The California Air Resources Board (CARB) sent an important email on June 3, 2026 advising SCCA and the industry that several dates related to its Portable Equipment Registration Program (PERP) are quickly approaching. The deadlines generally move towards phasing out Tier 2 and Tier 3 engines for equipment subject to the PERP.


CARB’s message indicates that the deadline to request emergency or low use for certain construction equipment is July 1, 2026. The message continues to state that certain Tier 2 and Tier 3 engines “that are not converted to emergency or low use, nor equipped with a level-3 Verified Diesel Emission Control Strategy (VDECS), will no longer be able to operate in California after December 31, 2026.”


SCCA strongly recommends that your fleet manager review the PERP rules to ensure compliance for your company’s equipment.
