Western Hays County is in the midst of a water crisis. Springs like Jacob’s Well are drying up, wells are running low, and unchecked growth continues to strain our most vital resource.


Now, SB 2660 is heading to the Senate floor — and we need to make sure Senator Donna Campbell hears directly from her constituents.


This is a critical moment. Your voice is needed.


What’s at Stake:


The Hays Trinity Groundwater Conservation District (HTGCD) still lacks the tools and funding it needs to protect our aquifer. SB 2660 changes that by aligning western Hays County with other groundwater districts across Texas, ensuring sustainable, science-based water management.


SB 2660:

  • Protects household and agricultural wells – No new taxes, meters, or fees
  • Applies fair fees – Only on large commercial wells, using the same model already working in eastern Hays County
  • Supports local water oversight – By funding responsible, long-term aquifer protection


Why It Matters:


Without this bill, landowners will keep facing declining water levels while large-scale pumping continues without proper limits. SB 2660 is our chance to shift that reality, ensuring fair, effective, and locally guided groundwater protection.
