CDA Chamber Opposes Proposition 1
Historic Horse Racing Initiative

Idaho Proposition 1, the Authorize Betting on Historical Horse Races Initiative, is on the ballot in Idaho as an initiated state statute on November 6, 2018. These "instant gaming" machines allow gamblers to place bets on races that have already been run.

A YES vote is a vote in favor of this measure to legalize the use of video terminals for betting on historical horse races, also known as instant racing.

A NO vote is a vote against this measure to legalize the use of video terminals for betting on historical horse races, also known as instant racing.

The CDA Chamber's Board of Directors unanimously voted to oppose Proposition 1, the "Historic Horse Racing Initiative". Citing several key issues, the board was unwavering in their opposition to the proposition.

Key to the discussion was the faith placed in the legislative process that led to the current ban on the use of the proposed gaming machines. Two years ago, after thorough study, discussion and debate, the legislature overwhelmingly voted to ban the use of said machines, a vote that the Coeur d'Alene Chamber fully supports.

Secondly, the Idaho Attorney General's opinion calling into question the conformity of the proposition to the state's constitution. In his written opinion of January 12, 2018, he states that the law would be "likely to draw legal challenge" further stating, "equating historical horse racing wagering to pari-mutuel betting may be legally vulnerable." Similar legal challenges in several states across the U.S. have transpired. This challenge would result, in the Coeur d'Alene Chamber Board's opinion, in unnecessary legal defense expenses by the state. A cleaner approach would be to have a constitutional amendment and thus avoid unnecessary legal expenses.

Lastly, the board was highly critical of the deceptive tactics employed by the proponents of Proposition 1, both in the content of the current TV campaign and before the legislature. A more transparent discussion needs to be held regarding an issue of this importance. The issue of the state privatizing gaming and expanding gaming laws to include slot machine type, wide area gaming machines, needs to be debated openly with 100% transparency. Public policy should not be impacted by anything less.

For these reasons, the Coeur d'Alene Chamber opposes Proposition 1 and encourages its members to study the issue in full detail before casting their vote this November.

"It's Going to be Amazing" is the title of our presentation from motivational speaker, Jessica Bonar. We are not all naturally "gifted" with leadership skills, nonetheless many of us are given leadership roles. What can we do to be intentional leaders and how do we rise to the occasion for those we lead? Come and hear Jessica's motivational mindset on leadership.

Upbeat Breakfast occurs the second Tuesday of every month. On average, 150 members attend, making it one of the most popular networking events in our community. Trade tables allow members to display their business and briefly address the group. The program features a different speaker each month, highlighting various topics of interest. With a reservation, the cost is $17 and includes breakfast and coffee. Cost for attendees without a reservation is $25.

Draft Feasibility Study

In 2018, the city of Coeur d'Alene asked ignite cda to commission a report to study the feasibility of adding a Performing Arts venue to our community. CDA 2030 facilitated the study by developing the request for proposals (RFP), completing the consultant selection process, and reviewing draft reports. Below is the draft of the study just released by HVS Convention, Sports & Entertainment Facilities Consulting.  HVS welcomes feedback to the report prior to September 16, 2018.

Congratulations Hospice of North Idaho!

The Commodores, CDA Chamber staff and board members were on hand to help Hospice of North Idaho celebrate the opening of their lovely new Community Building on the first Hospice Campus in North Idaho!  Situated adjacent to the Schneidmiller House, the ground floor of the Community Building is completely dedicated for community use. It includes a 300-person capacity community meeting room, education lab, training center, and an entire wing dedicated to free, community, grief support. Hospice is our area's only community-owned hospice providing expert care for 37 years. It is a model of health care designed to care for someone during the final months of life.
