MESSAGE FROM THE PRESIDENT

LEGISLATION CONFERENCE & UPCOMING EVENTS

 

Welcome back from winter break. My heartfelt thanks to each of you for your drive and leadership as you take new and creative approaches to help reach our membership, representing all children and families. 


In late January, we had 28 PTA members representing First District PTA at the California State PTA Legislation Conference. We had the opportunity to learn about the top issues facing our schools in California and met with 5 legislators. A full report will be provided at our upcoming Annual Association Meeting & Founders' Day. At our association meeting, we will celebrate the PTA vision that began 127 years ago with the efforts of Alice McLellan Birney, Phoebe Apperson Hearst, and Selena Sloan Butler to improve the lives of all children. Join us!


Each PTA should be kicking off mid-year membership drives as well as electing nominating committees.  As we elect our nominating committees to prepare our future leadership slates, let us commit to continuing our important mission for all children by serving on future unit, council, and district PTA boards.

ELECTIONS

CALIFORNIA STATE ELECTIONS


The California Primary Election will be held on Tuesday, March 5.


As a reminder, PTAs may not directly or indirectly participate or intervene in political campaigns on behalf of, or in opposition to, any candidate for public office since this activity can endanger the PTA’s nonprofit status.


However, PTAs can encourage all your members who are eligible to vote to either register and/or check their voter status here


Learn more about how to hold a voter registration drive in this blog post -and remember: reaching out to graduating seniors and encouraging them to register to vote and be civically engaged is a great project for our high school PTSAs.

THE ELECTIONS PROCESS

NOMINATING COMMITTEE REPORTS AND ELECTIONS


Every year, PTAs elect officers for the following year at an Association meeting. The timing of your annual election meeting is dictated in your bylaws (Article V, Section 7) and should be no later than the second week of April. You may wonder why elections are held so early in the spring. This date helps ensure a smooth transition for incoming board members, giving them time to meet with their predecessors and receive materials. It also allows the president-elect, and members of the new board, time to attend the California State PTA Convention and First District PTA training.

 

Hopefully, your Nominating Committees have been hard at work selecting the best candidates for each of the offices in your PTA. Once the slate has been completed, a nominating committee report is signed by each member of the committee and provided to the association at least 28 days in advance of the election meeting.

 

The annual election meeting is planned and run by the president. The president should give 30 days’ written notice of the election meeting, as stated in the bylaws. The president should add “Election of Officers” on the agenda under “New Business.” Make sure to have the secretary bring a current membership list to the meeting to verify eligibility to vote and to be nominated. Only members who attend the meeting and have been members for at least 30 days, and whose dues are paid, are eligible to vote at the election or to hold office.

 

To hold the election, the president first asks the parliamentarian to read the parts of the Bylaws pertaining to Nominations and Elections (Article V, Sections 1, 2, 4a, 4e, 5 to 8, and 11). Next, the president asks the chair of the Nominating Committee to give the Report of the Nominating Committee. The chairperson of the Nominating Committee reads the report and notes any changes to the publicized slate. The president then restates the slate and asks each person to stand as their name is called.  Next, the president calls for nominations from the floor. The president should restate the nominee for each office, and then ask for nominations from the floor. After asking for nominations from the floor, the president closes the nominations.

 

If there is only one nominee for each board position, the president then calls for a voice vote stating “The bylaws state that if there is one nominee for an office, a ballot may be dispensed with and the election held by voice vote. Is there any objection to this procedure? Hearing none, the following are presented for election” and re-reads the slate. Then the president calls for the vote for the slate, saying “All those in favor say ‘aye,’ those opposed say ‘no.’”

 

If there are two or more nominees for an office, the election must be held by ballot. The president appoints a tellers committee with a chairperson and at least two tellers. Tellers distribute, collect, and count the ballots. The results are reported in writing to the president by the tellers committee with the following information:


  • Total eligible voters
  • Total votes cast
  • Number needed to elect (majority vote – ½ + 1)
  • Number of votes received by each nominee.

 

The president announces the voting results and who is elected, but the number of votes cast for each nominee is not announced unless requested. The complete tellers report is recorded in the minutes. The chairperson of the tellers committee then makes a motion to destroy the ballots.

 

All PTA officers, including the parliamentarian, have the same voting privileges as other members. To protect the impartiality of the chair of the meeting, the president should only vote when the vote is by ballot.

As of January 26, 2024, First District PTA has 65,824 members, which is 90.17% of the way to our 2023-24 goal of 73,000!

 

I had the opportunity to attend the CAPTA Legislation Conference last week to see the impact of our membership in speaking with respective state legislators and encourage all membership leaders to attend in the future. Thank you for continuing to empower our PTA students and families through your membership efforts.

CAPTA Membership Incentive, “FOUNDERS’ DAY”: PTA Founders’ Day is February 17. Any unit that submits 17 new memberships for the month of February will earn a digital badge and recognition on California State PTA social media platforms.


  • a.   Due Date for Manual Remittances: 2/15/24 in the First District PTA office by NOON.
  • b.   TOTEM Remittances (dues paid using TOTEM) Due: 11:59 AM 2/28/24.

 

FD PTA Membership Challenge, “QUEENS FOR A DAY”: Open to Councils and ALL Units. Add at least 17 members in February in honor of PTA Founders' Day! Earn a certificate and prize at the April Awards & Association Meeting. Up to 3 qualifying Councils and 3 qualifying Units will also win ice skating passes in honor of Queen Frostine!

FD PTA Members Per Capita – February

SCHOLARSHIPS  

   

The First District PTA Commemorative Senior Scholarship is now available to graduating seniors via their respective council or out-of-council PTAs. A reminder that applicants must be enrolled in a high school with a PTA/PTSA, and be a member of that high school PTA/PTSA.

 

The council and unit PTA/PTSA must be in good standing with California State PTA. Winners will be announced at respective high school senior awards ceremonies.

 

Applications must be submitted via the First District PTA 2024 Commemorative Scholarship Form. No physical copies will be accepted.


The application deadline is 11:59 p.m. Friday, March 1, 2024. Applications submitted past this deadline will not be considered.

 

Each council or out-of-council PTA will then select one application from each high school in good standing to send forward to First District PTA by NOON, Monday, March 25, 2024. 

 

Details for students, families, and school staff will be available on the First District PTA website here.

 

Particular instructions for council PTAs and out-of-council PTA/PTSAs have been emailed to presidents directly. Reply directly to Wendy Tateishi, VP of Membership and Commemorative Senior Scholarship Chair with your scholarship committee chair’s contact information and specify your council/OOC unit name.

HONORARY SERVICE AWARDS

SEEKING NOMINEES FOR HONORARY SERVICE AWARDS


Honorary Service Awards are designed as a unique way for PTA units, councils, and districts to publicly acknowledge both individuals and organizations for outstanding community service to children and youth. All funds collected from this program are used exclusively to support the California State PTA scholarship and grant programs. The HSA program includes the Honorary Service Award, Continuing Service Award, Golden Oak Service Award, and the Very Special Person Award.


In considering candidates for the First District PTA Honorary Services Award recipients, we need your input. Please nominate an individual or organization and describe in full the contributions they have made for children and youth.


The applicant(s) being considered should be recognized for outstanding service to children and youth in the First District PTA region, and not for routine, assigned responsibilities or for retirement. Remember to consider those who work behind the scenes quietly and efficiently serving youth.

  • VSP - Very Special Person Award
  • HSA - Honorary Service Award
  • CSA - Continuing Service Award
  • EOHSA - Elected Official Honorary Service Award
  • GOSA - Golden Oak Service Award
