August brings a new school year and several important updates for our community.

This month, we’re sharing information about proposed speed humps, possible new streetlights, upcoming paving projects, Flock cameras in neighboring communities, property taxes, school-zone safety, and services available through Eastern Area Community Ministries.

Earlier this year, City Council adopted an ordinance establishing a process for considering speed humps on city streets.

The City is updating the four proposed locations:

• 1502 Lynn Way
• 1806 Lynn Way
• 1307 Girard Drive
• 1410 Girard Drive

In the interest of public safety and improved nighttime visibility, the City is identifying areas of Graymoor-Devondale that may benefit from additional streetlights—and we would like to hear from residents.

Potential new streetlights would be funded in partnership with Louisville Metro. The proposed lights would use solar and battery-powered LED technology to minimize operating costs. They would also direct light downward to improve visibility while reducing unnecessary light pollution.

Resident suggestions will help the City evaluate where additional lighting could provide the greatest benefit.

Road and Paving Update

The City continues working to address roadway and pavement needs throughout Graymoor-Devondale.

Planned projects include:

• Milling and resurfacing Girard Drive between Greenlawn Road and Crossmoor Lane
• Repairing the pothole near Woolrich Road and Abbeywood Road
• Resurfacing the City Hall parking lot

Work will move forward as contractor scheduling permits and final project details are completed. We appreciate residents’ patience as the City coordinates the scope, scheduling, and completion of these improvements.

Following the recent PVA reassessment of property values, City Council approved the largest increase in Graymoor-Devondale’s property-tax early-payment discount in many years.

For the fiscal year that began July 1, the early-payment discount will increase from 14% to 18%.

This larger discount is intended to lessen the effect of higher property assessments. As a result, the percentage increase in City property taxes will be lower than the percentage increase in assessed home values for residents who qualify for the early-payment discount.

Please review your tax bill carefully for its payment deadline and instructions.

Residents have recently asked about Flock cameras, which are automated license plate readers used by some communities and law-enforcement agencies.

Graymoor-Devondale currently has no Flock cameras.

Nearby Bancroft reportedly operates cameras.

Kentucky enacted House Bill 58 in April 2026 to regulate automated license plate readers. The law restricts how these systems and their data may be used or shared, generally requires captured data to be deleted after 90 days with limited exceptions, and requires law-enforcement agencies using the technology to adopt and publish written policies.

With several schools nearby and students returning to class, this is a good time for a reminder about how crosswalks and crossing guards are managed.

Crosswalk locations, road markings, traffic signage, and crossing-guard staffing are generally handled by Louisville Metro Government and the Louisville Metro Police Department—not directly by an individual school or the City of Graymoor-Devondale.

Residents can help advocate for safer school crossings by:

• Reporting faded markings, speeding concerns, or possible locations for safety improvements through Metro311
• Requesting a speed or traffic study for a specific location
• Saving the Metro311 service-request number so the concern can be tracked
• Sharing the request and its reference number with the appropriate Metro Council office
• Continuing to report recurring or unresolved safety concerns

Drivers are also reminded to slow down near schools, watch carefully for children, obey posted speed limits, and follow the directions of crossing guards.

Safety around our schools is a community effort.

Eastern Area Community Ministries serves Graymoor-Devondale and other East Louisville neighborhoods. EACM provides emergency assistance with housing and utilities, access to a food and diaper pantry, English classes, financial education, and other services for neighbors facing difficult circumstances.

EACM also offers Nourishing Neighbors, a home-delivered meal program that can be especially helpful for seniors, people recovering from surgery or illness, and anyone who finds grocery shopping or preparing meals difficult.

The program is not income-based.

• Fresh meals are prepared every weekday by local chefs
• EACM volunteers deliver meals directly to participants’ homes
• Meals cost $13 each
• No minimum order or long-term commitment is required
