We're excited to kick off our first monthly newsletter by bringing you the essentials you'll need to know in November, highlighting our mission to make clean mobility accessible for everyone.


"The Driving Clean Assistance Program is another important tool in the fight against climate change," said Vivian Rahwanji, Chief Programs Officer at CHCD. "Through DCAP, we're enabling Californians in communities with some of the worst air quality to get rid of their older polluting vehicles and switch to clean ones. And through our financial counseling services, we're helping eligible Californians clean up their credit and set them on the road to success."

Eligibility Requirements

Who is Eligible?


Eligible applicants for DCAP must be California residents, and be income qualified, which means having an income at, or below, 300% Federal Poverty Level (FPL).

What Cars are Eligible?


Vehicles that are BEV, PHEV, FCEV, or ZEM must be purchased from a franchise dealer, dealer that is a member of the Credit Union Direct Lending (CUDL) platform, or through a DCAP broker.

Comite Civico del Valle: Ride & Drive


DCAP's community partner Comite Civico del Valle (CCV) held a Ride & Ride event on Saturday, September 7, 2024, 10 a.m. to 2 p.m.


Attendees had the opportunity to experience driving multiple clean air vehicles onsite. The event was held indoors and it was combined with other community resources available to the public. Clean air vehicle dealerships onsite included Imperial Valley Volkswagen, Ford El Centro Motors, Imperial Valley Chevrolet GMC, and Imperial Valley Hyundia. 


CCV is now accepting applications from income-qualified community members throughout Imperial County.


CCV is a community-based organization working on civic engagement & health-based initiatives that help inform community & policymakers through education, research, & advocacy.

The Community Housing Development Corporation's (CHDC) Driving Clean Assistance Program (DCAP) is a California Air Resources Board-funded clean air vehicle incentive program to help low-income Californians, especially those in underserved, Tribal and disadvantaged communities, access to clean air vehicles.
