Last night there were some important developments with the announcement by the Prime Minster following the meeting of the Council of Ministers.
These concern the outline of the long awaited De-confinement plan, which as expected will be undertaken in several phases, starting 15th March.

Also the Council of Ministers gave details of the extension of the State of Emergency which will commence 17th March to 23:59 hrs 31st March.
We have translated these measures and plans into English as set out in this newsletter.
Also in this newsletter is the measure, effective today, to allow the public to purchase from Pharmacies, and other places that sell medicines, without a prescription rapid Covid-19 tests as a nasal swab which can be undertaken in your home.
With these developments there will be an increase in movements by the public, so there is a risk of increased contagion. It is essential therefore in order not to undo what has been achieved in decreasing the level of new cases, daily deaths, as well as those in hospital and ICU to levels not seen since October last year, to continue to comply with the rules in place.
This means complying with the rules in place, - wearing face masks, social distancing, hygiene and no social gatherings.

Council of Ministers Communique
State of Emergency and De-Confinement Plan
The Communique was published late last night which provides some details of the changes to the State of Emergency law, some effective Monday 15th March 2021
They also approved the decree that regulates the State of Emergency decreed by the President of the Republic, coming into force at 00:00 hrs on March 17, 2021 (midnight 16th/17th March) until 23:59 hrs on 31st March 2021.
They also approved the De-confinement plan.
For the De-confinement plan, the Country will have different "risk levels" The level of opening of each zone will be subject to a fortnightly assessment, which will reflect the risk levels of each region.
For this, policy makers will base their assessment on two criteria pointed out by experts:
• The number of new cases per 100,000 inhabitants over 14 days;
• The transmissibility rate: the R(t)
When the transmissibility index is higher than 1, the measures are reassessed.
Two important provisions are that as of March 15th, the hairdressers, barbers, beauty institutes and similar are allowed to operate by appointment which is welcome news for many. There are several other facilities as well that are reopening in stages, which can be seen in the link below.
One important point to be aware of is that there will be a prohibition of movement between municipalities applicable on the weekend of March 20th and 21st, and March 26, 2021 to 5th April 2021 covering the entire Easter period.

Reminder on ban of movement between municipalities in place.
The ban on movement between municipalities will again apply between 8 pm today 12th March and 5 am on Monday 15th March in mainland Portugal, with some exceptions provided for, within the scope of fighting the pandemic.
According to the Government diploma that regulates the State of Emergency decreed by the President of the Republic, there are a number of exceptions to the ban on movement between municipalities, including travel for the performance of professional functions (as attested by a statement issued by the employer or equivalent), by health reasons and to fulfil parental responsibilities.

No change since last weekend.
There is still a misconception by some that we are aware of, that the previous curfew measures are still in place at weekends. This is not the case but has been replaced by a general duty to remain at home 24/7 except for authorised travel.

Covid-19. Pharmacies will sell quick tests to do at home.
The Government has given the green light to the marketing of rapid tests in pharmacies and other places of sale of medicines, without a prescription. The order was published this Friday in Diário da República.
The diploma "establishes an exceptional and temporary regime for performing self-tests of rapid antigen tests, intended, by their manufacturers, to be carried out on samples of the internal anterior nasal area".
"The list of rapid antigen tests covered by this exceptional regime can be found on the INFARMED website", also states Ordinance No. 56/2021.
These tests are already “on the market in Portugal for use by professionals”, but as “the population's access to these tests, as a measure of protection of public health, is not consistent with the exclusive use by professionals, it is important (…) to adapt the necessary national procedures in question, allowing the test to be carried out by itself, according to the approach already adopted by other countries, namely Austria and Germany”.
The medical devices will be placed on the market for non-professional use, although they are intended “for professional use, according to the indications provided by the respective manufacturer”, the diploma also states.
This measure, approved by the Ministry of Health, is exceptional and valid for six months, being justified with the current context of the pandemic.
In Germany, where an identical measure was adopted and the tests started to be sold earlier this month, the devices sold out in a few hours.

