Safe Streets and Roads for All (SS4A) – U.S. Department of Transportation
Deadline: May 26, 2026
The U.S. Department of Transportation has released the FY2026 Notice of Funding Opportunity for the Safe Streets and Roads for All (SS4A) program, which provides nearly $1 billion in funding to help communities reduce roadway deaths and serious injuries. The program offers Planning and Demonstration Grants, which support the development or enhancement of Safety Action Plans and demonstration activities, and Implementation Grants, which fund projects aligned with an existing safety plan to improve roadway safety.
Eligible applicants include local governments, regional organizations, metropolitan planning organizations, and Tribal governments. Applications must be submitted through the Valid Eval online portal and typically require a project narrative, safety data justification, and project budget.

FEMA Building Resilient Infrastructure and Communities (BRIC) Program
Sub Applicant Deadline: July 1, 2026
FEMA has announced $1 billion in funding through the Building Resilient Infrastructure and Communities (BRIC) program to support projects that reduce disaster risk and strengthen infrastructure resilience. Funding is available for large-scale mitigation projects that protect communities from hazards such as flooding, wildfires, earthquakes, and hurricanes.
The Connecticut Department of Emergency Management and Homeland Security (DEMHS) is the eligible applicant for the State of Connecticut. Eligible sub applicants include local governments and special districts. Applications require detailed project proposals, including hazard mitigation benefits, engineering information, and cost-benefit analysis. Application tools are available
Sub applicants must apply through the FEMA GO portal by July 1, 2026, which will give DEMHS time to review and submit a final application to FEMA by the July 23, 2026, application deadline.

EPA Wildfire Smoke Preparedness in Community Buildings Grant
Deadline: April 15, 2026
The EPA Office of Radiation and Indoor Air is offering $13.6M in funding to improve community preparedness for wildfire smoke exposure in public buildings. This grant supports projects that enhance air quality protection and public health during wildfire events. Eligible applicants include state and local governments, Tribal governments, nonprofit organizations, and other public entities.
Funding may support activities such as upgrading air filtration or ventilation systems, creating clean-air community spaces, conducting smoke preparedness planning, and improving public health communication strategies. Applications require a project narrative, budget, and implementation plan describing expected health benefits.

Connecticut DEEP Energy Resilience Construction Grants
Deadline: May 8, 2026
The Connecticut Department of Energy and Environmental Protection (CT DEEP) has issued the Energy Resilience Construction Request for Proposals (RFP# DEEP-2026-002-SW) under the DEEP Climate Resilience Fund. This program makes $44M funds available for projects that improve the resilience of energy infrastructure and the electric grid, particularly during extreme weather events or other disruptions. Eligible applicants include municipalities and other public entities working to strengthen energy system reliability.
Funding can support projects such as backup energy systems, microgrids, and infrastructure improvements that prevent or mitigate power disruptions caused by storms, wildfires, or natural disasters. Applications must include a project proposal outlining scope, resilience benefits, costs, and implementation timeline.

EPA Wetland Program Development Grants (WPDG)
Application Deadline: April 24, 2026
The EPA Wetland Program Development Grants (WPDG) program supports the development and enhancement of state, tribal, and local wetland programs. These grants help governments build capacity to protect, restore, and manage wetlands, including activities such as mapping, monitoring, regulatory program development, and climate resilience planning. Wetlands provide critical ecosystem services, including flood mitigation, water filtration, and habitat protection.
Approximately $2.87 million in total funding is available through the program, with individual awards up to $350,000. Eligible applicants include state, tribal, and local government agencies, as well as interstate or intertribal entities working to develop or strengthen wetland protection programs.

EPA Water Infrastructure Finance and Innovation Act (WIFIA) Funding
Application Deadline: Rolling
The EPA’s Water Infrastructure Finance and Innovation Act (WIFIA) Program provides low-cost federal credit assistance for large-scale water infrastructure projects. The program supports drinking water, wastewater, stormwater, water recycling, and other water infrastructure projects that improve public health and environmental protection.
The EPA has announced $7 billion in newly available funding, including $6.5 billion through WIFIA and $550 million through the State WIFIA (SWIFIA) program for state infrastructure financing authorities.
Eligible applicants include municipalities, public utilities, state infrastructure financing authorities, private entities, and public-private partnerships undertaking eligible water infrastructure projects.

CT DOT Transportation Rural Improvements Program (TRIP)
Application Deadline: April 27,2026
The Transportation Rural Improvements Program (TRIP) provides between $300,000 and $2M in state transportation funding for a variety of transportation infrastructure projects in rural communities across the state.
TRIP funding can support projects such as roadway safety improvements, intersection upgrades, culvert rehabilitation, bicycle and pedestrian infrastructure, and other transportation enhancements serve rural areas. TRIP funds can only be used for costs related to activities related to project construction.
Eligible applicants in the Capitol Region include the towns of Andover, East Granby, Somers, Stafford, Tolland, and Willington.

