WHAT IF WE REIMAGINED THE BEACH CONCESSION STAND?

Your Ideas Will Shape the Next Chapter at Neshotah

At Neshotah Beach, the 1950s-era concession stand has been part of summer memories for generations. But as the building ages and requires costly upkeep, the City is starting a community conversation: What if we looked at this space differently?

Right now, nearly all beach operations—daily grooming, trash pick-up, porta-potties, utilities, and the concession/bathhouse—are funded through the City’s General Fund, which means they’re supported by local property taxes. One exception to this is the concert series, which is funded by sponsorships and donations.

A reimagined beach pavilion could change that story. The Neshotah Park Master Plan, which was adopted by the City Council in 2023, calls for expanding and/or updating the concession stand facility to enhance the beach visitor experience.

Imagine:

  • Beautiful lakeview rentals for weddings, reunions, birthdays, and community events.

  • Expanded food and beverage options that make the pavilion a true dining spot—whether it’s a quick snack with the kids or a sunset dinner for date night.

The revenue from these new opportunities could help cover construction and operations, reducing the burden on property taxes while enhancing the beach experience for everyone.

This is not a recommendation from Staff or the City Council —it’s simply a “what if” conversation.

By thinking ahead strategically, we can explore ways to protect and enhance our community’s greatest natural asset while creating new opportunities for fun, connection, and financial sustainability.

We can also keep the concessions building largely the way it is now, with smaller renovations and updates, but forgo the possibility of future revenue sources related to rentals and a true dining destination.

What are your ideas? We invite you to share your thoughts as we consider the future of this beloved space. All resident input shared will be compiled for the City Council to consider.

Proposed Sewer Rate Increase for 2026

Frequently Asked Questions

Q: Why is the City of Two Rivers talking about sewer rates now?

A: The Sewer Utility is facing a projected shortfall of about $283,000 over the next two years. Rising costs for projects like the Harbor/Emmett Street improvements, sanitary lateral replacements, higher operating expenses, and State loan coverage requirements all play a role.

Q: Aren’t sewer services paid by property taxes?

A: No. The Sewer Utility is separate from the City’s property tax-supported General Fund. Sewer services are fully funded by user fees.

Q: Haven’t rates gone up already?

A: Sewer rates have only seen modest increases over the past decade. With today’s inflation, utility revenues haven’t kept pace with actual costs of operating and maintaining the system.

Q: What changes are being considered?

A: The City is looking at rate adjustments in 2026 as well as a new billing method so all customers—residential, commercial, and industrial—share the costs more equitably than previous rate structures.

Q: How will this affect the average homeowner?

A: For most households in Two Rivers, the monthly bill would rise slightly, from about $46.85 today to between $48 and $52 in 2026, depending on water use.

Q: Why is this important?

A: These changes will keep the sewer system financially sustainable, protect access to critical State funding, and allow Two Rivers to continue investing in safe, reliable sewer and wastewater infrastructure for our neighborhoods.

Myth vs. Fact

• -Myth: Sewer services are paid for with property taxes.

---Fact: Sewer services are funded entirely by user fees—not tax dollars.

• -Myth: A small increase now means the City is overspending.

---Fact: Modest increases help keep up with inflation and rising project costs, ensuring

---long-term sustainability

• -Myth: Businesses don’t pay their fair share.

---Fact: The City is updating billing methods so all customers—residential, commercial, and

---industrial—contribute fairly.

Two Rivers Fire Department

Expands Water Rescue Program

Wet Suits Purchased With Grant Money

The Two Rivers Fire Department has strengthened its water rescue program with eight new wetsuits, purchased through a grant from the Wisconsin Public Service Foundation’s Rewarding Responders program. The wetsuits will keep rescuers safe and warm during emergencies on Lake Michigan while also reducing costs for local taxpayers.

Assistant Fire Chief Chad Kakes noted the program has already proven valuable, with the Water Rescue Team responding to six calls in August. Combined with the department’s rescue jet ski, the new gear ensures Two Rivers is better prepared to protect a busier lakeshore each summer.

Join the Two River Zoning Board of Appeals

Volunteer Opportunity

The City of Two Rivers is currently seeking a civic-minded resident to serve on the Zoning Board of Appeals (ZBA). This is a volunteer position. The ZBA meets as-needed to review zoning variance requests, which is usually 3 or 4 meetings per year. Meetings are usually held at 4:00 pm on the first Thursday of the month (as needed) at City Hall.

The ZBA plays a key role in local decision-making, reviewing requests for zoning variances and hearing appeals of zoning decisions. Members help ensure fairness, consistency, and transparency in how the City applies its zoning regulations.

If you’re passionate about Two Rivers’ future, enjoy problem-solving, and want to give back to your community, we encourage you to apply.

Drop of your completed Volunteer Application at City Hall or email to valvan@two-rivers.org, along with a copy of your resume if you wish.
