Season’s Greetings to all! Last evening, the Recreation Department hosted its Winter Holiday Celebration at Vassallo Park to kick off the holiday season. With the Menorah on display, the Christmas Tree lit and a visit from the North Pole by Santa himself, it was a wonderful night. I hope you will continue to celebrate the holidays in our Village by shopping local in our business districts and dining local at our great restaurants.
At the Village Board meeting on November 27, 2023, a Gouveia Park working group was established to further the development of the property. The formation of the working group was a culmination of a multi-month process that included feedback from the Village’s Recreation Department and the Recreation Advisory Committee. This working group will consist of Village Board members, citizen representatives, Village employees and representatives of the Recreation Advisory Committee and the Arts & Humanities Advisory Council. I encourage all who are interested in following the progress of the working group to visit the project page which has been established for Gouveia Park.
A public hearing on Local Law Introductory No. 21 of 2023 has been scheduled for Wednesday, December 20, 2023, at 7 p.m. at the Municipal Building. This local law has been drafted to revise the existing regulations for accessory apartments in the Village, as well as permit accessory cottages in residential districts. Interested residents should visit the project page on the Village website to learn more about the proposed law.
The Village has been notified by the Office of Cannabis Management (OCM) that an application has been filed for a cannabis dispensary at 440 South Riverside Avenue. After discussion by the Village Board and the Planning Board, the Village Board sent the enclosed letter to OCM regarding the application. If the application is approved by OCM, the applicant will come back to the Village Board for a special permit application and then, if approved, to the Planning Board for a change of use approval.
Finally, I would like to share that the Village Board meetings will be moving to Wednesdays as of December 20, 2023. Regular meetings will be held on the second and fourth Wednesdays and work sessions will be held on the third Wednesdays of the month. As a result of this shift, some advisory board and committee meetings have also moved their regular meeting night. Please check the calendar on the Village website for the latest meeting information!

Village to Host First-Ever Repair Café on Dec. 9th
Repair Café is a worldwide movement that strives to bring communities together to repair broken items. The Village of Croton-on-Hudson's first-ever Repair Café will take place on Saturday, December 9th, 2023 from 11:00 AM to 3:00 PM in the Stanley H. Kellerhouse Municipal Building Community Room, located at 1 Van Wyck Street. The Repair Café is sponsored by the Village of Croton-on-Hudson and the Town of Cortlandt, and hosted by the Croton Conservation Advisory Council.
Repair Cafés are FREE events where you bring your broken but beloved items and experienced volunteer repair coaches help you fix them! Visitors can bring their broken items from home and have a specialized volunteer help to repair them. Or you can lend a hand with someone else’s repair job.
Here are some examples of items that can be fixed at a Repair Café:

- Lamps, Fans
- Laptops, Tablets, Cell Phones
- Bikes, Jewelry, Wooden Things
- Clothing, Home Textiles, Soft Toys
- Window Screens

Eagle Scout Builds Info Kiosk at Arboretum | |

Visitors to the Jane E. Lytle Memorial Arboretum will be able to learn about the historical uses of different types of wood thanks to the efforts of Croton Boy Scout Troop 28's Jack Kooney.
Jack, a junior at Croton-Harmon High School, is a member of the Order of the Arrow, Scouting's honor society. In September, Jack completed his Eagle Scout service project—an Information Kiosk at the Jane E. Lytle Memorial Arboretum, a 22-acre nature preserve of woods, streams and a large wetland swamp. Jack led a group of scouts in digging the foundation, building the kiosk, laying down mulch, preparing the wood samples and researching historical commercial uses of wood, which was then used to prepare an information board. Jack was inspired by his brother Colin, who completed his Eagle Scout project at the arboretum in 2021.

Some Not-Snow-Fun Reminders...
A friendly reminder that the Village Code requires the clearing of snow and ice from the full width of the sidewalk 12 hours after the cessation of snowfall. The Village will declare an official end time to each storm, which will be posted on the Village website and social media. Residents can sign up to receive Snow Alerts via email by registering here.
The Village thanks you in advance for clearing your sidewalk of snow and ice — doing so creates a safer environment for our pedestrians and especially children who walk to school. Sidewalks not cleared after the prescribed 12 hours will be cleared by the Village’s contractor. Property owners will be billed for this service. Any bills which remain unpaid shall be levied to the property owner’s Village tax bill.
In order to facilitate keeping our streets clear of snow and ice, no parking is allowed on any Village street when there is 2 or more inches of snow. For residents that have no viable off-street parking, Village municipal lots are available for parking. Seasonal hardship parking permits are also available for those who qualify. Hardship permit holders shall move their vehicles no later than 12 hours after the snow stops. For more information on the above, please call the Village office at 914-271-4781.

REMINDER: Current annual alarm system permits expire on December 31st. The annual renewal invoice ($50 for residential, $100 for businesses) will be mailed to permit holders in January. Residents with private alarm systems are required to register their system with the Village. Alarm permit applications are available at the Village office or on the Village website. The initial registration fee for an alarm system is $100 for private residences and $200 for businesses. | | |

At the November 27th, 2023 Board Meeting, Trustee Sherry Horowitz was recognized for her exemplary service to Village of Croton-on-Hudson. Sherry has served the Village tirelessly for many decades as an educator and public servant. Sherry was elected to the Board of Trustees in 2017, and provided strong leadership on several Village initiatives, including securing energy from 100% renewable sources through the Westchester Power Program, the development of the Lorraine Hansberry Coalition, and the founding of the Croton Repair Café. Though Sherry will now depart the Board after serving three terms, she will continue to serve the Croton Community as an engaged citizen. We thank Sherry for her hard work and service to the Village!

The Village of Croton-on-Hudson will run a FREE Holiday Shopping Shuttle on Saturday, December 2nd from 10 AM to 4 PM. The shuttle will do a continuous loop around the Village, stopping at various shopping districts, until the final drop-off at the train station at 4 PM. More Info & Map | |
Holiday Gifts for History Lovers
The Historical Society offers a variety of Croton-themed items, such as t-shirts, note cards, tote bags, books, and a historical coverlet, at their office in the basement of the Municipal Building on Tuesdays from 10 a.m. to 3 p.m. Croton is a Dam Town T-Shirts are also available for purchase in the main Village office on the second floor of the Municipal Building. The Croton Recreation Department offers a variety programs, facilities and special events for youth and adults of all ages. Most classes and programs have limited availability and are offered on a first-come, first-served basis. Early registration is encouraged. Experts from the Climate Reality Project- Westchester and Sustainable Westchester will explain how people can take advantage of financial rebates and other incentives to save money, improve health, increase comfort, and reduce their carbon footprint by installing heat pumps, adopting electric vehicles, using clean electricity from solar systems and utility providers, reducing energy use through energy efficiency tune-ups, including sealing building gaps and increasing insulation.