Land Borders with Spain to remain closed and flight restrictions.
The Prime Minister said today that the land borders between Portugal and Spain will remain closed until Easter and restrictions on flights from countries at greatest risk will remain.
"Despite the pandemic levels on both sides of the border allowing reopening, the borders with Spain will remain closed until Easter to avoid the traditional large displacements of Holy Week", said António Costa, in a press conference.
The Prime Minister was speaking to journalists, from the Palácio da Ajuda, in Lisbon, at the end of the Council of Ministers that was meeting this morning to approve the Government's plan for the country's De-confinement.
Asked about border control, the head of Government underlined that Portugal has maintained the rules agreed at the level of the European Union with "special measures" for the countries at greatest risk and "origin of the strains that currently deserve greater care".
The Prime Minister stated that there are "particular restrictions" for all people who come directly from the United Kingdom, Brazil and South Africa or who make stops in other countries, he said.
António Costa stressed that, in addition to the internal control of direct flights, there are also rules for passengers from the countries of origin of the strains and who make stops in other countries, namely the obligation to submit a negative test to Covid-19 and compliance with 14 days of prophylactic isolation.

European agency approves Johnson & Johnson vaccine for Covid-19.
The EMA has approved the emergency authorization for over 18 years of the single dose vaccine from the American pharmaceutical company. Distribution is due to start in April.
The European Medicines Agency (EMA) on Thursday approved the emergency authorization for the Johnson & Johnson vaccine. The decision was already expected since the beginning of the month and the European Union (EU) thus has a fourth vaccine in the fight against Covid-19.
The vaccine developed by Janssen, a European subsidiary of giant Johnson & Johnson, has the main characteristic of being the only vaccine that requires only one dose. In addition, its shelf life is longer (about three months) and requires more basic conservation.
The EMA has approved the use of this vaccine against Covid-19 for the entire population from 18 years of age.
In a statement, EMA Executive Director Emer Cook said that "with this positive opinion, EU authorities will have another option to combat the pandemic and protect the lives and health of its citizens".
The first doses should arrive in Portugal in the second quarter of this year. Of the 4.5 million doses scheduled for Portugal this year, 1.25 million doses arrive in the country in April.
In total, the European Union has contracted to deliver 200 million doses of the Johnson & Johnson vaccine, but the company may have difficulties meeting deadlines. Earlier this week, the Reuters agency said the drug maker was "under stress" in the production and delivery of vaccines and will have difficulties delivering the 55 million doses promised for the second quarter of 2021.

Castelo Branco PSP detains two suspects for cocaine trafficking.
The Castelo Branco Public Security Police (PSP), as part of an inspection of compliance within the containment rules, arising from the State of Emergency, intercepted a vehicle due to the suspicious behaviour of its two occupants.
According to information that the Diário Digital Castelo Branco had access to, the police action was based on a suspicion, which was confirmed, and an amount of cocaine sufficient to contain 1,250 individual doses was found inside the vehicle, resulting in the arrest of the two suspects, non-residents in the Castelo Branco district.

GNR rescues two labradors in the snow and delivers them back to their owner.
A patrol of the Madeira Territorial Command of the National Republican Guard (GNR) found two Labrador dogs, which were apparently lost on a road at the Neves site, in Funchal.
The animals were rescued by the two GNR officers and placed in their vehicle, where several steps were then taken to find the owner.
The dogs were examined to see if they had any injuries, and as to whether they needed veterinary care, and were fed. Within an hour of the dogs being rescued they were returned to a citizen who proved that he was responsible for the dogs.

GNR alert for risky behaviours in the use of the Internet.
Aiming to contribute to the prevention of risky behaviours inherent to the use of the Internet, on February 9th, the day on which the Safer Internet Day is celebrated, the National Republican Guard, in partnership with Microsoft Portugal, launched the operation ' Safer Internet 2021 ', which will be spread through digital awareness actions directed to the school community.
"In view of the current pandemic, the use of technologies in the school environment was decisive in allowing the continuity of non-face-to-face teaching, and it is in this special framework that GNR and Microsoft Portugal have joined together to provide digital content aimed at sensitising the school community from February 9th to 12th, through the Criminal Prevention and Community Policing (SPC) Sections ", stated the GNR in a statement sent to the newsrooms.
These actions focussed on children, young people, guardians and educational agents for issues such as cyberbullying, identity theft, privacy, inaccuracy of information sources, computer viruses and dependence on the internet, in which video games stand out, and was spread through 892 educational establishments that joined the initiative - it was expected to reach more than 105,000 students.
GNR also advised that some precautions are taken to improve your online privacy, highlighting the following tips:
- Use strong passwords,
- Do not save your personal data in the Internet browser,
- Do not share private data on social networks and consultation sites,
- Keep your antivirus updated,
- Check and control your internet addiction with your family and friends.

