Five Quick Things To Know & Do This Week:
1.) Renewals Incoming - Membership renewal invoices for 2026 will be emailed to all member companies Wednesday or Thursday this week. This invoice will be sent to your company's listed billing contact. A friendly reminder, too, to make sure mailed payments are sent to the correct address. MBEX is now located at 3800 American Blvd W, STE 780, Bloomington, Minn., 55431.
2.) Survey Time - The Federal Reserve Bank of Minneapolis would like your input on current conditions in the construction sector. Your input is critical to their understanding of the sector and economy in the region. Please take a few minutes to complete this short Fall 2025 survey.
3.) Read the Report - Did you know jobsite incidents surge an hour into the workday, spiking around 9:00am, just after crews begin full activity? Discover more findings like this, along with data-driven insights and what contractors can do about it, in HammerTech's report that analyzed more than 75,000 jobsite incidents.
4.) Prevailing-Wage Rates - The Department of Labor and Industry commissioner has certified prevailing-wage rates for highway and heavy construction projects in all 10 Minnesota regions, effective November 3, 2025. View the wage-rate determinations here.
5.) Chuckle (But Then Go Check On Your Crew) - Work smarter, not...whatever this is 😏

| | ECONOMIC SNAPSHOT: Market Shifts & Sector Surges | | |
The construction industry has been anything but predictable this year, and as we move into fall, the ups and downs continue.
After a summer filled with record-breaking spending, nonresidential activity has cooled, hiring has slowed, and residential work is still lagging. But it’s not all bad news. Data centers, manufacturing, and civil projects continue to show strength, and for Minnesota constructors, those sectors represent some of the biggest opportunities heading into 2026.
Whether you’re a general contractor, subcontractor, or supplier, understanding where the market is shifting --- and how those shifts could affect demand locally --- can make all the difference in planning your next move.
Construction Spending Slows to Close Out Q3
After a red-hot summer, construction spending took a breather in September.
Nonresidential starts fell to $45.7-billion (the third consecutive monthly dip since June's record $85.9-billion). The slowdown touched nearly every category, from infrastructure to housing.
Civil construction growth has lost a bit of steam, and nonresidential building growth slowed to 14% year-to-date (down from 19%). Data centers, however, remain a bright spot, helping offset the drop in other areas with $11-billion in new starts.
On the residential side, multi-family projects have slowed even more noticeably, and institutional spending --- like schools and hospitals --- has also slipped, down roughly 32% quarter over quarter.
Best Performing Large Dollar Categories YTD
- Manufacturing: + 82%
- Offices including Data Centers: + 38%
- Airports: + 30%
- Sports Stadiums / Convention Centers: + 18%
- All Other Civil: + 17%
Underperforming Large Dollar Categories YTD
- Power Infrastructure: - 57%
- Prisons: - 45%
- Hotel / Motel: - 21%
- Miscellaneous Medical: - 18%
- Warehouses: - 17%
Managing the Jobs Picture While Flying Blind
The current jobs picture isn't great, having deteriorated significantly over the course of the year.
Unfortunately, due to the current government shutdown, the Bureau of Labor Statistics has been unable to collect and publish September's jobs report for the first time since 2018.
However, other private sector data sources suggest a consistent picture from that of previous months, in which a slowing in the labor market is in step with weak hiring.
Is the Economy "Thinning Out"?
At this year's National Association of Business Economists (NABE) conference, the discussion largely centered on America's economic dependence on AI and data centers, a reflection of where much of the growth has been concentrated.
Industrial construction remains a standout performer, up over 50% through September thanks to semiconductor megaprojects. Commercial construction, which includes data centers, has grown 5.2%, balancing strong tech-related builds with softer activity in offices, hotels, and entertainment spaces.
Those who attended NABE left feeling underwhelmed and nervous about the current and future state of the economy. However, it's important to note this does not mean all areas of the economy are necessarily slowing.
The takeaway for construction? The opportunities are still there; they're just more concentrated. For construction professionals, success this cycle will depend on strategy, aligning with the industries still expanding, and positioning your company where the dollars are flowing.
Data Centers Dominate, But Energy May Be the Next Bottleneck
If there’s one sector making headlines, it's data centers (no surprise there). Spending through July reached nearly $27-billion, already matching all of 2024's total. By year-end, it could top $46-billion nationwide.
The Twin Cities metro has seen its share of these projects take shape, creating ripple effects across design, engineering, and specialty trades.
However, this surge brings a challenge: energy demand. Without substantial upgrades to power grids, data center growth could hit a wall. For Minnesota, that means keeping an eye on utility infrastructure and staying plugged into upcoming energy and transmission projects tied to tech expansion.
A Patchwork of Regional Results
Nationwide, regional performance remains uneven.
The West Coast is seeing minimal growth, while the Mountain states are booming (thanks largely to megaprojects). The Midwest --- including Minnesota --- is feeling more pressure, with flat to declining spending in some areas. Civil construction, usually a reliable stabilizer, has weakened in the nation's center, though pockets like New England and the West Coast continue to climb.
Below are the YTD Nonresidential Starts for the five states covered by MBEX:

