Fulton County Property Owners Receive
2020 Property Assessments
Fulton County property owners have been mailed their 2020 assessment notices. 

Notices are mailed each year to property owners and posted online. This year for the first time, more than 17,000 property owners opted to receive their notices by email. 

Property assessment notices are not tax bills. Under Georgia law, notices are issued annually and reflect property values as of January 1, 2020.

Property owners who do not believe the Current Year Value on their notice reflects their property’s Fair Market Value as of January 1 have 45 days from the date printed on the notice to file an appeal. It is recommended that appeals be filed online, but they may be submitted in person or by mail.

Homeowners will also see homestead exemptions reflected on their notice of assessment. Depending on where the property is located, property owners will see exemptions for Fulton County, the Fulton County or Atlanta school system and the cities for which Fulton County issues tax bills. Residents who do not have homestead exemptions in place may apply online for exemptions that will take effect in 2021.

All offices of the Fulton County Board of Assessors are open for business with limited staffing. Residents may call the office, or request an appointment to discuss questions in person.

Fulton County Library System Prepares to Open for Curbside Pick-Up
Beginning Wednesday, July 1, 2020, the Fulton County Library System will begin curbside pickup services and allow patrons with library books and materials at home to begin returning those materials to their local library branches. County libraries will remain closed for typical in-branch library services, but items placed on hold by library patrons will be available for pickup from 10 a.m. to 4 p.m., Monday through Friday.

To pick-up library materials on hold, residents are asked to:

  • Bring their library or photo ID to the branch where their items are being held
  • Follow signs to designated parking spaces for curbside service (or to designated tables for walk-up services)
  • Call the number on signs to alert a staff member that they have arrived and provide their name
  • Show the staff member photo ID or library card through closed window
  • Open/unlock trunk or back seat door to allow library staff to place items in their vehicle
  • Walk-up patrons will use social distancing to provide ID and receive materials in front of branches

To return library materials, residents are asked to:
  • Bring their books or other materials to any library branch open for curbside services
  • Place items in designated bins in front of the library
  • All items returned to the library will be placed in quarantine and will not be checked out to any library patron for a minimum of 24 hours
  • All items picked up will be checked out for a period of 14 days for new books/materials, 7 days for DVDs and 28 days for all other materials.
  • A very limited selection of passes will be available for checkout during curbside service.
  • Residents are asked not to donate books at this time.

Safety Requirements at Fulton County Facilities
Several key services are now accessible at Fulton County's Government Service Centers and Tag offices. Customers should contact offices before visiting or check the Fulton County website .

  • Everyone entering Fulton County facilities will have their temperatures taken before entering. Anyone with a fever will be unable to enter the facility.
  • Everyone entering Fulton County facilities is required to wear a face covering.
  • Social distancing requirements will be enforced.
  • Hand sanitizer stations are in place in addition to restrooms for hand washing.
  • Visitor access will be managed in some areas, and the number of people in some areas will be limited at a given time.
  • Facilities have been cleaned in preparation for reopening.
To help manage the volume of visitors at the offices of the Fulton County Tax Commissioner, extended hours will be offered, with all locations open from 8 a.m. to 6 p.m. Monday through Friday.

The Greenbriar Mall and Maxwell Road locations will be open on Saturdays from 8 a.m. to 1 p.m.

Residents who need to simply renew their vehicle registration can avoid the lines by visiting a Kiosk location or renew online. Fulton County has waived convenience and credit card processing fees to make kiosks and online registration more convenient.

Commissioners Create Task Force to Review Elections Process
Fulton County Commissioners voted Wednesday, June 17, 2020 to create an Elections Task Force to review issues associated with the June 9 Primary, all past elections, and recommend improvements for all upcoming elections. Fulton County Commission Vice Chairman and District 5 Commissioner Marvin S. Arrington, Jr. proposed creating a Board-sponsored task force on the election and issues that occurred at the polls. Task Force members will review elections worker training, adequate staffing, and available polling sites.  
 
