APPAM announced the slate of nominees for the 2018 Policy Council during the Membership Luncheon on Friday. The PhD Dissertation Award and Raymond Vernon Memorial Award were presented during this lunch.

Spencer Foundation Award winner Susan Dynarski, University of Michigan, delivered a short talk on what we have learned about education and economic mobility. Reactions followed from Lashawn Richburg-Hayes, Insight Policy Research and Judith Scott-Clayton, Columbia University.

In a new format for 2017, tonight's address featured the Presidential Address by Carolyn Heinrich and the APPAM Awards. Heinrich's address, entitled A Thousand Petty Fortresses: Administrative Burden in U.S. Immigration Policies and its Consequences , examined how state policies on immigration conflict with federal law with adverse consequences for the well-being of children of immigrants and their families, as well as for the transparency, fairness and effectiveness of public administration.
