Good morning!

Here's your Daily News for Thursday, March 5.
1. AL-2: Coleman and Moore in runoff
  • Jeff Coleman and Barry Moore will meet in a runoff for the District 2 U.S. House nomination in southeast Alabama.
  • Moore claimed the second runoff spot Wednesday against Coleman, the top vote-getter, as returns showed him leading third-place finisher Jessica Taylor by fewer than 600 of the more than 104,000 votes that were cast Tuesday.
  • Taylor issued a statement congratulating Moore on his strong finish.
  • The eventual winner will face Democrat Phyllis Harvey-Hall in November. The seat is currently held by U.S. Rep. Martha Roby, who isn't seeking reelection.
2. Lawmakers: schools unfairly hurt by report cards' treatment of non-English speakers
  • Legislation in the State House - House Bill 294 and Senate Bill 238 - would remove English language learners, identified by an assessment test, from the academic achievement score portion of the state's report card.
  • Lawmakers have argued that treating English language learners the same as every other student on tests that judge academic performance isn't fair, especially for schools with a higher concentration of immigrant students.
  • On Wednesday, the Senate Education Policy Committee considered Senate Bill 238, but delayed a vote at the request of sponsor Sen. Clay Scofield, R-Guntersville.
  • Scofield said that he is working with the State Department of Education on how to address his concerns about English language learners through the department's rules. He said this issue has been unfairly hurting schools on their report card grades in certain areas of the state.
  • "These students aren’t spread around the state," Scofield told ADN. "They’re often clustered together. And a lot of those areas, as far as the state report card goes, it’s bringing us down a whole letter grade in some schools."

3. State set to execute Nathaniel Woods
  • Alabama is set to execute an inmate Thursday night for the murders of three police officers who were shot by another man in a hail of gunfire at a suspected crack house in 2004.
  • Nathaniel Woods, 43, is scheduled to receive a lethal injection at the state prison in Holman unless the governor or courts intervene.
  • Woods and Kerry Spencer were convicted of capital murder and sentenced to death in the slayings of the three Birmingham officers that rocked Alabama's largest city that year. Carlos Owen, Harley A. Chisolm III and Charles R. Bennett died in the gunfire while trying to serve a misdemeanor domestic assault warrant on Woods at a suspected drug house.
  • Prosecutors have said Woods helped set up an ambush for the officers and should die for the killings even though he didn't pull the trigger on the high-powered rifle that killed the men. Such convictions are allowed under state law, and other people have been executed for “non-triggerman” slayings.
  • But supporters including the son of civil rights leader Martin Luther King Jr. and Woods' family appealed for mercy, claiming the man received an unfair trial and that the death sentence was unjust.
  • The U.S. Supreme Court turned down Woods' appeal in 2019 and the state set an execution date earlier this year.

4. Universities suspend travel in wake of coronavirus
  • The number of Alabama universities suspending international travel for students, faculty and staff is growing in response to the spreading coronavirus.
  • The University of Alabama System, including the three campuses and UAB Health System, on Wednesday canceled sponsored international travel for March. Decisions about travel beyond this month will be made later.
  • “We are taking a proactive and comprehensive approach to this health issue and all its complex impacts,” Chancellor Finis St. John said in a written statement Wednesday.
  • Earlier in the week, in response to an advisory from the Centers for Disease Control, Auburn University said it is recalling all of its travel abroad students and suspending all official international travel for students, faculty and staff until further notice.
  • “Our number one goal is the safety and well-being of our students,” said Bill Hardgrave, Auburn’s provost and senior vice president for academic affairs. “We are aware of how this recall impacts programming for those students currently abroad and for those who have trips planned in the coming months. We are making provisions for students affected to continue their coursework.”
  • Troy University this week also suspended its study abroad programs and international travel for faculty.

5. SCOTUS hears abortion case
  • A seemingly divided Supreme Court struggled Wednesday with its first major abortion case of the Trump era, leaving Chief Justice John Roberts as the likely deciding vote.
  • Roberts did not say enough to tip his hand in an hour of spirited arguments at the high court.
  • The court's election-year look at a Louisiana dispute could reveal how willing the more conservative court is to roll back abortion rights. A decision should come by late June.
  • The outcome could have huge consequences at a time when several states have passed laws, being challenged in the courts, that would ban abortions after a fetal heartbeat is detected, as early as six weeks.
  • The justices are weighing a Louisiana law requiring doctors who perform abortions to have admitting privileges at a nearby hospital. A federal judge found that just one of Louisiana's three abortion clinics would remain open if the law is allowed to take effect. The federal appeals court in New Orleans, though, upheld the law, setting up the Supreme Court case.

A message from the
Safe Surgery Coalition
Dangerous legislation has been re-introduced in the Alabama Legislature which would allow people who are not medical doctors or trained surgeons to perform surgery on or around your eyes.

ďťżSimilar legislation was rejected in 2019 and we ask that Alabama lawmakers once again stand in the best interests of patient safety and quality of care.
