Regular Legislative Session

The Thirteenth week of the 2025 Regular Legislative Session has passed. The deadline for Final Adoption of conference reports on appropriation and revenue bills and the deadline for conference reports on general bills and constitutional amendments to be filed has passed.

2025 Regular Legislative Session SINE DIEs Prematurely 

2026 Fiscal Year Budget Incomplete

 

On Wednesday, April 2nd, the House Chamber adjourned Sine Die and the following day, Thursday, April 3rd, the Senate Chamber adjourned Sine Die. This action was taken without submitting and approving appropriation funding to operate state government for the 2026 Fiscal Year.


Due to this action, state agency funding measures died. A key state agency impacting significant county funding is the Department of Revenue (DOR). Their agency appropriation in Senate Bill 3041 not only funded their operational needs, but it also contained an appropriation line item for the homestead exemption reimbursement. Prior to the death is this measure, both chambers voted in support of the reimbursement at $94 million.

The 2026 fiscal budget year is set to begin on July 1st of 2025. A Special Legislative Session called by Governor Tate Reeves will be the only path forward to give legislators an opportunity to reconvene prior to the July 1st date to further negotiate the state’s 2026 budget.

Key Measures that Survived the Premature Sine Die

Senate Bill 2835: This measure addresses E-911 funding from a comprehensive perspective.


NOTE: This measure’s conference report was filed and adopted by both chambers before the early SINE DIE.

 

Senate Bill 2802: This measure will provide addition funding for county and municipal fire funds.

Measure Signed by the Governor

House Bill 1644: This measure addresses the ad valorem exemption on equipment for broadband services.

This measure increases the speed requirements to receive the exemption as well as provide for a standard of accountability for reporting to the county tax assessor.

The 2025 Regular Legislative Session is Officially SINE DIE until January 2026 or until a Special Legislative Session is Called by the Governor.