U.S. DOT FY2026 All Stations Accessibility Program (ASAP)
Application Deadline: May 1,2026
The Federal Transit Administration (FTA) is making $680M available through the All Stations Accessibility Program (ASAP). States and local governments are eligible to receive funding for planning and capital improvement projects that will upgrade legacy rail stations to improve accessibility for people with disabilities. Prior grant awards have ranged from $1.3M - $156M.

The Funders Network & Urban Sustainability Directors Network — Partners for Places Matching Grants
Application Deadline: April 13, 2026
Partners for Places is a matching grant program led by The Funders Network in partnership with the Urban Sustainability Directors Network (USDN). The program supports equitable sustainability projects that advance climate action, environmental justice, and community-driven solutions, while fostering strong local partnerships between municipalities, community organizations, and place-based funders.
$10 million is available nationwide, issued in grants ranging from $25,000 to $150,000. to support collaboration and leverage local philanthropic investment place-based sustainability initiatives. Grant recipients must provide a 1:1 match. Examples of past awards include $65,000 in Green Infrastructure developments in Hartford, and $40,000 in the Mill River Trail Corridor in New Haven. CT DEEP Energy Resilience Construction RFP
Application Deadline: May 8, 2026
The Connecticut Department of Energy and Environmental Protection (DEEP) has issued the Final Energy Resilience Construction Request for Proposals (under its expanded Climate Resilience Fund (DCRF)). This funding opportunity will provide up to $24.295M to support energy resilience projects that strengthen community infrastructure, enhance reliability during extreme weather events, and deliver direct community benefits.
Eligible projects must incorporate a holistic approach to meet community energy needs and may include microgrids, backup power systems, distributed energy resources, and other resilience-focused infrastructure. Priority is given to projects serving vulnerable populations and critical community facilities. Eligible applicants include municipalities, nonprofit organizations, public agencies, utilities, and other qualified entities as defined in the RFP.

U.S. DOT Build America Bureau
The U.S. Department of Transportation Build America Bureau provides technical assistance and financing products for federal transportation projects. Through technical assistance and flexible, low-cost financing, you can complete projects faster and at lower cost.
Eligible large transportation projects can benefit from flexible loan programs like Transportation Infrastructure Finance and Innovation Act Transportation Infrastructure Finance and Innovation Act (TIFIA) and Railroad Rehabilitation & Improvement Financing (RRIF). Funding for Transit-oriented Development (TOD) projects is now also available for eligible areas.
While the TOD Eligibility Map for TIFIA and RRIF identifies the following CRCOG municipalities as eligible: Berlin, Rocky Hill, Glastonbury, Hartford, Windsor, Windsor Locks, and Enfield, it is important to note that: The map does not identify all potentially eligible TOD areas in our region. Just because your municipality is not listed above or highlighted on the map does not mean you cannot pursue this loan program.

Environment and Energy-Related Funding Opportunities

Closing America’s Wastewater Access Gap | US EPA
Application Deadline: Rolling
The U.S. Environmental Protection Agency’s Closing America’s Wastewater Access Gap Initiative provides no-cost technical assistance to small, rural, and historically underserved communities with failing septic systems, cesspools, or little to no existing wastewater infrastructure. Through this initiative, EPA and its partners help communities assess their wastewater and septic needs, identify feasible technical and financial solutions, and prepare competitive applications for funding—particularly through the Clean Water State Revolving Fund (CWSRF) made available under the Infrastructure Investment and Jobs Act. Rather than offering direct grant dollars to municipalities, the program supplies expert technical assistance, which can include needs assessments, evaluation of alternatives (such as onsite, cluster, or centralized systems), preliminary engineering support, rate and feasibility studies, and help with local ordinances and long-term operations and maintenance planning. EPA is expanding the initiative to support 150 communities nationwide, with participation accepted on a rolling basis, so there is currently no fixed application deadline.
Communities may be strong candidates for this assistance if they are experiencing widespread septic failures or wastewater backups, lack adequate sewer service, or are still working to rebuild wastewater and septic infrastructure after storms or other disasters. Eligible requesters include local governments, utilities, Tribes, states, territories, and in some cases homeowner groups or community-based organizations working in areas with significant wastewater challenges.

USDA's Rural Development Emergency Community Water Assistance Grant Program is accepting applications to help eligible communities prepare, or recover from, an emergency that threatens the availability of safe, reliable drinking water. Rural areas and towns with populations of 10,000 or less are eligible to apply (verify your project's address).

