Councilmember Eugene Green Clarifies the Difference Between Tax Assessments and Taxing Authority  

NEW ORLEANS - In response to recent concerns regarding increases in property assessments, Councilman Green wants to make clear to the public that Orleans Parish property owners will not necessarily see an increase in their property taxes, although they may have seen an increase in their quadrennial tax assessments. 


The Orleans Parish Assessor only has the authority of establishing the assessment value of properties and approving exemptions, including the homestead exemption. Property Taxes are determined by separate governing entities that set the millage rate, which provides the rate of taxes. In short, the Orleans Parish Tax Assessor does not set property tax rates.

Louisiana law requires a re-evaluation on all properties once every four years. Because 2024 is a quadrennial year, Orleans Parish assessments for tax years 2024-27 will reflect market values as of Jan. 1, 2023. A similar review took place in 2019. 


Please note the following facts: State law requires all tax recipient agencies to reduce their millage rates when a quadrennial revaluation results in an increase in taxable assessments, as is the case this year. This is referred to as a “mandatory rollback.” The intent of the rollback is to keep funding streams level for tax recipient agencies, according to a press release by the Orleans Parish Tax Assessor’s Office.  


If a quadrennial revaluation were to result in a reduction of total taxable assessments, millage rates would automatically increase to offset the decrease. However, tax recipient agencies may vote to raise the millage rates back up to where they were before the automatic roll back. When this happens, it is referred to as a “roll forward.” 


If you believe your tax assessment is incorrect, the online appeal system will be available through Friday, Aug. 18, 2023, at nolaassessor.com. Alternatively, property owners may download and print the appropriate BOR form from the "Forms" page on nolaassessor.com.  


Open rolls for Orleans Parish Assessor’s Office are Mondays through Fridays, 8:30 a.m. - 4 p.m. at the following locations:

New Orleans City Council
The New Orleans City Council is the legislative branch of the New Orleans city government. The Council considers and enacts all local laws that govern the City of New Orleans. The Council also approves the operating and capital budgets for the City, as recommended by the mayor, and continually monitors revenues and expenditures for local government operations.
