Special Session Stalemate Delays Property Tax and Border Security Relief
No sooner had the gavel pounded a close to the 88th regular session of the Texas Legislature than they gaveled back in again for the first in what is expected to be a series of special sessions called by Governor Greg Abbott. The first special session call was to cover two items: property tax relief and border security. 

The Senate acted swiftly on property tax relief, producing Senate Bill 1 that combines savings derived two-thirds from compression and an additional third from an increase in homestead exemptions. Once the Senate bill passed and hit the House, Speaker Phelan refused to assign it to a committee, saying it was not germane to the call. In very short order, the House passed their own property tax relief bill, House Bill 1, and immediately adjourned sine die, meaning that their special session has ended without further plans to meet. This move forces the Senate to decide whether to pass the bill without the ability to work out any differences with an absent House.

The House and Senate remain in a stalemate with the Senate still in Special Session #1 and the House nowhere to be found. In the meantime, Governor Abbott has made good on his threat to veto bills if no property tax agreement was reached by June 18. He issued 74 vetoes after his June 14 statement. Most originated in the Senate for a total of 76 vetoes.

The border security bill called for by Governor Abbott has already passed the House and Senate. House Bill 2 increases criminal penalties for the smuggling of persons or the operation of a stash house. While no one would disagree with the need for such a bill, Texans were left scratching their heads and crying out for more substantial legislative relief from the border crisis.

Welcome New Precinct Chairs!
Judge Jay Wright swore in three new Precinct Chairs at the June CEC meeting. Welcome to new Precinct 90 Chair Brigetta Millen (Montgomery), Precinct 67 Chair Mariann Siegert (The Woodlands), and Precinct 81 Chair Susan Love (The Woodlands). Lonna Hord also was voted in as the new chair for Precinct 106 (Magnolia/Montgomery). Congratulations to all!

PACs impersonating the Republican Party
Voters, elected officials, and donors are being misled by Political Action Committees (PACs) in Montgomery County who are hijacking the Republican Party name to receive donations. The Party's County Executive Committee voted unanimously on June 6 to publish names of donors to these dishonest PACs to help protect voters.

Who are the elected officials funding the Party divide and why would they do so?

Donors to the Chairman and his wife’s various PACs, which hijack the Republican Party name, are contributing to the divide in the local party and creating confusion at the polls. Once voters are aware of this dishonest practice, it is up to each individual to decide whether to vote for candidates who knowingly fund this confusion.

Vice Chairman Bouché has been hosting short videos explaining the dispute in the local Party and why it's important for the Precinct Chair majority to stand up for the rules and bylaws that govern the Party. Since the County Chairman is unable to discredit the facts and documentation provided by Precinct Chairs, he responds by attacking the messenger. This video provides background on Vice Chairman Bouché so you can make your own decision about his motivations and reasons for fighting corruption in the county on behalf of voters.

Texans Stepping up to Support Conservative Warrior Ken Paxton
Texas Conservatives continue to be attacked by both establishment Democrats and Republican RINOs. Attorney General Ken Paxton was impeached on May 27 by the Texas House of Representatives, with only 23 Republicans voting against the controversial action. Many Republican voters see this as a direct assault against the Conservative movement and Texas values, and a telling indictment of how Republican legislators ignore the wishes of their constituents.

Speaker Phelan’s call for the impeachment of Attorney General Ken Paxton may be the final straw for Texas Conservatives. AG Paxton has been the most strident warrior for Conservatives and for the state of Texas that we have seen in decades. As a result, he has been targeted by the mainstream media, the Biden administration, Democrats, and Texas RINOs.

The Texas Primary will be held on March 5, 2024, and is every voter’s best opportunity to either affirm their approval or show their disapproval for their elected officials. Your vote is your voice and it must be heard. Working with your local Republican Party is an effective way to learn about issues that directly affect your community and your freedoms.
Legislation signed to protect Texas kids
Due to outcry from voters, Texas was able to pass strong bills aimed at getting sexually explicit reading materials out of our children’s libraries, banning drag queen performances for children, and banning kids' gender modification.

Governor signs fentanyl bills
Gov. Abbott signed four bills on June 14 to combat the fentanyl crisis. The new laws will educate young Texans on the dangers of fentanyl, provide more NARCAN to colleges and universities, and make it possible to prosecute fentanyl deaths as murder.

Election Integrity gets stymied in committee
The MCRP Legislative Committee tracked several wins for Election Integrity, but many more bills died without getting a vote when the House Elections Committee Chair essentially shut down the committee toward the end of the session by refusing to call meetings.

State Legislators Progress Report
Representative Ernest Bailes
Texas Rep. Ernest Bailes (Dist. 18) represents portions of East Montgomery County. He was a coauthor of HB 6, which allows for any person who causes a death by unlawfully manufacturing or delivering fentanyl to be prosecuted for murder in the state of Texas. HB 6 was signed by Gov. Abbott on June 14 and becomes effective on Sept. 1. He explains why he worked against the School Choice bill, his vote to impeach AG Paxton, and his views on property tax bills here. School choice is likely to be addressed in a special session.

Trump Indictment: The Return of the King!
On Tuesday, June 13, President Donald Trump appeared in a Miami Courtroom and pleaded “Not Guilty” to 37 felony counts related to his handling of classified documents. For each of the 37 charges, President Trump could receive a $250,000 fine and from five to 20 years in prison. This is the first federal prosecution in American history of a former President who also just happens to be a current presidential candidate.

At the press conference to announce the 29-page, 37-count indictment, Special Council Jack Smith declared, “We have one set of laws in this country and they apply to everyone.”

To many, this indictment seems entirely political and intended to hamstring President Trump in the upcoming election. If that is the goal, however, the opposite seems to be occurring. Immediately following the announcement of the indictment, Trump’s poll numbers rose and he now holds a 61 percent to 23 percent advantage in the latest polls over his nearest GOP challenger, Florida Governor Ron DeSantis.
Rep. Crenshaw introduces bill to block funding for hospitals that transition minors

Rep. Crenshaw went head-to-head with a doctor advocating for gender transitions for minors at a June 14 Energy and Commerce Committee hearing. When he asked her to provide studies on the benefits of transitioning minors, she couldn’t even name one.

Sen. Cruz introduces bill to fight back against ESG
The bill would prevent companies that manage investment funds held in federal employee retirement accounts from using those holdings to vote in corporate shareholder meetings to force ESG policies onto private sector businesses.
