Waste Management Celebrates a Natural Gas Renewal Project

On September 11th, Mayor Dee Dee Cavanaugh and members of the City Council joined county and state leaders, along with the Waste Management (WM) team, to celebrate the grand opening of it's new Renewable Natural Gas (RNG) Facility in Simi Valley. This milestone project positions Simi Valley and Ventura County at the forefront of cutting-edge emissions reduction technology.


Expected to be fully operational in 2025, the facility will capture biogas from the landfill and convert it into pipeline-quality renewable natural gas. Once processed, the gas will be injected into the local commercial distribution grid, producing enough clean energy to power over 60,000 homes each year or fuel approximately 2,000 heavy-duty trucks.

Impact of Annual Coastal Cleanup Day


Coastal Cleanup Day, held on September 20th, was a great success, with 26 volunteers removing over 188 pounds of trash from the Arroyo Simi near Rancho Simi Community Park.


Common items removed included cigarette butts, food wrappers, bottles, and caps, along with unexpected finds like a shopping cart, office chair, window frame, and hula hoops.


Special thanks to the City's Environmental Compliance staff, Wanda Moyer, Camryn Swan, Brad Rocheleau, and Jessica Arellano, for organizing this impactful event in Simi Valley.


Coastal Cleanup Day is a statewide effort held each year on the third Saturday of September. Mark your calendars for next year’s cleanup on September 19, 2026. We hope to see you there!

Save Water for What Matters: New Law on Turf Irrigation


Although California is not currently in a drought, the state is taking steps to prepare for future water shortages. Assembly Bill 1572 supports water conservation by prohibiting the use of potable (drinking) water to irrigate nonfunctional turf on public, commercial, and homeowners' association (HOA) properties. The law will be implemented in phases starting in January 2027.


Nonfunctional turf is defined as grass that serves no recreational or public use. Examples include narrow strips of grass along sidewalks or parking lots, decorative lawn around buildings or fences, lawn between buildings that is not used for gatherings, and grass in medians, roundabouts, or signage areas. It also includes sloped or oddly shaped grass areas that are difficult to use or irrigate efficiently. This law does not apply to residential lawns. In addition, potable water may still be used to maintain the health of trees and other perennial non-turf plants, or to address immediate health and safety needs.


Rebates are available for removing nonfunctional turf and replacing it with drought-tolerant landscaping. Currently, commercial and public properties can receive $7 per square foot, while residential properties can receive $3 per square foot. Rebate amounts are subject to change and depend on availability at the time of application approval.

Turnkey Turf Transformation Program


Have you noticed the grass near City Hall and the DMV becoming noticeably browner? This fall, Turnkey Turf Transformation Program (Program) field work began at the Simi Valley Civic Center, where signs were placed to educate visitors about this effort, funded by the State Department of Water Resources Urban Community Drought Relief Grant Program, and administered by the Inland Empire Utilities Agency and Calleguas Municipal Water District. Roughly three quarters of Ventura County residents use imported water purchased by their retail purveyors from Calleguas, including Simi Valley customers. However, unlike most of the County, Simi Valley residents rely almost entirely on imported State Water Project supplies.   


Turnkey Turf provides a no-cost opportunity for the City to renovate the existing non-functional turf landscaping in approved areas, with upgraded drought-tolerant landscapes and efficient irrigation. The program demonstrates the benefits of such conversions, including water and cost savings. Calleguas and City staff have recently finished the “before” photo documentation. The total field work is scheduled for 28 weeks, including full turf kill cycle, and potential delays such as inclement weather. Civic Center visitors will notice these approved turf areas turning brown, like earlier rebate-funded conversions.

Deputy City Manager Honored with Award


On September 18th, Simi Valley's Deputy City Manager, Heather Sumagaysay, was named PR Professional of the Year by the Public Relations Society of America (PRSA) California Gold Coast Chapter. The prestigious award was presented at the conclusion of one of the local PRSA’s signature events, “Chart Your Course: Elevating Your Career to the C-Suite,” where Heather served as one of three distinguished panelists.


This honor recognizes Heather’s outstanding leadership in public communication, her commitment to transparency, and her strategic approach to building public trust, a crucial foundation for effective local government.


