MESSAGE FROM THE PRESIDENT

GRATITUDE AND LOOKING FORWARD

 

As we approach Thanksgiving and the holiday season, I'd like to express my gratitude to our dedicated volunteers.


Many of you stepped into your roles not knowing their depth or breadth -- but have enhanced your school communities because of your commitment.


I'd also like to thank all the attendees of Superintendent & Administrators' Conference for joining us for "Everyday Upstanders: Strategies for Speaking Up Against Bias and Hate." Several PTA leaders had attended Emily Chiariello's workshop at the California State PTA Convention and found it meaningful -- but discussing these difficult issues alongside our educational partners and developing ideas on how we can work together to address them was especially impactful.


Speaking of impact, I'd like to invite you to attend our Holiday Breakfast. Proceeds from the event fund our Commemorative Scholarship Program. And many PTAs are already making an impact with promoting resources for our vulnerable families and partnering with food banks or other organizations helping during these difficult times.

ANNUAL HOLIDAY BREAKFAST


Join us at the Annual Holiday Breakfast, Association Meeting, Raffle and Silent Auction! Enjoy time together with some holiday shopping and a performance by local students.


Our guest speaker is Leslie Powell, California State PTA VP for Membership Services and Chair of the State PTA Scholarships and Grants Committee. Leslie and other members of California State PTA board will be discussing the impact of student voice in shaping PTA advocacy.


This event helps fund the First District PTA Commemorative Scholarship Program. All money raised from the silent auction and raffle will be used to award First District PTA scholarships. Each council and out-of-council unit is asked to donate a silent auction basket. If you include gift cards in your basket, please be sure they were not bought with PTA funds.

If you are able, please also donate small items for our raffle drawings, such as candles, picture frames, hand or body lotions, or gift cards.

RESOURCES FOR PTAS


As of November 1, 2025, the federal government shutdown has suspended SNAP (Supplemental Nutrition Assistance Program) benefits. Advocating for children’s nutrition is at the heart of what PTA does. We know that when students are hungry, it’s harder for them to learn, grow, and succeed. While California’s universal school meals program helps during the school day, SNAP fills the gap for dinners, weekends, holidays, and summer. Without it, many families face real hardship.


PTAs can:

  • Reach out to families who may need extra support and connect them with local food resources

This is a quick reminder that PTA insurance premiums are due.


All insurance payments must be made directly to our insurance broker AIM (Association Insurance Management, Inc). All PTAs must fill out the insurance questionnaire and submit payment through the AIM Insurance Portal. DO NOT SEND INSURANCE PREMIUM PAYMENTS TO FIRST DISTRICT PTA.

Insurance premiums may be paid via ACH transfer or PTA check. Insurance payments must be received by AIM no later than January 4th or a $50 late fee applies. Please allow time for payments to arrive by the deadline if you are paying by check. The deadline does not mean “postmarked by.”

PTA TAX FILING INFORMATION – 2024-25 FISCAL YEAR


All PTAs must file informational tax returns on the 15th day of the 4th month after your PTA’s fiscal year ends. For PTAs with a fiscal year of July 1 - June 30, the deadline is November 15. (Check your PTA bylaws for your fiscal year to be sure). For PTAs with a fiscal year of June 1 - May 31, the deadline was October 15.

 

It is the responsibility of the outgoing treasurer to file the tax returns, but in the event that they did not file them, the current treasurer should complete the tax filing. The tax returns should also be reviewed by the executive board before filing. Please make sure your PTA’s tax filing is completed as soon as possible.

