- For anyone hoping for a home run hearing that would provide congressional Democrats the momentum they needed to pursue impeachment charges against the president, Wednesday was a big disappointment.
- Special Counsel Robert Mueller told Congress that his investigation into Russia's meddling in the 2016 election did not offer "total exoneration" to President Donald Trump, but he also couldn't remember key details of the report and seemed to contradict himself amid the intense questioning.
- He delivered neither crisp TV sound bites to fuel a Democratic impeachment push nor comfort to Republicans striving to undermine his investigation's credibility. But his comments grew more animated by the afternoon, when he sounded the alarm on future Russian election interference. He said he feared a new normal of American campaigns accepting foreign help.
- Mueller was reluctant to stray beyond his lengthy written report, but that didn't stop Republicans and Democrats from laboring to extract new details.
- Trump claimed vindication speaking to reporters in the aftermath.
- "This was a devastating day for the Democrats," he said. "The Democrats had nothing and now they have less than nothing."

2. Pentagon names new commander of Air University.

- The Pentagon is naming a new commander and president of Air University in Montgomery.
- A statement from Defense Secretary Mark Esper says Air Force Maj. Gen. James B. Hecker is being promoted and will oversee the military school, which is located at Maxwell Air Force Base.
- Hecker is currently serving on the Pentagon staff in Washington. Hecker is a pilot who graduated from the Air Force Academy about 30 years ago.
- Air University is the nation's main site for the professional education of Air Force officers.

3. Court blocks asylum plan.

|
- A federal judge has ordered the Trump administration to stop denying asylum to anyone who transits through another country to reach the U.S. border, marking the latest legal defeat for a president waging an all-out battle to stem the flow of migrants entering from Mexico.
- The ruling by U.S. District Judge Jon Tigar in San Francisco on Wednesday came hours after another federal judge in Washington, D.C., let the 9-day-old policy stand. The California judge's preliminary injunction halts the policy while the lawsuit plays out in court.
- The new policy denies asylum to anyone who passes through another country on the way to the U.S. without seeking protection there. Most crossing the Mexican border are from Central America, but it would apply to all nationalities except countries that border the U.S.
- The dramatic change went into effect last week, though there were conflicting reports on whether U.S. immigration agencies were enforcing it.
- Top U.S. officials said the policy would discourage migrants from leaving their countries, which they say is necessary to reduce the numbers of people that U.S. authorities are detaining.
- The White House condemned the judge's order, calling it "tyranny of a dysfunctional system."

- You could say he was unimpressed with Robert Mueller himself, but that wouldn't be telling the full story.
- Here's an excerpt from today's effort:
"I predicted early in the week that when the hearings concluded, Mueller might be the one in trouble. And now he is...
"A steadfast rule in politics is to never let anyone see you sweat. I thought two of the questionnaires might burst into tears. With their microphone time strictly limited to five minutes of questions, some were energetically trying to put words in Muellerâs mouth to build to a triumphant conclusion.
"Often, he denied their groping. Often, he said he didnât agree with their characterizations of his report and of the president. More than one looked away from the mike in shock the way a downed prizefighter will look to his corner for help. Twice, liberal mouths dropped open. It was a circus, with no shortage of clowns."

5. ATF: Alabama sheriffs gave carry permits without full checks.
|
|
- The U.S. Department of Justice says some Alabama sheriffs have been providing concealed carry permits without running full background checks or even if the background check denied the application.
- A Bureau of Alcohol, Tobacco, Firearms and Explosives statement says the deliberate oversight meant the sheriffs ultimately allowed felons and other prohibited persons to buy guns.
- As such, the statement says federally-licensed gun shops can no longer accept Alabama permits issued since Aug. 1, 2013, as alternatives to running a full background check for gun purchases. The Monday statement says the permits were allowed as alternatives with the understanding that permit issuance would depend on the full background check.
- It says the FBI and ATF field inspections also found that sheriffs weren't getting necessary information for permit applications by non-U.S. citizens.
