On Tuesday, January 16, the Kings Board of Education approved a resolution to begin the process of applying for the Expedited Local Partnership Program (ELPP) through the Ohio Facilities Construction Commission (OFCC). The program enables the Kings District to capitalize on a credit earned through the completion of the proposed high school solution (below). The credit equates to 26% of eligible expenses and gives the District options for future projects or to pay down debt on current projects. For a project the size of the current proposed solution ($142,000,000), the 26% credit on eligible expenses could be substantial.
| |
What is OFCC & ELPP?
The OFCC is a state agency that oversees the planning, development, and construction of the state’s public K-12 school renovation and building initiative. Projects are funded through a number of programs using state money.
Expedited Local Partnership Program (ELPP)
Districts not currently eligible to participate in OFCC funding have the opportunity to move ahead with portions of their project while receiving credit for the future through ELPP.
Why Apply Now?
The application process for ELPP is a 6-8 month process outlined below:
- Board approval of district intent to participate and completed application
- Administration, Board, and Architects work with OFCC to finalize a district-wide plan (the prospective high school project) for future credit.
- Plan can be changed over time based on changing district needs
The District is under no obligation by starting the process now.
Return on Community’s Investment (see below)
Currently, the District would receive a credit for 26% of OFCC-eligible expenses.
| |
What can the credit be used for?
- Future building projects
- Pay down debt on existing projects
SHP Leading Design Architect, Charlie Jahnigen presented at the Tuesday, January 16 Board meeting. He explained the ELPP process and showed examples of OFCC-funded buildings. View the presentation and presentation slides from Tuesday's meeting.

Mother Nature brought us our first Snow Day of the school year today. It is with much gratitude that we thank our custodial and maintenance staff for braving the cold and snow to make sure our building parking lots and sidewalks are cleared and safe for us when we return on Monday.
We hope you had a fun day!

Our own Kings Firecrackers were invited to perform at the event! The Firecrackers performed highlights from this year's show, and Coach Shaun Hamilton challenged a few jumpers to a friendly double-under competition. He also shared the health benefits of jumping rope and encouraged the crowd to try a few tricks of their own.
The team is currently traveling to Annapolis, Maryland where they will perform two halftime shows during the Army/Navy basketball doubleheader at Alumni Hall on the Naval Academy’s campus.

In an effort to be "green," the District does not send paper flyers home. We use a platform called Peachjar that houses flyers of community programs and resources.
Parents receive approved flyers via email, and they are posted on our digital flyerboard for easy retrieval. Any organization can distribute information to our community by creating an account!
