Thank You to BOA Co-Chair: Randy Chapman

As Randy’s term concludes, we want to thank him for his many contributions to ITRC, both as a Board Co-Chair and in numerous other roles over the years. His leadership, perspective, and commitment have left a lasting mark on the organization. Although he will be missed on the Board of Advisors, we’re excited to see him continue his involvement on ITRC teams in the future.

A parting message from Randy: "To my fellow past, present, and future ITRC members: as my time on the Board officially comes to an end, I’d like to share a few final thoughts - Like in The Wizard of Oz, it’s human nature not to fully understand—or appreciate—what happens behind the “curtain.” In this case, that’s the day-to-day work of the ITRC Board to keep the organization running. I’ve had the privilege of serving on the Board for many years, first as the Team Leader Liaison and later as a Co-Chair. During that time, the Board has navigated changing political administrations and shifting priorities, while addressing environmental challenges brought forward by our members, industry, the regulated community, and our state and federal partners.


Through collaboration and consensus, the Board works to balance these needs with what ITRC can realistically achieve. While not every decision satisfies everyone, each is made with the goal of sustaining the organization and positioning it to move forward for the next generation of environmental professionals. When I first joined ITRC as a team member, I didn’t fully grasp the level of effort contributed by the volunteer Board members and full-time staff. I certainly do now.


None of this would be possible without you—the members and participants of ITRC. Continuing the Oz analogy, you are the inhabitants: a diverse and remarkable mix of individuals. I’ve been fortunate to meet and work with many of you over the years, and both my professional and personal life are better for it. Thank you for the memories and opportunities ITRC has given me. I hope you all continue your own meaningful journeys in the ITRC land of Oz.

Welcome New State BOA Member: April Lazzaro

April is a Senior Environmental Quality Analyst for the Air Quality Division at the Michigan Department of Environment, Great Lakes, and Energy. For nearly 27 years she has worked as a compliance inspector to ensure regulated facilities adhere to state and federal air pollution regulations. She has served as the ITRC Point of Contact for the State of Michigan since 2024 and before that was a co-team lead for the Ethylene Oxide project team. More recently she has contributed to the Sustainable Management of Waste from Energy Resources project team. April holds a B.A. with a double major in Biology and Environmental Science from Olivet College (The University of Olivet).

As a member from the California Air Resources Board (CARB), Stephanie offered thoughtful insight, collaboration, and a strong commitment to ITRC’s mission. We are grateful for her contributions and wish her continued success in her work ahead.
