Accelerating Implementation through the 2026 Work Programme


The Climate High-Level Champions and the Marrakech Partnership for Global Climate Action have launched their 2026 Work Programme, the first Work Programme under the Global Climate Action Agenda’s 2026–2030 five-year vision launched at COP 30, which shifted the focus towards implementation at greater speed and scale. It strengthens coordination, builds on existing initiatives and partnerships and helps translate the outcomes of the first Global Stocktake — the UN’s assessment of collective climate progress — into practical action that supports Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs), while contributing to preparations for the second Global Stocktake.


The Work Programme provides an update of the 30 key objectives across the six thematic axes and sets out the main activities of the annual implementation cycle for coordinating implementation, tracking progress, and scaling up and showcasing solutions. Within this framework, all 30 objectives will continue to be advanced, with particular emphasis on the priorities for COP 31. Activation Groups will drive implementation under each objective while 120 Plans to Accelerate Solutions (PAS) will serve as the main vehicle for concrete delivery. The 2026 Mid-Year Snapshot also provides an early view of this collective effort and progress to date.


Alongside the Work Programme, the Climate High-Level Champions have also published the Terms of Reference to operationalize the five-year vision and the Marrakech Partnership. They establish organizational and coordination arrangements that will support delivery through the Activation Groups, Axis Coordination Groups, an Advisory Group and Communities of Action.


Climate Week 4: Join the Implementation Forum in Baku


UNFCCC Climate Week 4 will take place in Baku, Azerbaijan, from 7 to 11 September 2026. The week will connect intergovernmental processes with practical climate action and bring together Parties and a wide range of stakeholders from the region and beyond.


A key feature will be the Implementation Forum on 9-10 September, where policymakers, businesses, cities, civil society, academia and other stakeholders will exchange practical solutions through Implementation Labs, Impact Dialogues and other implementation-focused sessions.


Aligned with the six axes of the Global Climate Action Agenda and leveraging the existing work undertaken by initiatives of the Marrakech Partnership for Global Climate Action, the Forum will focus on translating global commitments and the GST outcomes into regionally grounded, actionable pathways. It will also help identify scalable solutions and highlight enabling conditions and barriers related to finance, technology and capacity.


Registration for the Implementation Forum is open until 23:59 CEST on 14 August 2026. Space is limited, and applications will be considered with a view to ensuring diverse and balanced stakeholder representation.