CT DEEP ConneCTed Communities Program
Application Deadline: Rolling
The ConneCTed Communities Grant Program has an estimated $6.7M available for the construction and deployment of broadband upgrades in Multi-Dwelling Units (MDUs) in communities that need it most.
DEEP is seeking applications for grant funding to facilitate low-income and multi-family curb-to-home and business broadband infrastructure buildout in underserved areas. The U.S. Economic Development Administration has nearly $1.5B available to support economic recovery activities in major disaster declaration areas because of hurricanes, wildfires, severe storms and flooding, tornadoes, and other natural disasters that occurred in 2023 and 2024.

Urban Act Grant Program

Connecticut municipalities that are designated as economically distressed, public investment communities, or urban centers are eligible to apply for the Urban Act Grant Program. This program seeks to promote community conservation and development and improve the quality of life for urban residents. A wide range of projects are eligible, including economic and community development; transportation; housing; recreation development; solid waste disposal; public safety; and social services-related projects. Connecticut Children's Healthy Homes Program
Applications accepted on a rolling-basis.
The Connecticut Children's Healthy Homes Program, developed with support from the U.S. Department of Housing and Urban Development (HUD) and the Connecticut Department of Housing (CT DOH), offers grants to improve the well-being of children.
Funds can be used to address the toxins and hazards often found in older or poorly maintained homes. Homeowners and tenants of all income levels are eligible. Although funding may no longer be available at this time, more may become available in the future. Interested applicants are encouraged to contact the CT DOH to learn when more funding is available. BASICS Act Webinar
On February 9, a new bipartisan House bill was introduced in U.S. Congress. The Bridges and Safety Infrastructure for Community Success Act - BASICS Act (H.R. 7437) is co-sponsored by Representatives McDonald Rivet (D-MI-08) and Bresnahan (R-PA-08), both members of the House Committee on Transportation and Infrastructure. If passed, this bill will help local governments access more federal resources to repair and rebuild roads and bridges.

New marker bills and other legislation is anticipated to be released over the coming weeks, as Congress is charged with replacing the Infrastructure Investment and Jobs Act (IIJA), which is set to expire September 30, 2026. CRCOG will share more information about the surface transportation act reauthorization process as we learn more.

CT DEEP Housing Environmental Improvement Revolving Loan and Grant Fund
Anticipated Launch: Late 2026
Governor Ned Lamont and the State Bond Commission have approved $18M in bond funding to establish the Housing Environmental Improvement Revolving Loan and Grant Fund, a new statewide program created to support energy efficiency and environmental upgrades in existing homes. The program will be administered by the Connecticut Department of Energy and Environmental Protection (DEEP).
Loans and grants will be available to help homeowners reduce energy costs, improve building performance, and enhance housing sustainability. Expected eligible upgrades include insulation, heating and cooling systems, building envelope improvements, and related efficiency measures. DEEP is currently developing program guidelines and plans to recruit implementing entities in early to mid-2026, with the goal of launching the program by the end of 2026.

Federal Competitive Grants Awarded in the CRCOG Region

Connecticut’s Long-Range Transportation Plan
Deadline: May 22, 2026
The Connecticut Department of Transportation (CT DOT) is developing goals and plans to include in our five-year statewide multimodal long-range transportation plan and requests your input. Nicknamed Connecticut 2055, the statewide Long-Range Transportation Plan seeks to assess future needs, track performance, and guide investments through the year 2055. The plan will also include recommended strategic actions for the next five years to help improve the transportation system.

The U.S. Department of Transportation (U.S. DOT) is seeking public input about the Rural Opportunities to Use Transportation for Economic Success (ROUTES) Program. Your feedback will be used to inform rural transportation policy and the development of future ROUTES activities. U.S. DOT requests responses to specific questions raised here, and would like comments to "illustrate rural communities' needs and experiences with transportation infrastructure, including the condition of that infrastructure, its effect on safety and road user behavior, and how its use affects the community."

CT DEEP's Broadband Infrastructure Improvements for Multi-Dwelling Units
Connecticut Department of Energy and Environmental Protection's (CTDEEP’s) Bureau of Energy and Technology Policy (BETP) is seeking input from representatives of distressed municipalities and multi-dwelling units (MDUs) to promote equitable broadband infrastructure and service across Connecticut for the ConneCTed Communities Grant Program. Complete the Multi-Dwelling Unit Survey to identify MDUs within distressed municipalities that could benefit from broadband infrastructure improvements. More information about this grant program is provided below.

Governor Lamont's Funding Survey
Governor Lamont has released an online reporting tool for municipalities, nonprofits, and businesses to report impacts of federal funding cuts. The state aims to compile a central database to provide lawmakers with a better understanding of how federal directives are affecting various groups, geographical regions and sectors of the economy.

CT DECD Community Investment Fund 2030
Anticipated Deadline: June 5, 2026
The Connecticut Department of Economic and Community Development (CT DECD) is preparing to announce another round of the Community Investment Fund 2030 (CIF) program. More information is expected to be announced soon, with an application period of April 27 – June 5, 2026.
CIF supports economic development in historically under-served communities statewide.
