Dear Advocates,

For two decades, the state of California has chronically underfunded services and supports that people with intellectual and developmental disabilities rely on for health, safety, and community integration. Prior to the COVID-19 pandemic, a rate study conducted in 2018 by the state identified a funding gap of more than $1.4 billion for these supports serving 386,000 Californians with developmental disabilities and their families. The COVID-19 crisis only made this problem worse, with unprecedented staffing shortages and program closures.

We ask Governor Newsom to partner with the Legislature and approve this plan that will address the funding gap, protect the health, safety and wellbeing of Californians with disabilities, and make the investments needed to: 

  • Improve service access and quality
  • Stabilize the workforce crisis through improved wages
  • Advance community inclusion through employment programs
  • Support opportunities for adults with disabilities
to live independently
