Regular Legislative Session

The Tenth week of the 2025 Regular Legislative Session has passed. The deadline for original floor action on general bills and constitutional amendments originating in other chamber has passed. The deadline for original floor action on appropriation and revenue bills originating in Other House is Tuesday March 18th.

Omnibus Bond Measure Passes Senate Finance Committee

House Bill 1894

On Thursday March 13th, the Senate Finance Committee amended and passed House Bill 1894. This measure issue bonds for various purposes. The House Chamber had previously passed this measure off the House Floor by a vote of 116 to 3.

This measure will now head to the Senate Floor Chamber for consideration.

NOTE: MAS has been informed that this measure could also be this year’s omnibus special projects legislation. MAS will continue to monitor closely.

Legislation Addressing Giving Local Governments the Discretion to Issue Public Notices Via Electronic Devices Dies on House Floor Calendar

Senate Bill 2832

 

On Wednesday, March 12th, Senate Bill 2832 was not brought before the House Floor Chamber for a vote to surpass the deadline of that day. The original intent of this measure was to give county boards of supervisors the option to issue public notices via electronic devices, due to the lack of traditional newspaper circulations within the state. MAS intends to continue to address this issue.

Key Measures Impacting County Government Still Alive

 

House Bill 1 and Senate Bill 3095: Both measure are still alive. Both measures address Tax Reform.

NOTE: If neither measure is addressed by its March 18th deadline, both measures will die in committee.

 

Senate Bill 2835: This measure addressing E-911 funding from a comprehensive perspective. This measure is sent to conference committee.

NOTE: This measure increases the communication device surcharge that counties receive.

 

Senate Bill 3041: This measure provides reimbursements for the homestead exemption.

NOTE: This measure provides homestead exemption reimbursement at $94 million. This represents a $2 million increase from last year. This measure is sent to conference.

 

Senate Bill 3033: This measure provides funding for the Beaver Control Assistance Program (BCAP). This program is level funded at $1.1 million from last year. This measure is sent to conference.


Senate Bill 2802: This measure will provide addition funding for county and municipal fire funds. This measure is sent to conference.   

 

House Bill 1466 & Senate Bill 3062: Both measures address the ad valorem exemption on equipment for broadband services. Both measures increases the speed requirements to receive the exemption as well as provide for a standard of accountability for reporting to the county tax assessor.

NOTE: Both measures are in their opposite chamber respective committees.

 

Senate Bill 2857: This measure provides funding for the Small Municipalities Limited Counties Population Grant Fund. The funding level is at $1 million.

NOTE: This measure is currently due from the Governor (3/17/25)
