The Development of Trosper Park Golf Course began in the 1940s. To make the land usable for a golf course, abandoned oil well sites were dynamited and 4 feet of earth was removed from the area.  Over a period of several years, 10,000 loads of sludge were trucked into the area from the South Disposal plant. Dirt from the southwest part of Oklahoma City was also used in the Trosper Park area. Parks personnel did all of this work during the 1940s and 1950s.
 
The 1950 General Obligation Bond issue, approved by the voters, included money for the development of the Trosper Golf Course.  Park employees largely constructed the 18- hole golf course, fairways, tees, small water lines, driving range and miniature golf course with $85,190 from the bond issue. The first 9-holes was finished in 1957. The second 9-holes was completed in the spring of 1958. The driving range and miniature golf course could not start construction until after the removal of a refinery in the fall of 1958. The driving range opened in 1960. The clubhouse was built for $53,757 with $ 25,000 provided by Tom Harris to be amortized over a period of 15 years.
Tom Harris had the lease for Woodson Park Golf Course and became the lessee for Trosper Park as Woodson closed. The City bought out the lessee with general obligation bond funds for $140,000 in 1966, and took over the operation of the course.
Funds from the 1970 General Obligation Bond Fund were used to build the Trosper Maintenance Building ($37,789.00) and the course irrigation system ($104,245 .04). The irrigation system had a 50% match from the Bureau of Outdoor Recreation. OCPPA revenue bonds have funded all other improvements since that time.
 
 
James E. Stewart
 
Named after a prominent Oklahoma City business man, James E. Stewart Golf Course was built with funding from the 1995 General Obligation Bond Issue. This golf course opened in 1999, with its operation being funded by revenues from the course as well as an annual subsidy from the City's General Fund. It is funded and operated separately from the other OCPPA courses. To date, no additional improvements beyond the original construction have been made to the golf course.
 
Generally, since the 1970's, it has been the policy of the City to use revenue bonds to fund improvements to facilities that charge fees or service charges. General obligation debt capacity has been reserved for those facilities that do not have the ability to charge fees to use the services or facilities, or that the 'City" Council desires to be available to the general public. Examples of those facilities or improvements for which revenue bonds have been used for many years are water, sewer, airports, and golf facilities.
