COP Decision on Global Climate Action
One of the outcomes of COP 25 in the “Chile Madrid Time for Action” decision includes Parties formally expressing their support for the High-Level Champions, the Marrakech Partnership and the role of non-Party stakeholders (cities, subnational regions, business, investors and civil society) in climate action. Specifically, this included:

  • Acknowledging the contribution of non-Party stakeholders in progressing towards the objective of the UN Climate Change Convention and the goals of the Paris Agreement
  • Extending the mandate of the High-Level Champions and the annual High-Level Event on Global Climate Action until the end of 2025
  • Welcoming the continuation of Marrakech Partnership and requested the High-Level Champions to explore ways to improve it for enhancing ambition
  • Requesting the secretariat to continue their engagement with non-Party stakeholders and to enhance the Global Climate Action portal (NAZCA), including through the tracking of action

Many believe that this decision is a result of the high-impact action that has been mobilized in the pre-2020 period by coalitions, initiatives and stakeholders and a recognition of the importance of collective action and building on what has been already achieved to enhance ambition, support Parties and scale up implementation.

Climate Ambition Alliance
During the High-level Event on Global Climate Action, Gonzalo Muñoz, the High-Level Champion of Chile announced a renewed Climate Ambition Alliance, which now includes 120 countries plus the EU committed to net-zero emissions by 2050, as well as a further 1,214 actors (cities, subnational regions, businesses and investors) who have pledged the same goal. Additionally, 114 countries have committed to enhancing their national ambition (via their NDCs) by 2020.

Since the UN Secretary-General’s Climate Action Summit, this represents significant growth as the number of countries have nearly doubled with more than half of the countries of the world committed and the number of action stakeholders increasing by five times.
Outcomes of the Marrakech Partnership Programme of Activities
The Marrakech Partnership programme kicked off with the Yearbook and Climate Action Pathways event that included showcasing the Climate Action Pathways, which provides a blueprint on how to collectively strive for a 1.5 degree, resilient future across the thematic and cross-cutting areas of the Partnership.

During the thematic events and roundtables, concrete evidence of transformational action from the pre-2020 period was shared and substantive discussions on how to drive even further urgent action were convened with a diverse range of participants from Ministers, CEOs to technical officers representing national governments, cities, subnational regions, business, investors and civil society.

This culminated with the High-Level Event on Global Climate Action that took place in a packed plenary where, other than the announcements of the Climate Ambition Alliance, highlights included the United Nations Secretary-General, António Guterres, launching his report on the 2019 Climate Action Summit and engaging in an illuminating conversation with Italian astronaut, Luca Parmitano (live from the International Space Station), Ana Botin, Executive Chair, Banco Santander, declaring how they will be carbon neutral by 2020, more than 500 B Corporations committing to be net-zero by 2030 and many countries offering encouraging statements of support for the work of Global Climate Action and continuation of its work post-2020.
