Dear Ariana,


The Maryland General Assembly’s 445th legislative session is in full swing, having convened Wednesday, January 11th. My staff and I are excited to be back in the office fighting for District 16. We’re already preparing for a packed session as the General Assembly expects to debate legislation on abortion access, recreational marijuana regulation, education, and a range of other issues affecting Marylanders today. 


It's been a welcome start to the session that on his first day in office Governor Moore released the $3.5 million in funding the assembly approved last year to expand abortion access.


It’s been an honor to step into my new role as the Vice Chair of the Health and Government Operations Committee (HGO). I remain committed to prioritizing equitable health policy and reproductive justice in this new position. Stay up to date on what legislation our committee is considering on the MGA website


I’ve been working on a number of issues that I hope you’ll keep an eye on as the session progresses, including: 


  • Reproductive Rights - I am leading colleagues in a package of four major bills on reproductive health care that will build on the success of the Abortion Care Access Act and ensure that Maryland is a national leader with a strong response to the devastating Dobbs decision. I'm introducing a bill requiring that all four-year public higher education institutions provide access to contraception and emergency contraception and have a plan to provide or refer students to a comprehensive range of reproductive health services, including medication abortion. Other bills I'm supporting include a ‘shield law’ to protect Maryland providers, patients, and other individuals supporting the provision of abortion against criminal, civil, and administrative penalties. The package will also include a data privacy bill to protect data related to abortion care. Finally, I’ll continue to fight for the Speaker's constitutional amendment enshrining the right to reproductive liberty, including abortion, continuation of pregnancy, and contraception.


  • 988 Funding - I’ve introduced a bill to create a non-lapsing fund to support the 988 national suicide prevention and mental health crisis hotline in Maryland. The fund will be seeded by a $12 million appropriation in Fiscal Year 2025. 988 is a critical resource in serving those impacted by the ongoing mental health epidemic and we must maintain it as a top budget priority.


  • Board of Nursing Reform - I’m partnering with the Moore Administration to introduce a bill to reform the Board of Nursing and to provide it with the infrastructure and staffing it needs to operate efficiently and eliminate licensing delays. These delays have had an overwhelming impact on Maryland's nurses and health care providers who we count on to provide life-saving care.



  • Blueprint for Public Health - I’m thrilled to introduce a bill to establish the Commission on Public Health, which will make recommendations to improve the delivery of foundational public health services in Maryland. This Commission is the beginning of a four-year project to improve health equity and access to clinical care in the state. Read more about this in this Washington Post article.

On Thursday, January 12, I attended a third meeting with the White House Gender Policy Council on reproductive rights. This meeting was to discuss state legislators expanding training for reproductive health care. It was a great opportunity to discuss the successful passage of the 2022 Abortion Care Access Act and hear from other legislators about their states’ efforts to make reproductive health care more accessible and equitable. Old Georgetown Road Bike Lanes



We’ve heard from many of you about the new addition of bike lanes on MD 187 Old Georgetown Road. While the bike lanes are designed to make pedestrian and bike traffic safer in a high-density area of our county, there have also been concerns about increased traffic congestion as a result of the lane closure. MDOT’s State Highway Administration is planning to conduct a post-installation analysis in the spring to assess the impact of the changes, and I have been working with the D-16 delegation to provide more transparency in these processes for our constituents. Please continue to reach out to me about how this change has affected you.

I also represented the state of Maryland at the National Conference of State Legislatures Health Innovations Task Force Meeting in Savannah, Georgia this past weekend. I shared ideas and strategies with leading state policymakers about advances in behavioral health, improving nurse training programs, and navigating telehealth policy.

Little Falls Parkway Public Hearing - Feb. 15


On February 15th from 7:00 pm - 8:30 pm, Montgomery Parks will host a virtual public hearing to share the findings from their traffic studies conducted on Little Falls Parkway. The Little Falls Parkway project was implemented to test the viability of closing two lanes on the Parkway between River Road and Arlington Road to create a linear park for community use. Community members are invited to voice their opinions on the project at this public hearing.

Meet Team Kelly!


This session I welcome a new team to the D-16 office! My new chief of staff Hallie Clemm comes to us after decades of experience in the District of Columbia government. My new legislative aide Benton Anthony is a recent graduate from University of Maryland’s Public Policy Masters program. Jakeya Johnson, a graduate student at Bowie State University, is leading on Reproductive Rights. We’ll have three interns in the office this session: Izzy Scholes-Young, a junior at American University, Clea Bergsman, a senior at Walt Whitman High School, and Rebecca Fishburne, a graduate of the Legacy Leader program in the Maryland General Assembly. It’s an honor to work with such a dedicated and experienced team.

Remembering Marilyn Goldwater


The Honorable Marylyn Goldwater passed away on Jan 7, 2023. Marilyn was my predecessor as Vice Chair of the Health and Government Operations Committee, and a mentor to many women. She was elected from Bethesda in 1975, having been a leader with the Montgomery County Women's Democratic Club.She was one of only 16 women in the House at the time. She was a trailblazer, fighting for women in the workforce- including insurance coverage for Nurse Practitioners, Nurse Midwives and part-time state employment, respite for caregivers and supporting pregnant teenagers.
