Help Shed Light on Cook County Government

Become an OBSERVER! The Cook County Observer Corps members each follow a specific Cook County Board Committee. Some Committees meet every month; others only periodically. You can observe in person at the County Board Room, live via streaming on your computer, or on Comcast Channel 900, or after the fact via the videos of the meetings.

Help is needed for the following Committees: Audit, Finance, Legislation & Intergovernmental Relations, Asset Management, and Transportation. We already have one observer for each of these Committees, so you would be sharing observing duties, meaning this would not be even a monthly commitment. Training will be provided.

Asset Management Committee

May 13, 2025

The Bureau of Asset Management presented its annual report on the Build Up Cook Program, highlighting their work in underserved communities. The Committee also approved a resolution declaring indoor air and indoor environmental quality as a public health crisis.

  • The Bureau is using ARPA (America Rescue Plan Act) funds to provide resources to underserved communities for badly needed infrastructure projects such as fire hydrant replacements and sewer and stormwater projects.
  • The projects are managed by Asset Management staff, using County contractors.
  • One project highlighted was being able to help the Village of Robbins when a supply water main broke. The Bureau of Asset Management worked with other Cook County Departments to get it quickly repaired.
  • The Bureau is also using funds for workshops so that community employees develop the skills to manage projects and obtain financing through grants.

Criminal Justice Interest Group

  • The Funded Advocacy and Independent Representation Act passed in Springfield and will provide public defenders throughout Illinois. Many rural counties in Illinois now share public defenders

  • The Cook County Jail population is up 12% since January to 5,700. We will be monitoring this. When we started this group 10 yrs ago it was over 10,000 detainees. It had dropped to under 5,000 recently. State's Attorney Eileen O'Neill Burke stated in an ABC interview on June 4, 2025, that she is asking her attorneys to ask for detention in more cases, especially in domestic violence cases.

  • LWVCC signed a letter sent by the Illinois Network of Pretrial Justice to President Preckwinkle and all 17 Commissioners thanking them for combining the 2 systems of Electronic Monitoring under one jurisdiction, that of the Chief Judge. No other Illinois county had both a Sheriff's program and a Chief Judge program. We have advocated for this change for the last few years.

  •  Our next book discussion will be on Thursday June 26 at 9AM via zoom. The book will be "Just Mercy" by Bryan Stevenson.

  • Our next regular meeting will be on July 22, 2025 9 am via zoom.

Forest Preserve Interest Group

Nature is our Business

On Friday, June 5, a group of 13 met at Beaubien Woods in the south zone of Chicago Cook County Forest Preserves. Two people from the Forest Preserves shared the restoration and capital improvement updates that are ongoing at the preserves due to the extra money from the referendum. A new pavilion has been built and areas are undergoing restoration with controlled burns and herbicide applied to specific invasives. Beaubien Woods is important for the well being of the people who live in the nearby communities because the whole area is described as a “toxic donut” as it is surrounded by a landfill, the Bishop Ford expressway, the Calumet river, and a water reclamation facility.

In addition to the restoration, new trails are in process and allow easier access to the lake which is stocked with fish. The Forest Preserve has built several osprey platforms and we saw an osprey which had caught a fish and was flying to its nest. The osprey carries the fish with the head facing forward which makes the osprey more aerodynamic. The LWV Cook County Forest Preserve team offered a walk at Beaubien Woods a few years ago. Since our last visit, there have been many noticeable improvements as we saw many people from the community engaged in fishing or picnicking and just enjoying the forests.

Next team meeting is Wed, July 30, 2025 - 8:30am on zoom. If interested, contact Laura Davis  Lauramdavis90@gmail.com
