The Chalkboard Chronicles

Updates From Your Fourth District School Board Representative

August 2026 Edition

Staffing

The most important factor under our control in determining student success is the quality of the teacher in the classroom. I am proud to report that RPS began the school year with a 1% teacher vacancy rate, down from 6.3% at the same time last year! In addition, the expected rate of classroom teacher positions filled by fully licensed, license eligible, or provisionally licensed teachers on Day 1 of this school year is 95%! Below is a breakdown for 4th District schools.

Welcoming New Falcons!

On September 19, Huguenot High School staff welcomed new students and families to its annual New Student Orientation. Fully accredited in 2025-2026, HHS' theme for the year is Stepping into Distinction! Distinction is the highest level on the state accountability scale, and HHS is within a few points of achieving it. We are proud of their accomplishments so far and know they will continue to rise!

We welcomed our students back into the buildings this past week. Below are some pictures from Back-to-School events at J. B. Fisher, Southampton, and Westover Hills Elementary Schools. Faculty and staff were eager to welcome students and families back into the buildings!

Welcome 6th Graders!

On August 24, faculty and staff at Lucille M. Brown Middle School welcomed back 6th graders for their first day of school.

Both this year and last, RPS began the school year with a staggered start divisionwide, allowing 6th- and 9th-graders to settle in before the older students returned.

Board Updates

I. Facilities Modernization Update and Community Meetings

The latest building to be completed in RPS' existing facilities plan is the new Richmond High School for the Arts (formerly George Wythe High School). The School Board and other city officials toured the building (pictured above) on Thursday, August 20, when students and families also picked up schedules and met their teachers. The building is phenomenal! The originally scheduled ribbon-cutting ceremony, which was set to take place largely outdoors, was postponed due to a severe weather threat that day. That event will be rescheduled.

Two more buildings remain in the existing plan: (1) the new Career and Technical Education Center and (2) a new Woodville Elementary School. These two buildings are not yet fully funded.

Looking ahead to the next twenty years, RPS aims to create a new vision for school modernization. To do that, there will be community meetings in each of our nine school districts (see the table below). For more context, please see this presentation.

Community members are welcome to attend any of the scheduled meetings. I look forward to seeing you on September 17 at Huguenot High School for the 4th District meeting. Due to this additional meeting, there will be no PTAC meeting in September.

II. Policy Updates

A. The School Board approved the following policies at our August 11 Business Meeting:

i. 1-6.8 Electronic Participation in Committee Meetings from Remote Locations - Virginia School Boards Association (VSBA)-recommended wording changes for clarity.

ii. 3-5.1 Comprehensive Cybersecurity Program (New Policy) - Establishes a comprehensive cybersecurity program requiring alignment with national standards, a cybersecurity steering committee, training for staff, and regular evaluation and reporting.

iii. 3-5.2 Digital Accessibility (New Policy) - Establishes RPS' requirements and technical standards to ensure digital accessibility for division-provided technology, as required by state and federal law.

iv. 5-1.6 Ceremonies and Observances - VSBA-recommended wording changes for clarity.

v. 5-1.8 Teaching About Controversial Issues - Revisions conforming local policy to model VSBA policy.

vi. 5-3.2 Alternative School Programs - Clarifies that tuition shall not be charged for such programs.

vii. 7-3.2 Staff: Weapons in Schools - VSBA-recommended wording changes for clarity and addition of legal requirement for RPS' reporting of incidents.

viii. 7-3.3 Staff Participation in Political Activities and Professional Organizations - Revisions conforming local policy to model VSBA policy.

ix. 7-4.7 Administrative Leeway in Absence of Policy - VSBA-recommended wording changes for clarity.

x. 7-5.3 Professional Staff - Employment Status - VSBA-recommended wording changes for clarity.

B. The School Board received the following policy proposals for first read at our August 10

Work Session and will vote on them at our September 9 Business Meeting:

i. 1-2.2 Qualifications of School Board Members - VSBA-recommended wording changes for clarity and incorporation of Policy 1-2.3 Oath. 1-2.3 Oath To be rescinded upon adoption of revisions to Policy 1-2.2.

ii. 6-2.9 Naming School Facilities and Dedicating Areas of School Facilities or Grounds - Amends school renaming policy to expressly allow the school board to rename school facilities and grounds in honor of philanthropic donors. Key policy changes include:

- Renamings earlier than 30 years require a ⅔ vote of the school board.

- Philanthropic naming requires a gift agreement that includes provisions covering: Sunset/Expiration, Morals Clause, Valuation, Signage Allowances, and Use of Revenue

iii. 7-3.5 Non-School Employment - VSBA-model policy alignment, with clarification that certain types of leave are exempt from the new provision, in alignment with Policy 7-7.7 Employee Absences/Leave.

iv. 8-2.2 Admissions - Eliminates early kindergarten registration due to high administrative costs and data-evidenced lack of applicant readiness. See accompanying policy memo reviewing pros and cons of policy options.

v. 8-3.12 Student Suspensions and Expulsions - Comprehensive revisions incorporating VSBA model policy updates and aligning with RPS disciplinary processes, including:

- Addition of the official Virginia Department of Education (VDOE) definition for "aggravating circumstances" required for preschool student suspensions longer than 3 days,

- Requirement for community service hours and/or online training modules,

- Clarification of requirements for notices to parents,

- Incorporates the federal 45-school-day interim alternative placement rule for weapon infractions by students with disabilities regardless of manifestation determination, and

- Clarifies alternative disciplinary options for possession or use of controlled substances. Note: HB298, requiring restorative practices, goes into effect on July 1, 2027.

vi. 8-3.8 Corporal Punishment - VSBA-recommended wording changes for clarity.

vii. 8-4.5 Student Representatives to School Board - VSBA-recommended wording changes for clarity. Provides for administration approval of procedures.

C. There is no Policy Committee meeting in September. The next meeting will be on Monday, October 19 at 6:00 PM.

Westover Hills Elementary School Courtyard

Over the last year, the courtyard at Westover Hills Elementary School (WHES) has been getting a glow-up! These efforts have been led by Paula Ogston-Nobile, a WHES Parent. A significant amount of cleaning, planting, mulching, and painting has already taken place.

There will be a Courtyard Workday on Friday, September 25, with lots of ways to help, including planting, weeding, painting, assembling outdoor furniture and a garden shed, and working on planter boxes. If you’d like to join them, you can sign up here. No special skills needed, and even a few hours of help would be greatly appreciated!

Thank you to Truetimber, who removed some holly trees pro bono, and to the Westover Hills and Forest Hill Neighborhood Associations, who donated to the efforts. In addition, thank you to the WHES faculty, staff, and community who continue to volunteer their time and energy to bring this project to fruition!
