior Center. Participants will receive a free copy of the How Money Works or How Money Works for Kids workbook, covering topics such as debt management, savings, budgeting, and other essential financial strategies.

“Ask an Attorney” Appointments
Do you have legal questions that need expert advice? Local attorney Mark Caruana is available on the third Thursday of each month for free 15-minute consultations. Sessions are 30 minutes, and walk-ins will be accommodated as the schedule allows.

City Invites Artists to Soar with Kites Over Vista 2025
The City of Vista is calling on artists to elevate their craft with Kites Over Vista 2025, a public arts initiative celebrating creativity and innovation. Organized by the City’s Public Arts Commission, the program seeks to enrich downtown Vista with vibrant and thought-provoking kite-inspired sculptures. This year’s theme aims to continue Vista’s tradition of promoting public art and solidifying its reputation as a hub for dynamic artistic expression. Selected artists will receive a $3,500 stipend.
An Opportunity for Artists
Up to six kite sculptures will be selected through a competitive juried process. The chosen artists will loan their creations to the city for at least 12 months while retaining full ownership of their work. These sculptures will become key features of Vista’s downtown public spaces, offering residents and visitors alike a unique visual experience.
Criteria and Process
The selection process will prioritize artistic merit, public safety, appropriateness, and the use of durable materials. Proposals will undergo evaluation by the Public Arts Commission, with final approval granted by the City Council. Each artist may submit up to two designs. Submissions that include advertising or promotional elements will not be considered.
Timeline and Key Dates
Artists interested in participating should mark their calendars:
- Submission Deadline: Models must be delivered to the Recreation and Community Services Department (200 Civic Center Drive, 2nd Floor) by 5:00 p.m. on Monday, January 27, 2025.
- Selection Announcement: The Public Arts Commission will select winning proposals on February 4, 2025, with City Council approval scheduled for February 25, 2025.
- Installation Deadline: Completed sculptures must be ready for installation by May 1, 2025.

The competition is open to anyone capable of designing, fabricating, and delivering a sculpture that meets the program’s requirements. Whether a seasoned professional or an emerging talent, this is an opportunity to showcase work on a public stage.
