Making observations that our State is in a “housing crisis” is no longer appropriate. We have slipped, fallen and cannot get up – it’s a full-blown emergency. We can all recite the statistics that have led us to this state of incapacitation, starting with the fact that nearly half of all Los Angeles area households are “cost burdened”, (spending more than 30 percent of their income on housing), sites a report from the California Budget and Policy
Center. This has contributed to the increase in the homeless count in Los Angeles County by 13,304 people over the last half decade, according to the Los Angeles Homeless Services Authority. There are now more than 52,000 people living on the street. It’s obvious that business as usual isn’t working. WE KNOW THE PROBLEM; HOW DO WE FIX IT?
A Housing Emergency Response Kit, HERK (think herculean), has been developed by our members to provides solutions for the Emergency situation that has become the state of housing in California. The HERK breaks down eight different housing policy concerns and offers one-page solutions for each:
Over the next few months we will be unpacking one of these topics weekly in our Newsletter. Not all of the HERK housing solutions are new, but the way we think of them should be.

MEMBER OF THE MOMENT
LADWP was established in 1902 to deliver water to the City of Los Angeles. Electric distribution began in 1916. Since then, LADWP serves over 4 million residents with 681,000 active service connections, and covers 473 square miles. The LADWP is made up of 9,400 employees, and is run by a five-member Board of Water and Power Commissioners and a General Manager, all appointed by the Mayor of Los Angeles. LADWP’s operations are financed solely through sales of water and electric services. Learn more here .

ADVOCACY IN ACTION
Director of Government Affairs, Diana Coronado, spoke in opposition of the Art Fee Ordinance at the LA County Regional Planning Commission hearing. This ordinance would add a 1% project valuation fee on all private development for the creation of art. Previously, residential development was exempted and BIA will be working with Supervisorial offices to ensure this exemption remains in the final ordinance when it's heard at the Board of Supervisors meeting.

HOUSING SPOTLIGHT
Aldersgate is currently in the construction phase for the "Press Courier" Apartments, 115 Senior apartments in downtown Oxnard, CA. This is an important and often overlooked housing type, as empty nesters no longer require a multi-bedroom house with a yard to raise their children, and find themselves wanting to downsize to something smaller, or possibly leave the house for their children’s children. Moving into a smaller unit designed for one or two people then frees up that single-family home for another family. The facilities include a community room, library/game room, exercise facility, and indoor/outdoor picnic areas. Learn more here .

Holy cow! California may get rid of single-family zoning ( LA Times )
"California may be on the verge of eliminating single-family zoning statewide. This is huge...On Wednesday, a key committee signed off on Senate Bill 50...a bill to allow denser, taller housing around transit & in communities with lots of jobs. As part of the negotiations, Wiener agreed to merge his proposal with Senate Bill 4... & the result includes one very big change: Single-family houses could be converted to four-unit buildings, by right, anywhere in the state."