Interntional Fraud in Forex Trade and Binary Options ‘busted’ in Andorra.
Six suspects were arrested for allegedly defrauding thousands of clients via a company specialised in investment training.
Spain’s Civil Guard (Guardia Civil) together with Catalan police (Mossos d’Esquadra), Andorra and Europol teamed up to dismantle an investment fraud in foreign exchange and binary options markets. The scam is believed to have had an international scope. Led by Andorran Police under the judicial direction of Specialized Batllia Instruction 2, an operation carried out in January has resulted in the arrest of six suspected fraudsters aged between 20 and 34 years. The suspects detained allegedly defrauded thousands of clients via an investment training company. Located in Andorra, the company specialised in the training of investment in cryptocurrencies and other assets and is thought to have also carried out trading activities.
The following items were seized:
- eight vehicles,
- several electronic devices,
- an estimated €70 000 in fiat money and cryptocurrencies including Bitcoin, Ethereum, Ripple, OmiseGo,
- multiple bank accounts linked to the company.
Europol actively supported the investigation and operation mobilising experts from both the European Financial and Economic Crime Centre (EFECC) and European Cyber Crime Centre (EC3). During the operation, Europol experts were deployed in Andorra for on-the-spot operational support and forensic expertise.
Headquartered in The Hague, the Netherlands, Europol supports the 27 EU Member States in their fight against terrorism, cybercrime and other serious and organised forms of crime.
They also work with many non-EU partner states and international organisations. From its various threat assessments to its intelligence-gathering and operational activities, Europol has the tools and resources it needs to do its part in making Europe safer. In 2019, Europol supported 1,874 international operations.

The “Victims & Mediation” Project
The “Victims & Mediation” Project, promoted by the Portuguese Association for Victim Support and co-financed by the European Commission, aimed to contribute to the protection of victims’ rights and interests within victim-offender mediation, by promoting a transnational cooperation and best practices exchange, as well as to give clues to the development of further research in this field.
Being a victim of crime can be a difficult and traumatic experience. Each of us can, at a given moment in life, be the victim of a crime. The impact of crime on the victim's life can be tremendous and overwhelming, depending on each person, the type of crime, their circumstances.
Each person reacts to the experience of being a victim of crime in a different way: while some are able to react and deal with it, continuing their normal lives without victimisation affecting them, many people have a major negative impact on their lives. There is no "right" or "wrong" way to react to crime - feelings and emotions after the crime are normal reactions to an event, that is nothing normal - being a victim of a crime.
Those who are victims of crime can experience anxiety and difficulty concentrating, feeling guilty, depression, isolation, disturbed sleep, among many other reactions.
People who are victims of crime often do not know or have doubts about what to do. They need someone, who in a friendly and supportive way, can listen, understand and help them. APAV exists for this: to listen, advise and support the victim of any crime to deal with the effects and consequences of the crime. Whether or not the crime reported to the authorities. They listen attentively and with interest. They inform and advise on your rights and how to exercise them.
They clarify and monitor the relationship with the police and judicial authorities, guiding and helping in the steps to be taken.

They support and refer to existing social supports. They provide emotional, legal, psychological and social support to victims of crime and their families, developing a qualified support process.

PSP handled 27,780 passengers at airports – 81 refused boarding.
Passengers who did not board had no proof of the "absolute need" to travel, within the scope of the measures to combat the pandemic in force.
The Public Security Police (PSP) informs that it inspected 27,780 passengers wishing to start their journey from the international airports of mainland Portugal (Lisbon, Porto and Faro), between January 31st and February 7th.
In addition to the usual airport security functions, in the context of the current State of Emergency, it is also up to the PSP to verify that the trip "is due to an imperative and urgent reason", according to the rules defined by the Government.

Albufeira - Arrested for theft of customer orders
The Faro Territorial Command, through the Criminal Investigation Centre (NIC) of Albufeira, on February 10th, arrested a 33-year-old man for theft of customer orders in the municipality of Albufeira.
The suspect, an employee of a distribution company, stole orders that were destined for customers, mostly high-value mobile phones, declaring the items as being lost. After the investigation of the theft, it was announced that the suspect had stolen goods estimated to be a value of over 10 thousand euros, subsequently affecting customers' confidence in the company.
After police investigations, the officers conducted a home search and a vehicle search, culminating in the suspect's arrest and the seizure of the following material:
• Eight mobile phones,
• A smartwatch,
• Twelve SIM cards,
• Five mobile phone chargers.
The suspect, who has an existing criminal record for crimes of the same nature, presented at the first hearing on February 11th, at the Judicial Court of Portimão, for the application of coercive measures.

