Since Governor Cooper announced on Wednesday, May 6 that Phase 1 would take effect on Friday May 8 at 5 pm, there was no need to delay the Range Report as previously announced.

As we see it, there is little difference for us between the restrictions that are in place now and the restrictions in phase 1.

THEREFORE, ALL MATCHES AND SCHEDULED
PHA ACTIVITIES ARE STILL CANCELLED
UNTIL FURTHER NOTICE.

Any changes will be announced
in the Range Report.

NOTE : During this time, PHA members are NOT to bring any guests or visitors into the PHA Range.
PHA members are only allowed to bring in anyone from their immediate family.


This is being done in the interest of the welfare of the general membership and to follow the sanctions imposed by North Carolina Governor Roy Cooper.


When it is time to resume normal activities, it will be published here in the Range Report.

More Information

The Range will not be closed. It will remain open during this time period. Please exercise proper main gate etiquette during this time as you come and go. Please do not congregate in groups of 10 or more while at the Range.

As things change, they will be announced here in the Range Report. We are merely following the sanctions given by Governor Roy Cooper for the state of North Carolina. When these sanctions are lifted, we anticipate resuming our normal schedule. We will issue a Special Range Report immediately to let you know.

The PHA Club Nominations Committee, headed by Nancy Mueller, is now looking for nominees for the next Board of Directors. All positions on the Board are open. Nominations will be accepted from now until 5pm today, May 14.

Directors (5 positions available)

Who can be nominated?

A nominee must have been a member of PHA for 3 years. An officer must be a current member of NRA. Directors do not have to be a member of NRA.

include attendance and participation at General Meetings, Board meetings, Work Days, Open House, new member walkthroughs, and other Range projects.

Construction Project.
100-yard Range Wall
Members, we need your help.

The PHA Board started last fall, looking at the wall behind the 100-yard firing line. It was old, probably original. The railroad ties are falling apart. Weeds and such are growing with the ties. Hornets found a deep nest inside. Trees were growing way to close to the ties and the block building that is there now. Drainage was getting worse and overrunning the firing line in places that made for a very muddy mess. And quite frankly, it is a bit of an eyesore.

So, the Board decided we can do better.

The Board talked with a lot of people to get various ideas and looked for a long-term fix. They finally settled on a concept of using stacked stone. Other styles were considered but they always came back to stacked stone. Then they learned that no one would build it without an official engineering design. So, they found an engineer to do a design for them. They talked with several contractors who said they were interested but never responded with a proposal. Either the job was too big for their small company or too small for their big company. Finally, they had a conversation with a company that has done work for them before. The company is Earthtek Services LLC. This is the same company that built the replacement bridge at the 100-yard range. They did a great job. They started on time. And they finished on time. So they were given all of the information that they had. Then they did their due diligence of the project and made a proposal. But PHA Board still kept looking for anyone else for comparison purposes. No luck.

Then Earthtek came back with a proposal.

Below is a description of the overall project.

SCOPE of Work
PHA Multi Project Plan
 
The scope of this multifaceted PHA construction project plan is to:
 
  • DEMO the existing cross ties, dirt, and gravel material
  •  Construct a stacked block retaining wall with steps
  •  Construct a concrete pad of approximately 1400 sq. ft. with drainage
  •  Construct a proper drainage system to collect and control water runoff.
  • Construct an Unload/Load concrete pad and grading of Parking area.
  •  Construct a transitional pedestrian concrete ramp between the gravel roadway and the concrete pad.
 
1. The DEMO work will require removing existing RR cross ties and the dirt/gravel material to some designated location on the PHA property. Any clean dirt material recovered from the pad excavation may be dumped in front of the 50-yard berm. The wall and pad area is a constricted space and the use of small size equipment is recommended.
 
2. The retaining wall is to be built of stacked block as per outlined in the previously presented Engineering plan. The wall is approximately 140 foot in length and 6 ft high with build-in steps approx. 7 ft in width with an appropriate handrail in the center. The steps are to be “turned in” as per design using the same block material as appropriate. The plan references a "Versa-Lok" block but any comparable block will do. The necessary dirt backfill material is available on site but would have to be moved via Loader and Dump Truck. The wall ends may be “stepped down” or “turned in” to provide for the most efficient use of the upper Parking area and water control.
 
3. The concrete pad will be approximately 1400 sq. ft. between the Wall and the existing Bench Pad. The plan calls for compacted "57" gravel and a wire mesh base. The length will be the same as the Wall and is approx. 11 ft wide along the bench pad and will be 6 ft wide around the side and back of the block building.
 
4. A commercially fabricated trough drain system is to be installed the length of the bench pad and terminate into a catch basin box drain (approx. 101 ft in all). The Box Drain should be sized to handle the water runoff flow from the wall and the pad. A pipe drain (6 inches or better) will be installed under the 8 ft wide bench concrete pad (cutting required) and run approximately 149 ft along the block wall of Pistol Bay # 1 to a buried drain pipe at the 50 yard berm. ACO K-series and GreyDock drain systems have been viewed but any comparable system could work. The desire is for a long term, maintenance free, product that can stand up to pedestrian foot traffic and wheeled carts
5. At the top of the stairs a 4x7 concrete pad is needed for a Load/Unload area. The parking area is to be graded for water control and leveling for parking to right and left of the stairs using available backfill and the appropriate gravel as needed.

6. Pending final design… a transitional pedestrian concrete ramp is to be constructed to accommodate foot traffic coming from the gravel roadway down to the concrete pad. Length and width to be determined in final stage of total construction.

This project is expected to take 10 days to complete (with no weather complications).

The cost of this project is approximately $49,000 . But as you can tell from reading the above bullet items, there is a lot of materials and labor going into this project. We are asking for up to $55,000 in case of any unforeseen problems. And this is a turnkey project. When Earthtek finishes, everything is finished. There is nothing left to be done for this project. And it will last another 40 years.

So, here is where you can help us.

Normally, the Board would present this at a General Meeting, have the necessary discussions about the project, and then take a vote (the vote is necessary because of the dollar value involved) to approve the project.

But these are not normal times. The Board would like to get this project moving forward. So we have decided to have you vote a different way.

On Monday, May 18, you will receive an email through the Constant Contact program that will allow you to vote for this project. You will have until midnight on Sunday, May 24 to cast your ballot.
You will be voting "YES" for the project to be done, or "No" to not do the project.

This is the type of drain system that will be used to prevent water overrunning the bench pad. Also a great place to add picnic tables.
PHA Safety Reminder
All targets must be placed directly in front of the berms. Cross firing is not allowed.
Do not place targets between firing point and the leading edge of berms since this can cause dangerous richochets.
