Tax Payer Bill of Rights is an amendment that limits the amount of revenue the State of Colorado can retain and spend. It is preventing progress with environmental policy in Colorado. Transportation funding, carbon pricing, enforcing environmental rules are all impacted. The panel will explain the far-reaching effects of the TABOR amendment. We will hear about the many ways this amendment is hindering Colorado’s progress toward growing our clean energy economy and providing a healthy, low-carbon future.