What This Means for Minnesota Constructors
For Minnesota builders, the message is clear: the market is shifting, not shrinking.
Growth is clustering in sectors like data centers, manufacturing, and infrastructure, all of which are seeing investment in and around our region. But the competition for labor, materials, and qualified bids is tightening, meaning it’s more important than ever to stay proactive.
Now’s the time to:
- Lean into relationships. Use MBEX’s network to uncover new project opportunities and strengthen partnerships.
- Stay informed. Follow construction trend data and economic updates to anticipate shifts before they impact your bottom line.
- Diversify strategically. Explore emerging markets like tech infrastructure and renewable energy construction.
Even in a cooling national market, Minnesota’s commercial construction community remains strong, and by staying connected and informed, MBEX members can keep building momentum no matter which way the economic wind blows.

ECONOMIC OUTLOOK
💥 October Data Signals Boom, Bust Construction Markets
The lack of government data has left builders without the usual reads on construction spending, producer prices, and overall job numbers. With these reports on pause due to the government shutdown, construction firms face a data vacuum on materials costs and pace of construction investments, along with a limited grasp of overall labor availability. But contractors, despite the absence of these reports, still feel activity is on the mend. (Construction Dive)
BUSINESS MATTERS
📝 Minnesota's New Paid Leave Law is Fast-Approaching. Are You Ready?
November is upon us, and as many turn their attention to the upcoming holidays, Minnesota employers have another date top-of-mind. Effective January 1, 2026, Minnesota's new Paid Leave Law takes effect. Qualifying Minnesota employees will be entitled to 12-weeks of paid medical leave and 12-weeks of family leave, not to exceed 20-weeks in a single 12-month period. Importantly, employers will be required to post notices and distribute individual notifications about the new changes by December 1, 2025. (The Work Week with Bassford Remele)
DBE CERTIFICATION
🧐 Contractors Face Most Significant DBE Shake-Up in 40 Years
The long-standing DBE certification framework that has been in place for over 40 years is undergoing the most significant overhaul in decades. In October, the USDOT issued an Interim Final Rule that revised regulations for DBE and Airport Concession DBE programs. Under the new interim rule, every applicant, regardless of race or gender, must individually prove social and economic disadvantages. That will involve submitting a detailed narrative with supporting documentation describing the personal barriers and unequal access to contracting opportunities that the company faces. (Government Market News)
LABOR & WORKFORCE
👷 Rethinking Construction's Most Overlooked Role: The Superintendent
Often regarded as a 'boots-on-the-ground' authority figure --- working in the elements, juggling logistics, coordinating crews --- the superintendent is essential yet overlooked. While tech-forward positions like virtual design coordinators or drone operators capture the imagination of a new generation of construction professionals, the superintendent role remains stuck in the past, viewed as old-school, manual, and thankless. If the construction industry wants to solve its labor shortage and attract fresh new talent, one of the tasks it faces is to rethink how it presents the superintendent's job. (Construction Briefing)

| | Red Wing to Demolish Vacant Central Research Building | | |
Read more on Finance & Commerce
The city of Red Wing is advancing plans to demolish its long-vacant former Central Research building, a move that's expected to jump-start redevelopment efforts on a key city-owned property.
Among other actions, the Red Wing City Council accepted an offer from the Minnesota Department of Employment and Economic Development to provide a low-interest, $232,000 loan for the demolition project.
The council's action moves the city a step closer to taking down the 45,000-square-foot building, which was built in 1964.
Sitting on part of a 24-acre site at the southwest corner of Highways 19 and 61, the building is seen as an impediment to the redevelopment of a site that city officials describe as a "gateway" location.
For its part, the building up for demolition has a leaky roof and a "significantly damaged interior." Potential developers have found the main building and a smaller outbuilding to be "functionally obsolete," the staff report notes.
The city plans to begin demolition as soon as January. Meanwhile, the city has completed a phase one archaeological survey and other work to groom the site for redevelopment.
No specific redevelopment proposals are under consideration, but the city is "looking for some kind of industrial / manufacturing use for the property based on what the comp plan says."