Commissioners took the actions after voters experienced lines and waits to cast their ballots, cancellations, or changes to precincts days before the election because of fears of workers and precinct hosts about the risks related to COVID-19.
 
The Task Force will review issues surrounding the Primary Election and work with Registrations and Elections to identify solutions and backup plans that will ensure a smooth process for voters who want to cast their ballots for the August 11, 2020 Runoff Election scheduled for Fulton County and the State of Georgia. Set to end December 2022, this board-sponsored Task Force will also review issues from all past elections and make recommendations for all future elections.
Fulton County Earns Multiple NACo Awards
County honored for work to improve Human Resources, Information Technology
Fulton County Government received high honors from the National Association of Counties (NACo) in 2020. The accolades for Fulton County Departments of Information Technology and Human Resources acknowledge the efforts by the County to demonstrate significant improvements to upgrading and modernizing the services provided to County residents.

“Congratulations to the Fulton County staffers for once again standing out among their peers nationally,” says Fulton County District 4 Commissioner Natalie Hall. “These honors point to the spirit of innovation among team members focused on making County operations much more efficient.”

Three of the honors went to the Department of Human Resources for programs targeting efforts to both retain highly skilled talent and to manage overall staff performance. The Fulton County Department of Information Technology was honored for its Center for Excellence. This effort attempts to acquire highly skilled talent who could serve as resources for County staff, within multiple departments, to assist in providing more efficient services – all within budget.

Fulton County Seeks Emergency Solutions Grant Funding Applicants to Support the County's Homeless Population
The Department of Community Development is accepting competitive applications for supplemental subrecipient funding from the U.S. Department of Housing and Urban Development (HUD). The funding relates to the coronavirus pandemic for HUD’s COVID-19 Cares Act Emergency Solutions Grant (ESG-CV) funding.

The CARES Act funding is available to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19), including the economic impact of the pandemic, among individuals and families who are homeless or receiving homeless assistance. Funds support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19.

Funding is open to non-profits that provide homeless services in Fulton County, Georgia outside of Atlanta, Georgia.

Applications are due no later than 11:59 pm on July 6, 2020. Applications must be submitted electronically to  [email protected] . Paper applications will not be accepted.

Fulton County and Atlanta Invite Review of 2020 Analysis of Barriers to Fair Housing
The City of Atlanta, Department of Grants and Community Development and Fulton County, Department of Community Development invite members of the public to review and offer comments on their joint 2020 Analysis of Impediments to Fair Housing Choice.

The City and County receive federal grant funds from the U.S. Department of Housing and Urban Development that requires them to periodically conduct a fair housing study known an Analysis of Impediments to Fair Housing Choice (AI). The AI studies the following” patterns of integration and segregation; racially and ethnically concentrated areas of poverty; disparities in access to opportunity; and disproportionate housing needs. Based on the findings of this research, the report proposes fair and affordable housing strategies to overcome the identified fair housing issues or impediments.

The fair housing report will be available for public review and comment from June 24 to July 24, 2020. A Public Hearing will be held as part of the Board of Commissioners Meeting on Wednesday, August 5 at 10 a.m. at the Fulton County Government Center, 141 Pryor Street SW, Atlanta, GA 30303.

Six-Week Summer Virtual Health Classes Offer Teens Insight on their Well-being
The Teen Experience Health Series is a six-week virtual series of classes designed to connect teens (ages 15-19) with their peers to discuss health topics that are important to them. The free 45 minute classes are taught by an adolescent health and youth development professional.

Fulton Fresh Mobile Market
The first Fulton Fresh Mobile Market session will run until July 9, 2 020. The Fulton Fresh Mobile Market was created to educate residents living in communities designated as food deserts on the importance of fresh and in-season produce. This season, participants will take part in online nutrition education module and curbside pick-up instead of in-person activities. 

Every week, attendees will participate in a 10 minute online UGA Extension nutrition education module. On the day of the market, completion of the online module will be verified and participants are given a free bag of in-season produce from our mobile market to take home and prepare. Pick-up will be outdoors, contact-less, and curbside.
