Employee Spotlight: Darlene Roucoulet & Erika Garcia

During Women in Aviation Week, we proudly recognized two women who play a vital role in supporting daily operations at Kissimmee Gateway Airport. Our Airport Administrative Specialist, Darlene Roucoulet, with more than 12 years of administrative excellence, and our Airport Financial Analyst, Erika Garcia, for nearly 14 years of exceptional dedication and impact.

Darlene manages several critical operational programs that keep things running smoothly. She meticulously tracks the Airport’s based aircraft, maintaining consistent communication with aviation tenants to ensure accuracy and compliance. She also oversees airfield access control credentials, safeguarding secure access to the airfield. Her expertise spans advanced administrative support, project coordination, vendor management, data analysis, and customer service, all while ensuring compliance with city, state, and federal regulations. Beyond her technical expertise, Darlene is known for her exceptional organizational skills, sound judgment, accuracy, and ability to thrive independently in fast-paced environments. Most importantly, she brings positivity and encouragement to the workplace and is often described as the office cheerleader. Her enthusiasm, professionalism, and unwavering support of her colleagues make her an invaluable member of our aviation family.

Erika provides oversight of project funding, department budgets, payroll, lease and contract processing, record-keeping, and compliance with local, state, and federal requirements. She plans and manages both capital improvement and operational budgets, oversees more than 400 billings annually, issues purchase orders, reconciles departmental purchase card transactions, and monitors project financials. Her responsibilities also include processing state and federal reimbursements, managing grants, handling billing for airport tenants, customers, vendors, and overseeing more than 80 contracts. In addition, she meets with prospective airport businesses and helps coordinate many day-to-day operational functions, serving as a key financial steward for the airport. Beyond her financial expertise, Erika adds warmth and personality to the administration building through her care of its foliage and greenery. Affectionately known as "Farmer Jill" for her green thumb, she quite literally helps our workplace thrive.

We are grateful for Darlene and Erika's continued dedication to Kissimmee Gateway Airport and celebrate the important role these women play in aviation every day.

Strategic Landing Fee and Technology Use

to Ensure Future Sustainability

ISM has taken proactive steps to secure its future by implementing a landing fee in 2025. This initiative ensures compliance with federal grant requirements and provides funding for critical infrastructure upgrades. With 70% of ISM’s pavement and lighting systems more than 20 years old, these improvements are essential for maintaining safety and operational efficiency.

In the article, our Director of Aviation, Shaun Germolus, shares insights into how these fees are allocated and why they matter. He also explores key trends, emerging technologies, safety considerations, and highlights from the first year’s results.