The application, available on several websites and platforms, was streaming videos and TV channels.
Europol supported the Spanish National Police (Policía Nacional) to dismantle a criminal group distributing illegal video streams. The investigation also involved law enforcement authorities from Andorra and Portugal.
The investigation started in October 2018, when the Spanish National Police received complaint reports from the Motion Pictures Associations, Football Association Pretoria, the Premier League and the Spanish Football League (La Liga Espanola de Fútbol) about a mobile application illegally distributing video streams. The application, downloaded by more than 100 million users via different websites, illegally offered the streaming of videos and TV channels.
The investigation identified a number of connected websites and platforms located in Spain and Portugal with connections to servers in Czechia. The Spanish company behind the illegal activity earned its profits through advertisements.
Through the computer infrastructure and power, they were able to sell user information to a company related to botnet and DDoS attacks. Investigators estimate the overall illegal profits at more than €5 million.
Results
· 3 house searches (2 in Spain and 1 in Andorra)
· 4 court orders to take down domains
· 20 web domains and servers blocked
· 4 arrests (3 in Spain and 1 in Andorra)
· Bank accounts frozen
· 1 server taken down in Portugal and another one under investigation in Czechia.

ASAE apprehends counterfeit goods sold online.
The Food Security and Economic Authority (ASAE), through its National Criminal Information and Investigation Unit (UNIIC), on Friday 5th March, carried out in Portalegre, 4 search warrants, within the scope of an investigation by production, distribution and sale of counterfeit articles.
The investigation, which had lasted about a year, aimed at selling counterfeit articles that were advertised through the suspects' social networks and, later, dispatched, not only to other places in Portugal, but also abroad, through carriers, using digital means of payment.
While carrying out search warrants of a home, a store and two vehicles, the following was seized:
· 3,297 counterfeit articles were seized (including suitcases, textile articles, decal labels and metallic applications),
· A 6.35 mm calibre firearm (hidden inside the steering wheel of one of the vehicles),
· 23 6.35 mm rounds of ammunition,
· 2 class G weapons (compressed air),
· 4 bladed weapons,
· 6 mobile phones,
· 1 tablet and
· approx. 30 thousand euros in cash.
The seized assets amount to a global value of approximately 70 thousand euros.
Defendants were found guilty of crimes of counterfeiting, selling counterfeit items and illegal possession of weapons.
It was also found that one of the defendants was receiving monthly social benefits, which will be reported to the Social Security Institute, IP, and the registration of a possible crime for fraud in obtaining a subsidy, provided for in Decree-Law no. 28/84, of January 20th.
The fulfilment of the search warrants was due to the collaboration of the Portalegre Public Security Police.

Police and customs authorities worldwide are warning the public to be vigilant with their gift-giving after they have seized over €16 million worth of fake toys during the recent festive period.
Close to 5 million counterfeit toys have been confiscated following Operation LUDUS organised by Europol with the support of OLAF and the EUIPO.
Over 4,700 inspections were carried out across 24 countries between 19th October 2020 and 31st January 2021 to detect the illegal shipment and storage of counterfeit toys. So far, 11 fraudsters have been arrested, with investigations ongoing in several countries to dismantle the criminal networks putting child safety at risk. This is the first operation ever organised on such a scale targeting the sale of counterfeit toys.
Results of the operational phase:
· Close to 5 million toys seized for a total value exceeding €16 million.
· 4 768 inspections carried out.
· 44 127 samples tested in laboratories.
· 125 judicial cases opened.
· 11 individuals arrested so far.
Participating countries:
Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, France, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Luxembourg, Netherlands, Norway, Portugal, Romania, Slovak Republic, Slovenia, Spain, United Kingdom, United States.