Throughout her career in municipal leadership, Heather has championed open, accessible, and honest communication between the City and its residents. Whether guiding the City through complex initiatives or responding to community concerns, her ability to communicate clearly, empathetically, and proactively has made a lasting impact on the way government connects with the people it serves.

Hours Expanded for Transit On Demand


Effective Monday, October 20th, Simi Valley Transit On Demand will extend weekday service hours to 6:00 p.m., and operate Monday through Friday, between 8:30 a.m. to 6:00 p.m.



The expanded hours are in direct response to increasing ridership and community feedback requesting later service times. These changes aim to improve mobility and access throughout the City.

Spreading Hope at Annual Rock Painting Night


More than 250 community members came together on September 26th for the Youth Council’s annual Rock Painting Night, held at the Simi Valley Public Library. The event, part of local suicide prevention efforts, invited attendees of all ages to paint rocks with uplifting messages and images.


Designed to spark connection and spread positivity, the night was both creative and meaningful with a small act with a big impact. These colorful creations, featuring words of encouragement and symbols of hope, will be placed throughout the City as quiet reminders that no one is alone.


If you or someone you know is struggling or experiencing thoughts of suicide, help is available 24/7. Call 988 Suicide and Crisis Lifeline to speak with a trained counselor. If emergency medical care is needed, call 911 or go to the nearest emergency room.

Free Residential Cleanup and Recycling Day This Month


The next free residential clean-up and recycling day, available to residents, is on Sunday, October 19th, from 10:00 a.m. to 4:00 p.m. at the Simi Valley Landfill and Recycling Center located at 2801 N. Madera Road. Simi Valley residents must provide proof of residency, such as a driver’s license or waste and recycling bill with a Simi Valley address. A household may dispose of up to two loads. Additionally, bring a sturdy bag to fill with free compost!    


Participants are asked to separate recyclables from refuse to facilitate recycling. Loads must be covered during transport to prevent litter. No commercial waste, commercial vehicles, hazardous waste, electronics, liquids, tires, household batteries, products containing mercury (such as thermometers and thermostats), or fluorescent light bulbs are allowed.

Free Household Hazardous Waste Event for Simi Valley Residents


On Saturday, November 15th, the City will host a Free Household Hazardous Waste Event from 7:00 a.m. to 10:45 a.m. These events are held on the third Saturday of every other month for Simi Valley residents. Household Hazardous Waste events are a convenient, safe, and environmentally responsible way to prevent hazardous waste from going to the landfill.

Trunk or Treat Events with Police

 

Get your costumes ready, bring the kids, and visit the Simi Valley Police Department at this year’s Trunk or Treats! At these events, children can walk from car to car collecting treats and getting wonderfully “frightened” by the decorations in one centralized location. Come out and see the latest police vehicles decorated spooktacularly.

The Simi Valley Public Library offers a variety of events for patrons of all ages. Join us for one of these monthly programs or special events in September. 


  • Now through Friday, October 31st: For the entire month of October, you'll have the chance to trick or treat with one of our books! We've covered up an assortment of books for a Halloween surprise. Will you unwrap a trick or a treat? You decide.
  • Saturday, October 4th through Saturday, November 15th: Children between the ages of 4-12 can read for a free In-n-Out burger! For every five books read, they’ll earn an achievement award. Each reader can earn up to a maximum of three of these cards.
  • Friday, October 17th: Annual Halloween Party hosted from 2:30 p.m. to 4:30 p.m. in the Community Room. Fun activities include: crafts, Halloween Olympics, a costume parade, and more.
  • Sunday, October 19th: Enjoy a relaxing classical guitar performance by Andre Giraldo at 2:00 p.m. in the Community Room.
  • Tuesday, October 21st: Students ages 10 to 17 invited to join the Coding Club at the Teen Computers from 4:30 p.m. to 5:30 p.m. Using Fiero, learn the basics of game design, web design, or various code languages.
  • Thursday, October 23rd: Join experienced educator and licensed insurance agent Ann Marie Nagel as she explains and answers questions about Medicare at 1:30 p.m. in the Community Room. This educational event is for those interested in learning about how Medicare works, Medicare enrollment, and those approaching age 65 with Medicare questions.

City Career Spotlight: Senior Engineer (Waterworks)


The City of Simi Valley is seeking a qualified Senior Engineer to join its team. This position offers an excellent opportunity for civil engineers looking for variety, challenge, and meaningful work in public infrastructure. 


