Locating the APF's facility at the former Prison Farm as proposed is in direct conflict with the South River Forest vision to protect land and communities in the South River watershed. In fact, toxic contaminants from police and fire training will pollute the soil, air, and water – further degrading quality of life and public health in predominantly and historically black, marginalized south Atlanta and DeKalb communities – especially those downstream. Framing the facility as an investment in the area, a place where children can pet horses alongside a shooting range, only adds insult to injury.

To serve its highest and best use to the entire region this land must be protected and restored, not developed and detonated upon.

3.4 Toxicity and Human Health and Ecological Impacts of Explosives and Other Munition Constituents
The human health and environmental risks of other munition constituents from OE are caused by explosives or other chemical components, including lead and mercury, in munitions and from the compounds used in or produced during munitions operations. When exposed to some of these munition constituents, humans may potentially face long-term health problems, including cancer, and animals may develop physical health and behavioral problems. Explosive compounds that have been used in or are byproducts of munitions use, production, operations (load, assemble, and pack), and demilitarization or destruction operations include, but are not limited to, the list of substances in Table 3-3 (page 76-77). Other toxic materials, such as lead, are found in the projectiles of small arms. These explosive and otherwise potentially toxic compounds can be found in soils, groundwater, surface waters, and air and have potentially serious human health and ecological impacts.

CALL CITY COUNCIL OUT

The Council is pushing a proposal forward that is in Direct Conflict with its commitment to residents

On 6/8/21, Atlanta City Councilmember Joyce Sheperd introduced legislation authorizing a 50-year lease of the former Atlanta Prison Farm property (in unincorporated DeKalb County) to the Atlanta Police Foundation. The agreement paves the way for the development of nearly 300 acres of forested greenspace – and eliminates the need to seek alternatives or engage the public.

Despite HOURS of public comment in opposition at every committee and full council meeting, the legislation to lease the property to the Atlanta Police Foundation has made it to a final City Council vote that will take place on Monday, August 15th at 1pm.