Fake toys putting child safety at risk.
Toy cars, board games and dolls from popular children TV shows feature among the most seized items.
The confiscated pieces were almost exact copies of the real products and were extremely hard to distinguish. However, in almost all of the cases, the seized toys posed a serious health risk for children. These fake toys had not been subjected to the rigorous safety tests required by law and had no warnings or advice on the packaging.
Examples include: 2,800 dolls seized in Italy and 8,000 toy cars seized in Belgium which posed a choking hazard, more than 5,000 plastic toys seized in Spain which contained a toxic chemical that could damage childrens’ health and several other electronic devices confiscated in various countries which exceeded legal decibel limits for toys, which could permanently damage a child’s hearing. A total of 1,175 toys destined for infants were also confiscated in Romania after failing to include essential information on the packaging to prevent a child getting injured, such as an age label, instructions for use and a list of materials they contain.
Commenting on this operation, Europol’s Executive Director Catherine de Bolle said: “This operation shows yet again that criminals will take advantage of any and every opportunity open to them to make a profit. During the festive period, criminals cash in on the surge in demand of certain toys by selling dangerous toys to unsuspecting shoppers. Thanks to Operation LUDUS, we have successfully taken out of circulation millions of toys which were not only unsafe but ripped off legitimate brands.”
Europol and its partners urge consumers to resist cheap offers that look too good to be true, particularly if certain toys are sold out in well-known retailers, as this could be a sign that they are fake, unsafe or of poor quality. It is just not worth the risk.
Europol’s involvement
Europol’s Intellectual Property Crime Coordinated Coalition (IPC3), co-funded by the EUIPO, was instrumental in the success of this operation:
· It brought all the involved countries around one table and coordinated the operational activities across the globe;
· It developed risk indicators which were shared with law enforcement and customs authorities to help them prioritise checks;
· During the operational phase, it provided a platform for real-time information sharing and cross-checking of intelligence, creating a communication network involving both police and custom authorities.
Information collected and shared during the action will be processed and analysed to inform further hits against toy counterfeiters in Europe and beyond.

63 occurrences of partner violence and 111 between spouses in one week.
Between 1st and 7th March, the PSP reported 204 victims, 143 women and 61 men.
Between 1st and 7th March 2021 there were 63 occurrences of domestic violence in dating relationships and 111 between spouses, reveals the PSP, in a publication shared on social networks.
During the same week, the authorities said, 204 victims of domestic violence were reported, 143 of whom are women and 61 are men, and detained 16 attackers (15 male and 1 female).
The PSP also made 777 preventive contacts with victims of domestic violence, in the same time window, during which the agents of authority updated the risk assessments and / or verified the condition (social, emotional, etc.) of the victim, always promoting where necessary, additional security measures.
There are also 215 reinforcements of patrols registered with victims' homes or workplaces, as well as 154 risk assessments, 487 security plans and the seizure of 24 firearms.

GNR mega-operation dismantles "large cannabis plantation" in Coruche.
GNR officers seized hundreds of plants and thousands of doses. Three people were arrested.
On Tuesday, March 9th, the GNR dismantled a large cannabis plantation and detained three men between the ages of 30 and 37, in an operation that involved around fifty officers, in the municipality of Coruche.
In a statement sent to Notícias ao Minuto, GNR reveals that, in just three days, it managed to locate the property where hundreds of cannabis plants were produced and detain the suspects.
At the premises in question the drug was prepared, from germination to growth, drying and packaging for sale.
In all, the GNR seized:
· 459 cannabis plants,
· 37,526 doses of cannabis,
· 48 doses of cocaine,
· 4 vehicles,
· 565 pounds sterling,
· 850 Ukrainian hryvnias and
· 100 euros.
· Various material related to planting, germinating, drying, and selling cannabis was also seized.
The detainees have remained in custody and will be presented for the first judicial hearing on March 11th, at the Santarém Judicial Court.

PJ finds more than 4 million doses of cocaine in juice bottles.
The Judiciary Police (PJ), in the district of Lisbon, recently detained a 45-year-old man, of foreign nationality, who was under strong suspicion of the practice of the crime of drug trafficking.
In a statement sent to Notícias ao Minuto, the PJ reveals that they were notified by the Tax and Customs Authority after inspectors suspected that, 20,000 bottles of grape juice, originating in a Latin American country, contained diluted cocaine.
The suspicion was eventually confirmed, after conducting expert examinations, by the Scientific Police Laboratory.
In the course of the investigations, 915 bottles containing diluted cocaine were counted, which, if they reached the illicit distribution channels, would be sufficient for the composition of at least 4,524,000 (four million, five hundred and twenty-four thousand) individual doses.
The detainee has already been present for the first judicial hearing before the competent judicial authority, and the preventive detention coercion measure has been applied to him.
The investigation continues.
