A Message from Our President
 
Greetings and salutations Southeast Chapter members, I hope everyone had a great fall season and you are ready for the holidays!
 
The 2022 IECA 50th Anniversary Annual Conference & Expo is scheduled in person for February 15 - 18, 2022 at the Minneapolis Convention Center. Please make plans to attend and I hope to see you all there! We have a Chapter discount code for registration.
 
I look forward to hopefully moving back to a full year of our typical in-person training and networking in 2022. IECA has impressively provided educational opportunities both virtually and in person. However, our industry operates at its best when we rekindle our personal networks and have face-to-face interactions. With the passing of the Federal Infrastructure Bill paired with the ARPA-funds distribution, 2022 should be an exciting year for all of us in this industry.
 
Please remember that we are her to assist you in your unique education needs no matter what the climate is. The Chapter continues to have many great training events scheduled, so please visit our webpage to view the schedules and dates. Remember to check the webpage periodically so you do not miss out on any of our outstanding educational opportunities. Also, IECA Members receive a discounted rate on all virtual courses in the IECA eHub (https://ehub.ieca.org/), and also have access to the free member library of courses.

New Chapter Scholarships

The Chapter is very excited to announce a rebranding of our Chapter Scholarships. The Chapter now as the following Scholarships based on the dedication of these honors to IECA and the Southeast Chapter.

·     Earl Norton Student Scholarship
·     Ted Sherrod Industry Professional Scholarship

Earl Norton
Earl is an Industry Leader Focuses on Learning and Sharing Knowledge
 
When asked about the accomplishments of which he is most proud, Earl says, “Helping to develop the state-wide Alabama Erosion and Sediment Control Partnership program is my most rewarding activity related to the construction stormwater industry.” In 1996, Earl attended the annual IECA Conference, which led to his involvement with IECA—attending every conference since 1996.
 
Notable Accomplishments:
 
Years in erosion control: 60+ (yes that’s 60+!!)
Academic degrees:

  • M.S. in agronomy and soils from Auburn University

  • Outstanding Professional (IECA) 2020,
  • Lifetime Achievement Award – CPESC Fellow (EnviroCert International)
  • Other recognitions: Soil and Water Conservation Society – Fellow (2005);
  • Alabama Wildlife Federation’s Governor’s Conservation Award – Water Conservationist of the Year (2005),
  • Soil Conservationist of the Year (2014)
 
Upon recognition of the Scholarship, Earl stated “This was such a surprise and is a very high honor! I truly appreciate the support of IECA over the years and especially appreciate the support of the Southeast Chapter leaders.!”

Ted Sherrod, PE, CPESC, CPSWQ, CM
Ted M. Sherrod is a Principal Environmental Engineer with AECOM with key responsibilities involving management of construction stormwater and post construction stormwater programs, design of stormwater control measures and training materials, and development of stormwater management plans for private and public sector clients. Ted retired with 30 years of service with the North Carolina Department of Transportation's (NCDOT) Roadside Environmental Unit and as a Transportation Engineering Manager for the Field Operations Section in Raleigh. Ted was tasked with implementing the Department's Erosion and Sedimentation/Stormwater (E&SC/SW) program for linear and vertical construction. His roles involved design and field implementation of E&SC/SW for roadway and bridge construction projects, supervising 15 field engineers and technicians. Ted also oversaw the development of an E&SC/SW training and certification program for over 4000 engineers, consultants, contractors, and transportation technicians involving inspection, site management, and design. Ted has experience in training oil and gas clients for implementation of RAPPS, as well all E&SC management for construction of landfills for coal combustion residuals and repair of coal ash impoundments for power industry clients.
 
Upon recognition of the Scholarship, Ted stated “I was so surprised and deeply moved to be recognized with this honor! I was always so proud to represent the SEC for the past several years.”
 
These scholarships are available for all Chapter Members (or prospective Chapter Members) to attend the Annual Conference, the IECA Southeast Chapter / EPA Municipal Wet Weather Stormwater Conference or other training events sponsored by the IECA. Earl and Ted received the first honorary scholarships in their name. Please join me in congratulating them on this honor.

New Chapter Awards
 
The IECA Southeast Chapter is proud to announce the establishment the following new Chapter Awards
  • SE Chapter Individual Achievement/Sustained Contributor Award
  • SE Chapter Innovative Project of the Year Award
   
These awards will be recognized annually at our IECA Southeast Chapter / EPA Municipal Wet Weather Stormwater Conference. Recipients of these awards will automatically be nominated for IECA awards given out at the National Conference.
Waters of the U.S. (WOTUS) New Rules Proposed
The U.S. Environmental Protection Agency (EPA) and U.S. Department of the Army (the agencies) announced a proposed rule to re-establish the pre-2015 definition of “waters of the United States” (WOTUS) which had been in place for decades, updated to reflect consideration of Supreme Court decisions. This action advances the agencies’ goal of establishing a durable definition of WOTUS that protects public health, the environment, and downstream communities while supporting economic opportunity, agriculture, and other industries that depend on clean water. This proposed rule would support a stable implementation of “waters of the United States” while the agencies continue to consult with states, Tribes, local governments, and a broad array of stakeholders in both the implementation of WOTUS and future regulatory actions. Additional information is located at EPA's WOTUS webpage. Comments may be submitted on or before February 7, 2022 to the Federal eRulemaking Portal.

Need Financial Help Attending?

Want to attend the 2022 IECA Annual Conference in Minneapolis but need help covering the costs? Each year the chapter provides student and professional scholarships for multiple conferences and events including the annual IECA Conference and Expo and starting this year we’ve added a twist. We are excited to unveil the Earl Norton Student Scholarship and the Ted Sherrod Professional Scholarship. Earl and Ted have helped the stormwater community immensely through the years by giving their time to teach, serve, and mentor others in the southeast and across the IECA. Scholarship applications are due January 7, 2022 and winners will be announced by January 14, 2022. Applications are available on our website (secieca.org) or contact David Snider, our chapter vice-president, for more information (david@LMES.us). We look forward to seeing you in Minneapolis in February.
