With the most powerful and dangerous military/industrial/covert operations complex on earth, it seems likely that, until the U.S. changes its foreign policy, all other nations must be on alert. The Pentagon has made no secret of its goal of military "full spectrum dominance," with the added delusional claim by American politicians that the U.S. is "exceptional" and justified in its quest to establish and maintain American Empire. 
 
What's wrong with this picture? What's wrong is that the U.S. shows no interest whatsoever in world peace. Instead, the U.S. is the leading weapons dealer in the world. It is in the War Business.  Furthermore, it can be argued that, since 1945, the U.S. government is also the leading international criminal offender, guilty of more world crimes than any other nation on earth.
 
America's criminal behavior includes frequent use of illegal sanctions, military invasions via US/NATO, covert invasions, black sites, torture, overthrowing governments, domestic propaganda to demonize adversaries, and the incarceration of journalists and whistleblowers for telling the truth about U.S. war crimes and crimes against humanity.  
 
U.S. violations of international law have been ongoing and well documented (Zuesse, America's Empire of Evil, 2022). The United Nations is afraid to talk about it, or to hold the U.S. accountable. Why? One reason is that the U.S. is a major financial benefactor for the UN. 
 
The American military/industrial/propaganda/covert operations complex has virtually an unlimited budget with over 800 military bases worldwide, and an expanded, bloated budget for so-called nuclear modernization (Life Extinction Program) for tactical nuclear warfare, first strike capability and more. 
 
The U.S. government religiously insists that MAD (Mutual Assured Destruction) is a rational and sane military policy. Deterrence. But in this delusional mindset the U.S. refuses to support laws to outlaw nuclear weapons. EXCERPTS: According to the American Empire, supporting Israel’s settler colonial and genocidal war on Palestinians is “democracy” but China’s historic claim over Taiwan is “imperialism.” Arming and funding neo-Nazis to massacre ethnic Russians is a legitimate crusade to protect the sovereignty of Ukraine while Russia’s assertion of sovereignty is nothing but naked “aggression.” Such hypocrisy serves the aims of war propaganda. Russia and China are “evil” and therefore have no rights that the American Empire is bound to respect. Biden’s claim that his administration is leading a battle between “democracy” and “autocracy” is a war cry meant to dissolve the actual aggressor, the U.S., of its criminality.

American exceptionalism is the biggest lie in the arsenal of the American Empire. This lie is extremely useful given that the American Empire is biggest threat to peace in the world. LIVERMORE, Calif.—For decades, peace activists have gathered outside the West Gate of Lawrence Livermore National Laboratory, one of two locations designing and developing every weapon in the U.S. nuclear arsenal, to commemorate the anniversaries of the U.S. atomic bombings of Hiroshima and Nagasaki on Aug. 6 and 9, 1945—to date the only use of nuclear weapons in war—and to call for abolishing all nuclear weapons.
 
Executive Director of Tri-Valley CARES Marylia Kelley: “Livermore Lab is where that funding turns into dangerous proliferation and provocative new nuclear weapons” to be produced elsewhere in the U.S. nuclear weapons complex, Kelley said, displaying a pie-chart showing the lab as receiving over $2 billion, or more than 88% of its funding, for nuclear weapons activities.
 
“With the horrible war in Ukraine, and Russia’s nuclear saber-rattling,” she said, “the U.S. nuclear budget throws fuel on the fire of a potential nuclear war.”

On the evening of June 23, President Xi Jinping hosted the 14th meeting of BRICS leaders by video. The meeting adopted and issued the Beijing Declaration of the 14th BRICS Leaders’ Meeting.

EXCERPTS --   Observer: The summit comes at a time when the Russia-Ukraine conflict has been going on for nearly four months and the U.S. and its allies have launched an unprecedented “sanctions war” against Russia, making India’s position a focus of attention for the U.S., Russia and even the world. Before the BRICS summit, some U.S. media began to speculate that India would “stand up for the U.S.” at the summit and prevent the summit from being “anti-U.S.” What do you think of the accuracy of these predictive reports by the U.S. media? What are your specific observations and interpretations?

Xu Bu: The U.S. media’s report is complete speculation, which aims to cause disturbance to BRICS cooperation and provoke India’s relationship with other BRICS countries.

In fact, Indian Foreign Minister Su Jaisheng made comments on the Russia-Ukraine conflict and China-India relations a few days ago, which attracted widespread attention. He pointed out that Europe must get rid of the mentality that “Europe’s problems are the world’s problems, but the world’s problems are not Europe’s problems”. He believes that it is absurd to link China-India relations with the Russia-Ukraine conflict situation, and neither China nor India needs to be taught what to do.
 