The Senior Engineer will be responsible for managing complex capital improvement projects, conducting hydraulic studies, and performing advanced technical engineering tasks related to the planning, design, and construction of waterworks facilities. Key responsibilities include preparing plans, specifications, and cost estimates for a range of water infrastructure and public works projects, such as: 

  • Water main line replacements 
  • Water tank rehabilitation and replacement 
  • Pump station upgrades 


This full-time position offers a 9/80 work schedule with competitive pay ($52.07 to $66.96/hour) and excellent benefits.

Community Spotlight

Over $70K in Beef Donated to the Senior Nutrition Program


For the past three years, P.W. Gillibrand Co., Inc. has generously supported the City’s Senior Nutrition and Senior Share Programs, donating approximately 1,800 pounds of meat annually, including beef, ham, veal, and steaks purchased from 4-H animals at the Ventura County Fair. The company also covers the cost of butchering and packaging, bringing the total estimated value of donations to over $70,000.


At a time of rising food costs and limited funding, these contributions have provided a vital source of high-quality protein for hundreds of local seniors. The donated meat is used in meals served on-site and through Meals On Wheels, and is also distributed through the Senior Share supplemental food program.


The City sincerely thanks P.W. Gillibrand Co., Inc. for its continued generosity and commitment to our older adult community.

Zone 0: Know Your Fire Hazard Severity Zone and Prepare Your Property


Wildfire risk is a growing concern across California, and the City of Simi Valley is working to help residents stay informed and protected. The California Department of Forestry and Fire Protection (CAL FIRE) has updated Fire Hazard Severity Zones (FHSZ), which identify areas at increased risk of wildfire based on topography, vegetation, weather, and fire history.


One key focus is Zone 0, which is the first five feet around a home or structure. This area is critical in preventing embers from igniting homes and other buildings during a wildfire. To reduce risk, new defensible space guidelines have been established for property owners in high-risk zones within Zone 0 areas.


What residents can do:

  1. Check your zone: Visit the CAL FIRE's Fire Hazard Severity Zone (FHSZ) Viewer at www.osfm.fire.ca.gov to see if your property is in a designated hazard zone.
  2. Zone 0 Compliance Guidelines for Very High Fire Hazard Areas:
  • Remove all combustible materials (mulch, firewood, furniture, etc.) within five feet of any structure.
  • Use non-combustible landscaping materials like gravel or stone near structures.
  • Maintain clear gutters and roofs free of leaves and debris.



These actions not only improve fire safety but also help homes comply with state and local fire codes.

Community Meetings on the Behavioral Health Services Act


In 2024, Proposition 1 was voted in by Californians and will impact mental health and substance use care in our community. The focus is on making a difference for the people with greatest needs. 


A series of in-person meetings will be held throughout Ventura County, as well as two virtual meetings. In Simi Valley, a meeting will be held on Tuesday, October 7th, from 6:00 p.m. to 7:30 p.m. at the Rancho Simi Recreation Park Center, 4201 Guardian Street. Childcare. A light meal will be provided.

ShakeOut. Don't Freak Out.


Join millions for the Great California ShakeOut on Thursday, October 16th, at 10:16 a.m. Take this annual opportunity to practice earthquake safety: “Drop, Cover and Hold On.” 


While many of us have experienced an earthquake of some magnitude, all of California is at a higher risk for earthquakes compared to the rest of the country. You could be anywhere when an earthquake strikes: at home, work, school, shopping, hiking, and so on. Preparing for and practicing what to do in the event of an earthquake will increase your resiliency after an earthquake. The goal is to survive and recover quickly. 


Plan Your Drill

  • Register at ShakeOut.org to be counted and get updates. 
  • Learn earthquake safety at ShakeOut.org/dropcoverholdon
  • Get a drill narration from ShakeOut.org/broadcast. 
  • Hold your earthquake drill and discuss what you learned. 


Get Prepared for Earthquakes

  • Secure items that might fall or be thrown during earthquakes. 
  • Create or update personal or family disaster plans. 
  • Organize or restock emergency supply kits. 
  • Visit EarthquakeCountry.org to learn more about preparedness. 


Share the ShakeOut

  • Talk to neighbors about preparedness and safety. 
  • Encourage friends, family, co-workers, and others to participate.
  • Share photos and videos of your drill using #ShakeOut.