 

To help you complete your taxes, you will need the 2024-2025 end-of-year Financial Review, Annual Financial Report, an estimated value of donated goods (non-cash contributions), and an estimated value of inventory items (spirit wear, student store inventory, and other assets). Your PTA bylaws show the tax identification numbers for the IRS, California Franchise Tax Board, and Office of the Attorney General's Registry of Charities and Fundraisers (CT number)

 

The California State PTA Leaders Website Tax Filing Support Center has resources to help you, or a tax preparer, file the required annual returns. Furthermore, here's another helpful link as well: Tax Filing: What to File? - California State PTA

 

If your gross receipts are normally less than $50,000, filing is relatively quick and easy. Follow the step-by-step guidelines (available on the Leaders Website) to complete the required annual returns:

  • IRS – Form 990, 990EZ or 990N
  • Franchise Tax Board – Form 199 or 199N
  • Attorney General’s Registry of Charities and Fundraisers – Registration Renewal Form RRF-1 and CT-TR-1

If your PTA’s gross receipts normally exceed $50,000, we recommend hiring a professional accountant who is familiar with non-profits, and especially PTAs, to complete the tax filings. Review the tax returns before the accountant files them. Make sure that they are for your PTA (Schedule A, Box 10: an organization that normally receives more than 33 ⅓% of its support from contributions, membership fees, and gross receipts from activities related to its tax-exempt functions…) and not for your school.

NOMINATING COMMITTEES

NOMINATING COMMITTEE PROCESS


It may be hard to believe, but if your unit or council is holding an election this school year, it’s time to start thinking about your nominating committee.

 

The nominating committee is the PTA’s most responsible, sensitive, and deliberative committee. The committee is tasked with finding the most qualified nominees for each elected officer position for the unit/council.

 

The nominating committee is elected at an Association meeting at least two months prior to the election meeting. This means most units need to elect the nominating committee no later than January or February for the election of officers in March or April. At the meeting where the Association elects the nominating committee, the parliamentarian should read the portions of the bylaws that explain the role of the nominating committee in the election. The Association then elects the nominating committee.

 

Information about the how and when to elect a nominating committee is found in the bylaws. 

 

Unit bylaws: Article V – Officers and Their Election



  • Section 2 – Lists the officers of the association.
  • Section 4a – Provides the nominating committee is elected by association.
  • Section 4b – Provides the nominating committee shall be elected at least two months prior to the annual election meeting.
  • Section 4c – States the number of committee members and alternates.
  • Section 4d – States the eligibility requirements of members of the nominating committee.
  • Section 4e – Provides the report of the nominating committee shall be submitted to the membership at least 28 days prior to the annual election meeting.
  • Section 7 – States when the election meeting is held.


Council bylaws: Article VI – Officers and Their Election


  • Section 2 – Lists the officers of the council.
  • Section 4a – Provides the nominating committee is elected by the Association.
  • Section 4b – Provides the nominating committee must be elected at least two months prior to the annual election meeting and serves until the election meeting.
  • Section 4c – States the number of committee members and alternates of nominating committee
  • Section 4d – Provides the president shall not serve ex officio or be elected to the nominating committee.
  • Section 4e – Provides no member shall serve on the nominating committee for two consecutive terms.
  • Section 5 – Provides the report of the nominating committee shall be submitted to the membership at least 28 days prior to the annual or biennial election meeting.
  • Section 7 – States when the election meeting is held.

 

The nominating committee is tasked with choosing the best candidates to serve as officers of the PTA for the next term.

 

The parliamentarian schedules the first meeting of the nominating committee where the committee elects its own chair. The parliamentarian will give information and advice on procedures and then leave the meeting if not an elected member of the committee. The principal of the school or a faculty representative, if not elected, shall serve as an advisor to the committee. No person may serve two consecutive years and the president may not serve on the committee.

 

The committee reviews the officer positions and duties and engages in an open discussion about potential nominees. The committee should consider the potential nominees based on their abilities as well as their capacity for leadership growth. The committee should select only eligible nominees who agree to serve on the PTA board. A nominating committee member is not excluded from consideration as a nominee for an elected board position but should be excused from the meeting during discussion of the position. The individual can then rejoin the meeting to vote on the nominee for that position, but that vote should take place by ballot. It is important that all deliberations of the committee remain confidential. 

 

Once the slate has been completed, a nominating committee report is signed by each member of the committee and provided to the association at least 28 days in advance of the election meeting. The committee serves until the election meeting.
