The Future of the Douglas County Justice Center

The Board is poised to make a historic investment in the future of Douglas County by adopting two transformative bond ordinances aimed at securing the funding for the new Douglas County Justice Center:


  1. Ordinance 2024-1648 - "2025 Justice Center Bond Ordinance": This ordinance authorizes the issuance of up to $37 million in General Obligation Bonds to bring the long-awaited Justice Center project to life. This state-of-the-art facility will enhance public safety, streamline judicial operations, and provide much-needed space for County services.
  2. Ordinance 2024-1649 - "2025B Medium-Term Bond Ordinance": Supporting other critical County projects, this ordinance authorizes up to $14 million in General Obligation Medium-Term Bonds, enabling the County to invest in infrastructure and community enhancements that directly benefit residents.


Together, these ordinances represent a bold step forward in meeting the growing needs of Douglas County. If the ordinances are adopted, the General Obligation/C-Tax Revenue Bonds and Medium-Term Obligation bonds will be sold/issued in late spring 2025 (fourth quarter of fiscal year 2024/25). Construction of the Justice Center building is tentatively scheduled to commence in fall 2025 and will be completed by fall 2026.

Douglas County Animal Services' Cat Cottage

Some exciting new developments come before the Board for the Douglas County Animal Services' Cat Cottage! The Board will hear the following action item (Item 3) and for presentation items (Items 4 & 5).


Item 3

  1. Expanded Budget Approval: The Board will discuss increasing the budget for the highly anticipated Cat Cottage project from $40,000 to $140,000, fully funded by private donations, reflecting the overwhelming community support for improved facilities for feline care.
  2. Additional Funding Authorization: Consideration to authorize the County Manager to approve up to $48,000 in additional expenses, funded by Animal Services Donations, ensuring the project is fully resourced to meet its goals.
  3. Contract Approval: Authorize the County Manager to sign a contract with CORE West, Inc. for project management and site supervision, leveraging professional expertise to bring this project to completion efficiently.

  • Proclamation Honoring CORE Construction (2024P-141): Recognizing CORE Construction for its extraordinary donation of services toward the Cat Cottage Facility, exemplifying a spirit of partnership and generosity.
  • Proclamation Honoring TSK Architects (2024P-140): Acknowledging TSK Architects for their invaluable contribution of Cat Cottage design services, a testament to their commitment to the well-being of animals in Douglas County.


These actions and proclamations celebrate the community’s collaborative efforts to enhance the Douglas County Animal Shelter and improve care for its feline residents. The Cat Cottage project is not just a facility upgrade; it is a heartwarming example of community-driven progress!

Item 8

Ordinance to Prohibit Truck Traffic on Residential Roads in the Johnson Lane Neighborhood

The Board will discuss adopting Ordinance 2024-1639, amending Douglas County Code Title 10, Chapter 10.08, to prohibit truck traffic on portions of Wildhorse Lane, Vicky Lane, Clapham Lane, Kayne Avenue, Gordon Avenue, Fuller Avenue, and East Valley Road between Johnson Lane and Stephanie Way. The ordinance aims to ensure truck traffic utilizes more-suitable routes while allowing exceptions for local deliveries.


This is the second reading of the ordinance.
