2026 Guam Chamber of Commerce Economic Outlook
Your Guam Chamber of Commerce hosted the 2026 Economic Outlook at the Royal Ballroom, Dusit Thani Resort Guam on Thursday, January 15, 2026. This year’s theme, “Guam’s Economic Reset: Opportunity, Growth & Transformation,” focused on examining key factors shaping Guam’s economy and exploring actionable strategies for sustainable growth in the years ahead.
Each speaker provided insights on Guam's economy and the opportunities for innovation, as well as strategies to ensure long-term resilience and prosperity for our island community.

Guam Legislative Public Hearing Recap

The Guam Legislature held a public hearing on Monday, January 12th, regarding Bill No. 228-38 at the Guam Congress Building in Hagåtña. This bill would provide tax incentives for businesses to improve their exterior facilities. There is still time to submit written testimonies, which can be emailed to senator.lujan@guamlegislature.gov or call (671) 969-6525.
A public hearing for Bill No. 4-38 was scheduled for January 14th, which seeks to tie the minimum wage to Guam's CPI. Members are encouraged to submit written testimony to senatortelot@gmail.com.
The Guam Chamber of Commerce urges its members to stay informed and engaged on legislative matters that may impact their businesses.

PUC announced the Port Authority of Guam's Tariff Adjustment Petition
The Public Utilities Commission (PUC) has announced a public hearing for the Port of Guam's Tariff Adjustment Petition. The purpose of the public hearings will be to receive public comment and testimony regarding PAG’s request for a phased-in increase of up to 17% to its labor and equipment usage rates. All other rate charges, such as wharfage, fuel surcharge, facility maintenance, crane surcharge, and leases, are not included.
If approved by the PUC, the Port may implement such increased rates effective February 1, 2026. The PUC will conduct a public hearing on January 20, 2026, at 6:30 p.m., at the Guam Election Commission, 241 Farenholt Avenue, Oka Bldg., 2nd Floor, Suite 205, Tamuning Guam.
The PUC further invites public comments and testimony on the rate increases requested
by PAG at additional public hearings, which have been scheduled pursuant to Public Law 26-23 and 12 G.C.A. Section 12117, and which shall be held at the following locations and times:
6:30 p.m., January 21, 2026, Dededo Senior Citizens Center
6:30 p.m., January 22, 2026, Asan Community Center

The Guam Young Professionals (GYP) announced the nominees for the 2025 Reina A. Leddy Guam Young Professional of the Year, spotlighting seven outstanding young professionals whose leadership, drive, and impact are helping shape the future of Guam.
Established in tribute to Reina A. Leddy, a respected leader who championed the development and advancement of Guam’s young workforce, the award celebrates individuals who demonstrate exceptional professional accomplishments, leadership excellence, and meaningful contributions to the island’s business community.

The State of American Business is Fearless
U.S. Chamber President and CEO Suzanne P. Clark delivered a powerful message to a packed house in Washington, D.C. at her 2026 State of American Business keynote address.
‌
- The state of American business must be “growth-oriented, market-driven, future-focused—but above all, fearless.” 
Why it matters: As America celebrates its 250th anniversary, leaders should embrace free market principles that historically have led to growth and opportunity.
‌
- “Reaching and sustaining 3% growth is the fastest, surest way to raise living standards for Americans. And that is a goal we all share,” said Clark.
- “Making pro-growth policy choices will begin to alleviate the pressures and frustrations people are feeling today and ensure future generations of Americans enjoy security, mobility, and opportunity.“

Be smart: Clark noted that embracing free enterprise stands in marked contrast to the alternatives—decisions that she said are based on fear.
‌
- “Free enterprise is the system that enables businesses to respond to people and to respond to problems,” she said. “We need it to solve the great challenges of our time—future generations will need it to solve the great challenges of their time.”
- “Choosing redistribution over growth is a fear-based choice—it’s a zero-sum mentality that leads to scarcity, not abundance,” Clark added. “Government control over free-market forces is a fear-based choice—it’s a bet on bureaucracy, and a bet against people.”
Looking ahead: Clark asked the audience to envision the next 50 years and the possibilities that exist for Americans driven by the free enterprise system with a focus on sustained 3% economic growth and investments in education, R&D, and infrastructure.
‌
- “These pro-growth policy choices begin to alleviate the pressures and frustrations people are feeling right now, today—and the girl born today will enjoy the security, mobility, and opportunity Americans dream of when she’s an adult,” Clark said.
Bottom line: “At our essence, at our core, we are not a fearful nation,” Clark said.
‌
- “It’s not in our DNA, but it has occurred in our history. And in those moments, we have demonstrated a remarkable capacity for renewal: Going back to our intrepid origins, reflecting on our remarkable innovations, and remembering who and what we are made of. And I believe this can be a moment when we all decide it’s time to renew that spirit of daring, striving, growing, and improving.”