The Hindustan Times also published an article stating that BRICS has become an important platform for discussion and deliberation on issues of common concern to developing countries and that BRICS countries have called for reform of the multilateral system to make it more representative and inclusive.
 
There is no need to be surprised by the U.S. media’s attempts to stir up Sino-Indian relations. This is their long-standing tactic. Because they are afraid that India will become a centrifugal force in the U.S. Indo-Pacific strategy. For this reason, they will continue to create or fabricate stories to sow discord between India and China, India and Russia.
 
Observer: As the rotating chair of BRICS this year, China actively supports the BRICS expansion process. However, some media reported recently that the Modi government will push for the establishment of criteria to increase the number of new BRICS members, thus blocking China’s efforts. How do you see the above issue and how do you think the expansion of BRICS cooperation mechanism and its corresponding mechanism should be established and promoted?
 
President Xi pointed out that, looking back at the past year, the new crown pneumonia epidemic spread everywhere, the world economic recovery is tortuous, and peace and security issues have become more prominent. In the face of a serious and complex situation, we have always upheld the BRICS spirit of openness, inclusiveness, and win-win cooperation, strengthening solidarity and collaboration, and working together to overcome difficulties. The BRICS mechanism has demonstrated its resilience and vitality, and BRICS cooperation has achieved positive progress and results.
 
President Xi stressed that this meeting comes at a critical point in the direction of human society. As important emerging market countries and large developing countries, the BRICS countries should be bold and courageous and inject positive, stable, and constructive forces into the world.
 
In the current international situation, what is the unique role of the BRICS countries in the international political and economic arena? With many different political systems, histories and cultures, and values, how did these five countries manage to come together?

Russian President Vladimir Putin said in his speech at the opening of the BRICS Business Forum on the 22nd that BRICS countries are studying the establishment of an international reserve currency in a basket of currencies. How likely is this alternative mechanism, and what are the biggest obstacles?

How should we view the above public opinion? The Observer talks to Xu Bu, Secretary of the Party Committee and President of the China Institute of International Studies, on the 23rd.

Observer: When hosting the 14th meeting of BRICS leaders by video on the evening of the 23rd, President Xi stressed that BRICS countries, as important emerging market countries and large developing countries, should be bold and courageous, and inject positive, stable and constructive forces into the world. How do you interpret this? Under the current turbulent international situation, what unique role can the BRICS countries and their cooperation mechanism play in the international political and economic arenas?

Xu Bu: I believe that the BRICS cooperation mechanism can play a unique role in the context of the current international situation, mainly in the following aspects.

First, BRICS countries are the defenders of world peace.
Today, the international community is under a cloud of Cold War thinking and power politics, traditional and non-traditional security threats are emerging, and some countries are seeking to expand their military alliances in pursuit of absolute security, engage in gangsterism, and coerce other countries to choose sides to create confrontation. Obviously, if this dangerous momentum is allowed to develop, world peace and security will face serious threats.

As a major force in the developing world and an important emerging economy, the BRICS countries have a rising influence in international affairs. Our planet, plainly speaking, has no government, no center, no brain. Only a chaos of undemocratic “governance” revolving around the system of so-called “sovereign nation-states,” institutions such as the World Trade Organization, the World Bank, the unenforceable “international law regime” sponsored by the United Nations, several globalized trade agreements, and the international military “empires” of several powerful nations or alliances.

But who will say out loud that the Emperor has no clothes? Who dares to be honest in the face of the pending extinction of the human race? It appears to some that only WCPA dares to speak the truth, only the World Constitution and Parliament Association admits openly that the system of absolute sovereign militarized nation-states is utterly corrupt and illegitimate. Their system is the real problem, whether the Lords of the Earth like it or not.

The world federalists decided to ignore this wild-eyed upstart group that refused to pretend the Lords of the Earth had some legitimacy....

Are those bothersome WCPA people just crazy? We forward looking world citizens know that realistically we cannot call the system of militarized sovereign nation-states for what it is, for that would offend the Lords of the Earth who need to stay with their Mutual Assured Destruction (MAD) system of nuclear and bioterror weapons and their MAD system of environmental destruction in the face of nation-state rivalry and war-making.

If we point out that we need to replace the UN Charter with the Constitution for the Federation of Earth (while bringing all UN agencies into the world government) in order to protect the survival of the human species, they will say it is unrealistic. We need to stay with the nuclear and bioterror MAD and with the environmental destruction, MAD for these are the only realistic courses of action. Not to offend the Lords, with their immense riches funneled through their war and security systems. Not to threaten their wealth and power if we want to make progress into the future.
